About this file
This document contains specific terms and conditions for a network security access products and services contract issued by the State of Alabama for all state agencies, with pricing available to local governmental agencies and schools. The solicitation establishes contracts for Palo Alto, Gigamon, and Fortinet network security products and maintenance services. Bidders must submit responses through the Alabama Buys supplier portal and are required to bid on all lines within at least one manufacturer category (Palo Alto lines 1-4, Gigamon lines 5-8, or Fortinet lines 9-12) to be considered for award. The contract period consists of an initial 12-month term with options to extend for up to four additional 12-month periods at the same pricing, terms, and conditions, provided both parties provide written approval no later than 30 days before expiration of each period. Questions must be submitted by September 3, 2026, at 5:00 p.m. Central Time. Award will be made on an "all or none" basis to the lowest responsible bidder meeting all specifications, with each service type potentially awarded to multiple bidders. Contract holders are required to attend the Supplier Expo in the initial contract year, with participation optional thereafter.
Bidders must submit percent discounts with no more than two decimal places and provide an authorized OEM authorization letter with their response; failure to include the authorization letter may result in bid rejection. All quotes to end users must include both catalog and discounted pricing, and awarded suppliers may offer volume discounts for large quantity purchases. The bid is F.O.B. destination with all freight charges included in bid prices; expedited shipping charges may be passed to end users if substantiated with written documentation. Awarded bidders must accept multiple forms of electronic payment at no additional cost to the State, including state-issued credit cards, P-cards, and EFT. Awarded bidders must pay a 2% administrative fee on total quarterly sales, remitted before the 20th of the first month following each quarter, along with a summary report detailing sales by quarter, master agreement number, purchasing entity, and fee amount. The State does not guarantee any minimum purchase amounts, and contract assignment requires written approval from the Chief Procurement Officer.
