STATEMENT OF WORK

National Oceanic and Atmospheric Administration (NOAA) National Marine Fisheries Service (NMFS) Southwest Fisheries Science Center (SFSC)

NFFR7000-17-03113

INTRODUCTION: To install exterior roof water diversion system by the means of metal flashing attached to the roof fascia system, provide minimal concrete pathway alteration where needed, and install a redundant drainage sump pump system.

BACKGROUND: La Jolla Laboratory’s open air walkways are prone to water accumulation in areas from morning roof dew drainage and soon after rain events. Due to the buildings open air design, roof condensation drips off of existing roof fascia onto below pedestrian pathways. This water puddles in front of doorways, pathways, and stairwell #1 to a considerable degree. This condition poses a potential slipping hazard for staff and visitors alike. The goal of repairs is to control the water accumulation of known puddling areas by the means of diversion and concrete grinding/sloping means. The repairs should be simple, practical, maintain the architectural outline, color of the building envelope, and safely divert water away from known puddle areas. In addition, a new contractor supplied sump pump, with electrical connections, float controls, check valve, and associated plumbing is requested to be installed at the bottom of stairwell #1 as part of the overall rain-event drainage system. The sump pump should be equal or greater to the existing elevator sump system.

SCOPE OF WORK: Contractor shall provide all labor, materials, and electrical requirements to repair exterior drainage system, provide concrete resurfacing coatings to pedestrian pathways, and install a new redundant drainage sump pump system as detailed in the tasks below:

TASKS:

1. Provide a limited drainage survey of known problem areas. At a minimum the survey shall document puddle area slope or high points.

2. Securely attach exterior roof water diversion system by the means of best practices and shall match fascia manufacture’s color specifications. (Approximately 150 lf.)

3. Insure repairs will not degrade or alter the existing building envelope.

4. Provide adequate drainage to eliminate accumulation of condensation on identified walkways, in front of doorways, and stairwell #1-levels “P” & “4”.

5. Grind, slope, and refinish concrete to divert water from doors, elevators, at stairwell #1, “P” level entrance. (Approximately 1000 sf.)

6. Install/provide a contractor supplied sump pump, with electrical connections, float controls, and associated plumbing installed at the bottom of stairwell #1.

7. Sequence of operations for sump pump system.

a. Monitoring: Provide interface modules required to monitor and alarm operation to Building Automation System (BAS).

b. Unit can also be started from a remote start/stop switch. Unit shall have intellislot unity card for Modbus or BACnet IP network connectivity to Building Automation System (BAS) and support IP and 485 protocols.

c. System status and operation: The controller shall monitor status of the unit and shall report the following alarms: unit status, unit failure, unit alarm, unit water seal leak detected.

8. Designs and materials must be approved by the facility manager prior to commencement of the project.

9. Completed within the timelines, and abide by all current safety guidelines.

10. Operator training and demonstration by manufacturer’s qualified personnel after all work has been completed to the satisfaction of the Facility Manager.

Site Visit: All interested vendors are encouraged to participate in a scheduled site visit prior to submitting a proposal. Contact the NMFS Project Leader to set up your site visit. Site visits should be done no later than 8/14/2017.
