Amendment to Federal Business Opportunities (FBO) Presolicitation Notice

Amendment No. – 0001

Solicitation No. – NCNP0000-15-00223

Presolicitation Title – NOS/OCM Coastal Geospatial Services

Amendment Purpose – Amendment 0001 is issued to revise sections of the public notice as well as answer questions received as of July 17, 2015.

Public Notice Revision 1: “Current sonar equipment” is hereby added to the list of equipment under selection criteria 2 and 3. The first sentence of the second paragraph in criteria 2, Specialized Experience and Technical Competence, is revised to state:

In addition, a firm or team must have access to the following: photogrammetric equipment; suitable aircraft that complies with applicable Federal Aviation Administration (FAA) and International Civilian Aviation Organization (ICAO), and other applicable state and federal regulations; current precision aerial mapping camera; current single beam, multibeam, and side scan sonar equipment; current airborne precision digital sensor systems, control survey equipment (GPS, conventional, and cadastral); hardware and software for data collection of planimetric and topographic features, including elevation data; state-of-the-art hardware and software to edit and manipulate digital data, and the ability to provide digital aerial photography and orthophoto products including hardcopy.

The equipment list is repeated in criteria 3, Capability to Accomplish the Work in the Required Time.

Firms shall demonstrate availability of the following: photogrammetric equipment;

suitable aircraft that complies with applicable Federal Aviation Administration (FAA) and International Civilian Aviation Organization (ICAO), and other applicable state and federal regulations; current precision aerial mapping camera; current single beam, multibeam, and side scan sonar equipment; current airborne precision digital sensor systems, control survey equipment (GPS, conventional, and cadastral); hardware and software for data collection of planimetric and topographic features, including elevation data; state-of-the-art hardware and software to edit and manipulate digital data, and the ability to provide digital aerial photography and orthophoto products including hardcopy.

Public Notice Revision 2: Clarification on the type of experience required in criteria 1, Professional Qualifications, is provided. The second sentence of this section is hereby amended to state:

A firm must have on staff or access to certified photogrammetrist(s), registered/licensed professional engineer(s) and registered land surveyor(s), GIS specialists (GISP

2 | P a g e certifications preferred), and hydrographers; all having a minimum of three years of experience in their respective fields.

Questions and Answers:

Question 1: Page 4 of the solicitation states “The overall submission package shall not exceed 75 pages.” Does this page limit include the Part II – General Qualifications forms, which are required for each firm (or branch office) that will be part of our team? With small business subcontracting partners and goals in mind, combined with other team member companies, the Part II forms, if included in the 75 pg limit, will likely mean that other sections of the response will need to be abbreviated (i.e., less than the maximum page limits identified in the solicitation for sections F and H, for instance).

The SF330 Form requires that one (1) Part II form be included for each office location for all prime and subcontractors. Will the SF330 Part II Forms count towards the overall page limitation of 75 pages?

Answer: The overall submission package page limit has been increased to 100 pages.

All parts of the SF 330 are included in this page limitation.

Question 2: I am wondering if an incumbent exists for the NOAA/NOS/OCM Coastal Geospatial Services requirement and if so, could you please provide the vendor and the corresponding contract number?

Does this SOW have a current incumbent or any previous awards?

With respect to the subject solicitation, is it a follow-on contract? If so, can you provide the name of the current vendor?

Answer: Four incumbents exist under the current requirement. Their company names and corresponding contract numbers are listed below.

Dewberry Consultants, LLC– EA133C-11-CQ-0008 GMR Aerial Surveys, Inc. – EA133C-11-CQ-0009 Fugro Earthdata, Inc – EA133C-11-CQ-0010 Woolpert, Inc. – EA133C-11-CQ-0011

Question 3: We are interested in getting more information on project no 318647- IDIQ Geospatial Services – NOAA. Please send a scope defining the work and/or call me to discuss.

Answer: The reference number for this requirement is NCNP0000-15-00223. The scope of work will be further defined once Task Orders are issued against the resulting IDIQ contracts.

Question 4: Please confirm covers, tabs, cover letter, TOC, list of exhibits, and list of acronyms are not included in the 75-page limitation for the proposal.

Will the cover letter and tab dividers count towards the overall 75 page limit?

Answer: Each side of a single sheet of paper is considered a page, such that a single sheet of 8 ½ X 11, is two pages of the 100 page total, exclusive of Part (I and II) dividers and any single sheet front or back cover. The cover letter, table of contents, list of exhibits and list of acronyms are included in the 100 page total.

Question 5: The solicitation notice states: “Use no smaller than 9-point font for SF 330 forms and no smaller than 12-point font for non-SF 330 pages.”

a. Please confirm that larger than 12-point font is acceptable for covers and tabs.

b. Please confirm 9-point font is acceptable for all sections (A-H) in Part I of the SF330 response, in addition to Part II.

c. Please confirm that the titles/instructions of each cell in each section of the SF330 Part I and II forms can be smaller than 9-point font.

Answer: Font larger than 12-point is acceptable for covers and tabs. 9-point font is the minimum font size acceptable for all sections of the SF 330, this includes the titles/instructions of each section.

Question 6: Please confirm that information such as solicitation number, page numbers, and disclosure statements are allowed to appear within the 1-inch margins.

Answer: This information may be presented within the 1-inch margins.

Question 7: The solicitation states “All subcontracting or teaming arrangements must be included in the SF330 and the business size of each identified”. Are you requesting we include the actual teaming agreement contract we will have with each of our subcontractors in the SF330? And if so will this documentation count towards the overall 75 page limit?

Answer: No, the actual teaming agreement contracts are not required.

Question 8: The solicitation states, “Use no smaller than 9-point font for SF-330 forms and no smaller than 12-point font for non SF-330 pages.” Since the SF330 encompasses the entire submission, can you elaborate on where the 12 point font restriction applies? Is this a requirement for Section H?

We request clarification to the submission requirement that states, “…Use no smaller than 9-point font for SF-330 forms and no smaller than 12-point font for non SF-330 pages”. Please clarify that SF-330 Part I, Sections E, F, G and Part II are considered to be SF-330 forms, and Section H is considered non SF-330 pages.

Answer: The 9-point font limitation does not apply to section H. This restriction applies to all other parts and sections of the SF 330.

Question 9: The solicitation directions state: “Single line spacing and no less than 1 inch margins is also required.” Is this correct because the SF 330 form is a government form in itself with typical margins of ½ inch all the way around? Request that we are able to use the

4 | P a g e government SF 330 form as it is, otherwise the 1 inch margins severely limit the amount of information that can be included in the forms.

Answer: It is understood that the SF330 form(s) may not be conducive to formatting; as such, margins may be less than 1 inch on the SF330 pages.
