About this file
This justification and approval document describes a sole source contract award for program management support services to MeetingResult, a HUBZone small business. The Federal Emergency Management Agency requires these services to support systems like the National Flood Insurance Program ITS&S and Pivot Analytical and Reporting Tool. Services include program management, systems engineering, data analysis, and executive support. MeetingResult is currently providing many of these services as a subcontractor. This short-term bridge contract is necessary to transition services before the expiration of the incumbent contract and avoid disruption, as no other HUBZone contractor can complete the transition within the limited timeframe. The contract was awarded to MeetingResult on May 10, 2020 for an unknown amount and period of performance.

(h) Background information about the requirement.
3. Description of Supplies/Services.
The requirement is for subject matter support in the following areas; IT Technical Expertise, IT security, Program Management Assistance, and Executive Support. The Insurance Systems Branch (ISB) hosts of several systems such as the NFIP ITS&S, the NFIP Direct, and Pivot Analytical and Reporting Tool (PART). These systems are in various stages of development, migration, operations and maintenance, and disposition. As a result, ISB requires contract support for program management, systems engineering, and data analysis.
Some of these systems are subject to migration, transition, development, modernization, and must go through various DHS Acquisition Lifecycle Framework (ALF) and Systems Engineering Life Cycle (SELC) reviews. This will require coordination across a diverse internal and external stakeholder network.
FEMA requires that work continue efforts to create and update documents required by the DHS ALF and SELC in support of the Pivot program. Examples of documents the vendor must help the Pivot program develop and maintain include, but are not limited to, the Functional Requirements Document (FRD), Life Cycle Cost Estimates (LCCE), Systems Engineering Lifecycle artifacts, the Integrated Logistics Support Plan (ILSP), Enterprise Architecture documentation, Operational Analyses, and any necessary revisions to other ALF and SELC artifacts.
FEMA also requires that the vendor assist with Program Management activities, including the tracking and reporting of cost, schedule, quality, performance (metrics), IT Security, and
Justification and Approval for Other Than Full and Open Competition risks for the programs, including supporting INVEST, CPIC, and OMB reporting processes.
This support must build upon the processes and tools already in place and help the PMO mature as the programs develops. The vendor must also support the Requirements Change Control Board (RCCB) to maintain the NFIP requirements baseline in the DHS Application Lifecycle Management Shared Service (ALMSS) Jira and Confluence tools.
In addition, FEMA requires the vendor to provide Executive Support, by providing subject matter expertise and materials (talking points, slide decks, attend meetings, etc.) in support of Pivot and FIMA executive’s interactions with internal and external stakeholders regarding the status of the program.
FEMA also requires the vendor to continue with data analysis activities within the Pivot Analytical and Reporting Tool (PART). This includes tasks ranging from Tableau report creation and data modeling to geospatial data analysis and Freedom of Information Act (FOIA) request responses.
The services required are critical to the FIMA’s mission to increase the capabilities necessary to reduce future losses of homes, businesses, schools, public buildings, and critical facilities from floods, earthquakes, tornadoes and other natural disasters.
These services are currently being provided though FEMA’s Enterprise Applications Development, Integration, and Sustainment (EADIS) contract which is expiring on May 13, 2020 and cannot be extended. Therefore, the transition of the services must be completed by May 13, 2020. Due to the limited time available to complete the transition of the ISB’s Pivot program, FEMA requires a short-term bridge contract with the incumbent’s subcontractor in order to avoid a gap or disruption in services. MeetingResult provides a significant amount of the services being provided under the EADIS contract and is the only HUBZone who can ensure the transition and the modernization efforts are completed on time.
4. Identification of Statutory Authority Permitting Other Than Full and Open
Competition.
The statutory authority permitting other than full and open competition is 41 U.S.C.3304(a)(1) implemented by the FAR Subpart 6.302-5 entitled “Authorized or Required by Statues ” specifically (6.302-5(b)(5) Sole Sourced awards under the HUBZone Act of 1997-15 U.S.C.657a)
5. Demonstration that the proposed contractor’s unique qualifications or the nature of the acquisition requires use of the authority cited.
As one of the incumbent’s subcontractors providing the majority of the services required to meet ISB’s NFIP PIVOT modernization program milestones, MeetingResult is the only HUBZone contractor capable of completing the transition in the limited timeframe available.
MeetingResult is currently supporting the Pivot program as a subcontractor of a subcontractor of the prime. By going directly to MeetingResult, FEMA anticipates cost
Justification and Approval for Other Than Full and Open Competition savings by eliminating the middleman (prime) costs. The contract will serve as a bridge contract while the all-inclusive long-term requirement is being solicited. The solicitation was originally scheduled to be awarded in FY2020 but has been delayed to FY2021.
As a current subcontractor, MeetingResult, FEMA has historical and situational knowledge which will expedite the transition from the current incumbent to them and reduce the risk of costs associated with large learning curves during the transition in and out periods.
While completing our market research other HUBZone companies were identified. But MeetingResult is the only HUBZone firm that can complete the transition prior to the expiration of the current task order’s expiration and to avoid a gap in service.
If the NFIP Information Technology (IT) Modernization program (Pivot Program), the NFIP ITS&S, the NFIP Direct, and Pivot Analytical and Reporting Tool (PART) experienced service disruptions, the NFIP would be severely impacted in completing their mission to reduce future losses of homes, businesses, schools, public buildings, and critical facilities from floods, earthquakes, tornadoes and other natural disasters by the transfer of their risk through insurance. This short-term bridge contract is required to avoid gaps in this critical service while the solicitation of the Pivot contract is underway. Using another HUBZone would cause potential gaps in service and increase risks of cost overruns associated with project rework, missed milestones and higher learning curve associated with transition and program familiarization.
In addition, HUBZone is one of the Small Business Set Aside goals which FEMA is currently not achieving. FEMA is currently at 0.4%. Our HUBZone goal is 3.0%. FAR

6. Description of Efforts Made to Ensure that Offers are Solicited from as Many Potential
Sources as is Practicable.
The JEFO will be redacted and posted within 14 days after award.
7. Determination by the Contracting Officer that the Anticipated Cost to the Government will be Fair and Reasonable.
The contracting officer determines that the anticipated price(s) will be fair and reasonable based on HUBZone commercial pricelists, and the Independent Government Cost Estimate (IGCE). The contracting officer shall ensure that the anticipated cost is fair and reasonable (see FAR Subpart 15.4 and HSAM 3015.4 for contract pricing).
