Amendment to Federal Business Opportunities (FBO) Presolicitation Notice
Amendment No. – 0002
Solicitation No. – NCNP0000-15-00223
Presolicitation Title – NOS/OCM Coastal Geospatial Services
Amendment Purpose – Amendment 0002 is issued to revise sections of the public notice as well as answer questions received as of July 28, 2015. The deadline to submit questions has passed.
Public Notice Revision 1: Selection criteria 4, Past Performance is revised to state:
The Government will evaluate past performance using the projects listed by the firm in Section F of the SF330. A minimum of five (5) projects is required. Past performance on projects with Government agencies and private industry that are relevant in size and scope to the instant acquisition will be considered in terms of cost control, quality of work, and compliance with performance schedules. The Government reserves the right to contact past performance references not included in SF330s as well as obtain publicly available data or data from Architect-Engineer Contract Administration Support System (ACASS) to assess a firm’s past performance as well as its proposed subcontractors.
NOAA will assess compliance with subcontracting goals for small business concerns through verification with contracting agencies or in Electronic Subcontracting Reporting System (eSRS), if deemed necessary.
Questions and Answers:
Question 1: On page 2 of the solicitation notice, evaluation criteria 1, Professional Qualifications states: “The firm shall provide a list of qualifications of project managers that are intended to be assigned to project(s) (such as Project Management Institute (PMI) certification or equal).” Please clarify if project managers are to be named in Section E or if only qualifications for potential projects managers are to be described in Section H.
Answer: Firms intending to utilize project managers as key personnel should identify them in Section E. Any additional information, such as qualifications for potential mangers, can be provided in Section H.
Question 2: The solicitation asks offerors to describe information about types and availability of equipment in both 2. Specialized Experience and Technical Competence and in 3. Capacity to Accomplish the work in the required timeframe. Please clarify the difference between these two requirements.
Answer: Selection criteria numbers 1 (Specialized Experience and Technical Competence) and 2 (Capacity to Accomplish the Work in the Required Time) are two
2 | P a g e separate factors. Having access to and the ability to utilize the listed equipment is a relevant portion of each factor.
Question 3: Regarding the small business table on the last page; are the percentages for the small business categories included in the first 30% SBE goal, or is the small business goal of 30% in addition to the other stated goals?
Answer: The 30% Small Business goal is separate from and does not include the percentages listed for the socio-economic categories.
Question 4: Can you confirm that we are not required to submit a subcontracting plan for the response and that is only required if responding to a task order with work to be subcontracted?
In regards to the above, are we required to submit copies of our teaming agreements with this submittal?
Answer: A subcontracting plan is not required to be submitted with the SF 330. Copies of the teaming agreements are not required. All subcontracting or teaming arrangements must be included (identified) in the SF330 and the business size of each identified.
Question 5: Please provide clarification on the font size of Section H.
Answer: As previously answered in Amendment 0001, Question 8: The 9-point font limitation does not apply to section H. This restriction applies to all other parts and sections of the SF 330. For clarification, Section H permits the attachment of additional sheets as necessary. These additional sheets may have no smaller than 12 point font.
Question 6: The Request for the SF330, Selection Criteria #4 - Past Performance, it states, "A minimum of five (5) projects is requested." Our questions are; will the prime contractor be responsible for all five past performance submissions or can some of the 5 be from subcontractors and if so how many from subcontractors are allowed. Second, do these past performance references need to be currently active or active within a certain time frame (3 to 5 years normally)?
Answer: The five required projects will be used to evaluate past performance of the prime contractor. These references must be currently active or completed within the past six years.
Question 7: Please confirm that the SF330 font size that is part of the standard form does not have to be modified to fit the 9 point font requirement. The standard form has several instruction areas that are smaller than 9 point font. We take the Amendment 0001 to mean that any typed information added into the form should not be smaller than 9 point font.
Answer: The SF330 font size that is part of the standard form does not and should not be modified. Your interpretation of Amendment 0001 is correct; any typed information added to the form should not be smaller than 9 point font.
