AMENDMENT #3, RFP NIAID-DAIDS-NIHAI2013184

Questions from Potential Offerors:

Question 1:

For performance of the QVOA Assay, how many samples should be assumed for costing purposes?

Response to Question 1:

150-200 per year (see Attachment 5, Additional Business Proposal Instructions, page 2, section 3)

Question 2:

Will the contractor be required to provide healthy human blood to generate CD4+ lymphoblasts?

Response to Question 2:

Yes

Question 3:

Will the QVOA and any selected alternative assay(s) need to be qualified, validated, and/or GCLP qualified?

Response to Question 3:

We are asking for a laboratory-based assay system that is reliable and reproducible. The SOW states that the contractor will provide quality control procedures for all data generated under the contract such as scientific data, Contractor and subcontractor/consultant reports, etc. We are expecting standard quality control and assurance systems to be in place.

Question 4:

For the development of alternatives to the QVOA, can we propose 3.5 FTEs per assay being developed?

Response to Question 4:

The entire number of FTE’s in the base contract per year is 3.5. Developing an alternative assay would have to be achieved using that number of FTE’s. If all FTE’s were used in assay development during a particular year, nothing else (requiring effort) could be done. A total of

1.65 additional FTE’s would be available per year should all three options for increased services be exercised. However these FTE’s are for doing more assays, not developing an alternative assay.
