NOS/OCM Coastal Geospatial Services

CONTRACT INFORMATION: NOAA’s Acquisition and Grants Office, Eastern Acquisition Division (EAD), Norfolk, VA on behalf of NOAA’s, National Ocean Service (NOS), Office for Coastal Management (OCM) is seeking firms highly qualified to provide professional geospatial services in support of various local, state, and regional coastal resource management needs.

Contracts for acquisition of these services will be consistent with FAR Part 36.6—Architect, Engineer Services, based on the demonstrated competence and qualifications of prospective firms to perform the services. This acquisition is unrestricted, and is open to all businesses regardless of size.

Geospatial services are vital in the sustainment and usefulness of the Digital Coast for the coastal community. The services are highly technical in nature and require specialized technical expertise that necessitates a seamless end-to-end capability. Work is complex, has unpredictable work locations, and can require short notice response times to initiate this work. The products ultimately derived from work under this contract have a direct impact on coastal management decisions in the United States. To meet such extensive and critical requirements, NOAA requires firms to demonstrate full capability and capacity to simultaneously accomplish, and quickly react to multiple tasks throughout the United States, its possessions, and territories.

The services required by OCM require firms to have end-to-end capability to provide ALL of the below listed services:

1. Data acquisition - aerial, satellite, shipboard, and unmanned vehicles; collection methods include, but are not limited to:

a. Lidar (topographic, bathymetric, mobile)

b. digital multi-spectral

c. hyper-spectral imaging

d. satellite imagery

e. video

f. acoustic

g. sediment sampling

2. Thematic mapping (e.g., land use / cover, impervious surfaces, wetland and benthic habitats) including the use of supervised and unsupervised classification, and regression tree modeling

3. High-resolution topographic / bathymetric product generation

4. Photogrammetric mapping and orthophotography production

5. Survey and control services, including the use of ground-based and airborne Global

Positioning Systems (GPS) technology

6. GIS Services: geospatial data and map service development, data management, data conversion, data integration, data analysis, data modeling, database development, cartographic production, and software application development in support of land use planning; coastal conservation; coastal hazards; marine planning; water quality; and climate change

7. Cadastral Mapping (terrestrial and marine)

8. Geospatial Training

9. IfSAR data collection is preferred but not required.

The primary purpose of this contract is to provide the Office for Coastal Management with geospatial services. Geospatial services directly support NOAA’s statutory mandate, pursuant to the Coastal Zone Management Act (CZMA), to manage the nation’s coastal resources, including the Great Lakes; with the specific goal to “preserve, protect, develop, and where possible, to restore or enhance the resources of the nation’s coastal zone”. OCM’s geographic scope is nationwide—from American Samoa to the U.S. Virgin Islands and every coastal state in between. With its 34 coastal state participants, OCM manages the “Digital Coast” which is an enabling platform used by the nation’s coastal management community to address coastal issues.

The services shall be procured in accordance with P.L. 92-582 (Brooks Act) and FAR 36.6, Architect-Engineer Services.

The Government anticipates awarding multiple indefinite delivery, indefinite quantity (IDIQ) contracts. Each contract will be for a five-year ordering period. The maximum total dollar amount to be awarded (shared) across all contracts under this program shall not exceed the threshold of $49,000,000 over the five year period. The contract minimum value for all contracts awarded will be $25,000. The NAICS code is 541370 “Surveying and Mapping (except Geophysical) Services”, which has a small business size standard of $14.0 million in average annual receipts for its three previous fiscal years. Large businesses must comply with FAR 52.219-9 Small Business Subcontracting Plan (OCT 2014) regarding the requirement for a subcontracting plan. Once awarded, services will be ordered by negotiating firm-fixed price task orders in accordance with the selection procedures in FAR 36.6 Architect-Engineer Services and as detailed in the IDIQ contract(s).

SELECTION CRITERIA: The award selection criteria in accordance with FAR 36.602-1, listed in descending order of importance are provided below.

1. Professional Qualifications necessary for performance of services described above. A firm must have on staff or access to certified photogrammetrist(s), registered/licensed professional engineer(s) and registered land surveyor(s), GIS specialists (GISP certifications preferred), and hydrographers; all having a minimum of three years of experience in hydrographic surveying and interpreting data. Qualifications of staff will be considered if the individuals are permanent employees of the prime contractor or if the prime contractor clearly demonstrates that it has teaming and subcontracting arrangements in place which gives the prime contractor management authority over these individuals. The firm shall provide a list of qualifications of project managers that are intended to be assigned to project(s) (such as Project Management Institute (PMI) certification or equal). The level of experience of proposed staff shall be based on staff resumes and information provided by a firm showing prior projects its staff has worked on which demonstrate the capability to acquire and process data to the technical specifications.

2. Specialized Experience and Technical Competence in the type of work required. Firms shall demonstrate experience providing end-to-end capability in the following: Data acquisition -aerial, satellite, shipboard, and unmanned vehicles; collection methods include, but are not limited to: Lidar (topographic, bathymetric, mobile), digital multi-spectral, hyper-spectral imaging, satellite imagery, video, acoustic, sediment sampling; Thematic mapping (e.g., land use / cover, impervious surfaces, wetland and benthic habitats) including the use of supervised and unsupervised classification, and regression tree modeling; High-resolution topographic / bathymetric product generation; Photogrammetric mapping and orthophotography production;

Survey and control services, including the use of ground-based and airborne Global Positioning Systems (GPS) technology; GIS Services: geospatial data and map service development, data management, data conversion, data integration, data analysis, data modeling, database development, cartographic production, and software application development in support of land use planning; coastal conservation; coastal hazards; marine planning; water quality; and climate change; Cadastral Mapping (terrestrial and marine); Geospatial Training. IfSAR data collection is preferred but not required.

In addition, a firm or team must have access to the following: photogrammetric equipment;

suitable aircraft that complies with applicable Federal Aviation Administration (FAA) and International Civilian Aviation Organization (ICAO), and other applicable state and federal regulations; current precision aerial mapping camera; current airborne precision digital sensor systems, control survey equipment (GPS, conventional, and cadastral); hardware and software for data collection of planimetric and topographic features, including elevation data; state-of-the-art hardware and software to edit and manipulate digital data, and the ability to provide digital aerial photography and orthophoto products including hardcopy. Additionally, firms must be able to meet industry specifications and standards for Lidar, imagery, bathymetric and benthic mapping, and other geospatial services.

3. Capacity To Accomplish The Work In The Required Time. Firms shall demonstrate availability of the following: photogrammetric equipment; suitable aircraft that complies with applicable Federal Aviation Administration (FAA) and International Civilian Aviation Organization (ICAO), and other applicable state and federal regulations; current precision aerial mapping camera; current airborne precision digital sensor systems, control survey equipment (GPS, conventional, and cadastral); hardware and software for data collection of planimetric and topographic features, including elevation data; state-of-the-art hardware and software to edit and manipulate digital data, and the ability to provide digital aerial photography and orthophoto products including hardcopy. It is critical that firms demonstrate availability of the above equipment and personnel trained in their use and application to meet delivery timelines. The firm shall provide information that demonstrates that they have a Quality Control Program in place. The contractor's quality control system, shall, at a minimum, be composed of the basic quality system elements from the ANSI/ISO/ ASQC Q9002-1994, Quality Systems - Model for Quality Assurance in Production Installation and Servicing (or later).

4. Past Performance. The Government will evaluate past performance using the projects listed by the firm in Section F of the SF330. A minimum of five (5) projects is requested. Past performance on projects with Government agencies and private industry that are relevant in size and scope to the instant acquisition will be considered in terms of cost control, quality of work, and compliance with performance schedules. The Government reserves the right to contact past performance references not included in SF330s as well as obtain publicly available data or data from Architect-Engineer Contract Administration Support System (ACASS) to assess a firm’s past performance. NOAA will assess compliance with subcontracting goals for small business concerns through verification with contracting agencies or in Electronic Subcontracting Reporting System (eSRS), if deemed necessary.

5. Location And Knowledge. Firms shall demonstrate experience working in diverse types of coastal localities in the U.S. and its territories and the capacity and experience to work in all areas of interest to NOAA OCM including coastal hazards, coastal resiliency, marine planning, water quality, climate change, land use planning, and coastal conservation.

SUBMISSION REQUIREMENTS: Firms having all of the capabilities to perform this work and desiring to be considered shall submit seven hard copy packages, each consisting of one completed SF-330 (latest edition) submission for the project as follows:

SF330 Responses are due no later than 3:00 p.m., local time, August 13, 2015. The original hard copy SF330 Response due to EAD Norfolk constitutes the official-time stamp submission subject to the late provisions of the synopsis solicitation.

The following limitations apply: Section E shall be limited to 15 resumes. Section F shall be limited to 10 projects and no more than 20 pages total. Section H shall be no more than 30 pages.

Front and back side use of a single page will count as 2 pages. The overall submission package shall not exceed 75 pages. Use no smaller than 9-point font for SF-330 forms and no smaller than 12-point font for non SF-330 pages. Single line spacing and no less than 1 inch margins is also required. Pages in excess of the maximums listed shall be discarded and not used in evaluation of the selection criteria. The entire SF330 submittal (and each copy thereof) shall be contained in a 3-ring binder.

Responding firms are requested to state whether they are a large, small, small disadvantaged business, women-owned, HUBZone, veteran owned, or service disabled veteran-owned small business. All subcontracting or teaming arrangements must be included in the SF330 and the business size of each identified.

If a large business is selected for a contract, it must comply with FAR 52.219-9 Small Business Subcontracting Plan (OCT 2014) clause regarding the requirement for submitting and negotiating a subcontracting plan on that part of the work it intends to subcontract. The following DOC subcontracting goals are provided for developing subcontracting plans:
