STATEMENT OF WORK

Fire Alarm System Replacement National Marine Fisheries Science Center Kodiak Office of Law Enforcement

I. BACKGROUND:

A. The National Oceanic and Atmospheric Administration Fisheries Office for Law Enforcement (NOAA OLE) is a federal police part of the National Marine Fisheries Service of the National Oceanic and Atmospheric Administration, headquartered in Silver Spring, Maryland. It was established in 1930 as Division of Law Enforcement, U.S. Fish Commission and Bureau. It is responsible for the ecosystem protection and conservation of most of national marine life. It is the only federal agency for such.

NOAA OLE is divided into five divisional offices: Northeast, Southeast, Alaska, West Coast and Pacific Islands.

B. PURPOSE: The purpose of this Statement of Work (SOW) is to define the Contractor's tasks, roles and responsibilities.

C. OBJECTIVE: The Contractor shall furnish all necessary materials, equipment, labor and services, and otherwise do all activities necessary for and incidental to the completion of this contract.

II. DESCRIPTION OF WORK:

The work of this project includes the following:

· Replace fire alarm system panel with a new unit that includes modern smoke detection and visual/audio alarm notification.

· Install additional heat detectors in non-occupied spaces.

III. REPLACE FIRE ALARM SYSTEM PANEL:

A. DESCRIPTION OF WORK:

1. Replace fire alarm system panel with a new unit that includes modern smoke detection and visual/audio alarm notification.

B. EQUIPMENT:

1. General: Furnish all labor and equipment necessary to perform the work.

C. QUALIFIED WORKERS:

Use qualified workers who are thoroughly trained and experienced in the necessary crafts and who are completely familiar with the specified requirements and the methods needed for proper performance of the work in this Section.

D. HEALTH AND SAFETY PLAN:

Comply with all applicable Safety Codes and requirements.

E. COORDINATION:

The Contractor is responsible for accomplishing this work and shall coordinate his work of other subcontractors and/or other trades doing work.

F. PERFORMANCE VERIFICATION AND ACCEPTANCE:

1. The Contractor shall perform a Preliminary Inspection and correct any deficiencies before requesting the Final Inspection and Acceptance.

2. Final Acceptance shall be conducted in the presence of the Government Representative only after all discrepancies discovered during the Preliminary Inspection have been rectified.

IV. INSTALL ADDITIONAL HEAT DETECTORS:

A. DESCRIPTION OF WORK:

1. Install eleven (11) additional heat detectors in non-occupied spaces on the first floor and eight (8) heat detectors on the second floor.

B. EQUIPMENT:

1. General: Furnish all labor and equipment necessary to perform the work.

2. Furnish new heat detectors where needed in non-occupied spaces.

C. QUALIFIED WORKERS:

Use qualified workers who are thoroughly trained and experienced in the necessary crafts and who are completely familiar with the specified requirements and the methods needed for proper performance of the work in this Section.

D. HEALTH AND SAFETY PLAN:

Comply with all applicable Safety Codes and requirements.

E. COORDINATION:

The Contractor is responsible for accomplishing this work and shall coordinate his work of other subcontractors and/or other trades doing work.

F. PERFORMANCE VERIFICATION AND ACCEPTANCE:

3. The Contractor shall perform a Preliminary Inspection and correct any deficiencies before requesting the Final Inspection and Acceptance.

V. CONTRACTOR ACCESS AND USE OF PREMISES:

A. Campus Regulations

Ensure that Contractor personnel employed on the Activity become familiar with and obey Activity regulations, including safety, fire, traffic, and security regulations. Keep within the limits of the work and avenues of ingress and egress. Wear hardhats in designated areas. Do not enter any restricted areas unless required to do so and until cleared for such entry. Smoking is authorized in designated areas only.

B. Working Hours

Regular working hours shall consist of an 8 1/2 hour period, Monday through Friday, excluding Government holidays.

C. Work Outside Regular Hours

Work outside regular working hours requires Government approval. Make application 5 calendar days prior to such work to allow arrangements to be made by the Government, giving specific dates, hours, location, type of work to be performed, contract number and project title. Based on the justification provided, the Government may approve work outside regular hours. During periods of darkness, the work shall be lighted to provide a safe work environment.

VI. PERIOD OF PERFORMANCE:

The Period of Performance for the work items under this scope of work shall not exceed 30 Calendar Days after Award unless modified by the Government.

VII. DELIVERABLES:

A. All submissions shall be provided electronically – either in Microsoft Word or Excel, or in an electronic PDF file in addition to a paper copy.

VIII. SUBMITTAL REQUIREMENTS:

The Contractor shall provide the submissions identified in the “Deliverables” section of this document. The Contractor shall allocate technical manpower and other necessary resources so as to steadily progress toward milestone dates and monitor the work of his contractors to insure concurrent steady progress and to insure the successful completion of this project. The Contractor shall request information, determinations, and similar direction in sufficient time to permit the Government's development and delivery of the required information without delay to the schedule. The Contractor shall endeavor, in the planning of the work, to anticipate information requirements and request information as soon as the need for it becomes apparent. Insofar as possible the Contractor shall "work around" areas requiring clarification so as to minimize any delay to the project as a whole. Should delay occur, the Contractor shall work closely and cooperatively with the Contracting Officer’s Representative (COR) to develop and implement methods to regain or minimize lost time. The Contractor shall provide the COR Project Schedule 5 days after the Notice to Proceed, and issue an updated copy at each submittal review meeting. Schedules will reflect both the original and actual dates of the project.

IX. NOAA REVIEW AND PROJECT MANAGEMENT:

A. Project Manager Review and Coordination

The COR will coordinate all required Government reviews and reviews of other Government-contracted services. When authorized by the CO, the Contractor shall continue the Contractor’s effort during the review and prior to receipt of the Government review comments.

B. Contractor’s Responsibility

It is imperative that the Contractor and his contractors recognize that the NOAA reviews are general in nature; that the detailed checking for technical accuracy, sufficiency and coordination is the sole responsibility of the Contractor and his contractors. Notwithstanding Government approval, the Contractor shall remain liable for all damages resulting from errors and omissions and negligent performance by the Contractor or his consultants.

C. Review Comments

Following each submittal, the COR will provide the Contractor written review comments on the submitted work. The Contractor shall provide to the COR and CO written confirmation of any verbal directions.

The Contractor shall respond to the Government review comments in writing within 7 calendar days of his receipt of the comments. The Contractor shall record direction from the COR to disregard any comments, and explain why he disagrees with any comment. At the option of the Government, the COR may request on-board review or submittal of progress prints to insure that progress is being sustained. The Contractor may also request on-board reviews. These reviews shall be at the discretion of the COR.

D. Fee and Payment Schedule

As consideration for the services performed in accordance with the provisions, terms and contract requirements, payment will be made by the Government 30 days after receipt of invoice.

E. Government Team

1. Organization. The Government’s Team is comprised of two groups: the Contracting/Technical Team, and the Client. The Contracting/Technical Team is comprised of the CO and COR/PM. The Client Team is comprised of the Project Sponsor, Client Representative, and stakeholders. Their offices are located at the project site.

2. Individual Members:

a. Client Representative: The Government representative responsible for interfacing with the Government’s stakeholders, Project Sponsor, and the Project Manager/COR. The Client Representative is not authorized to give any direction to Contractor.

b. Contracting Officer (CO): The Government’s procurement agent directly responsible for the general supervision, direction, control and approval of the Government’s contract with the Contractor.

c. Contracting Officer’s Representative (COR): The Government representative responsible for administering contracts under the immediate direction of the CO. The COR’s duties include interpretation of the contract documents, approval of changed work, approval of all submittals, samples, shop drawings, etc. The COR may issue change orders to the Contractor only within the limitations set forth in his delegation of authority from the CO.

d. Project Manager and Program Manager (PM): The Government representatives who work together and share responsibilities for defining and managing the project in terms of scope, schedule, and budget. Usually, during the execution of a contract, the Project Manager will also serve as the COR. The coordinator of the Government Team will be the Project Manager.

e. Project Sponsor: The Government representative responsible for making decisions and guide the project through its life-cycle on behalf of the client. The Project Sponsor is not authorized to give any direction to the Contractor.

f. Stakeholders: The Government’s personnel who are involved in or may be affected by the project’s activities, for example researchers and administrative staff. None of the stakeholders are authorized to give any direction to the Contractor.

F. Project Contact Information

The following personnel will be NOAA representatives and contact points for the Contractor throughout the project's life.
