U.S. DEPARTMENT OF COMMERCE National Oceanic and Atmospheric Administration Eastern Region Acquisition Division Norfolk Federal Building 200 Granby Street, Room 815 Norfolk, VA 23510

SINGLE SOURCE DETERMINATION USING SIMPLIFIED ACQUISITION PROCEDURES (SAP)

FOR AN ACTION NOT EXCEEDING THE SIMPLIFIED ACQUISITION THRESHOLD (AUTHORITY: FAR 13.106-1(b)(1))

(NCNL4000-19-01401)

1. Agency and contracting activity. Department of Commerce, NOAA Acquisition and Grants Office (AGO), NOS/National Geodetic Survey, Observation and Analysis Division

2. Description of supplies or services required to meet agency needs (including the estimated value). One (1) Micro-g LaCoste, gPhoneX Relative Gravity Meter, estimated value: $90,000

3. Identification of the single source or the brand name to be solicited.

Micro-g Lacoste gPhoneX Relative Gravity Meter available from two known sources Scintrex, Ltd., 222 Snidercroft Rd., Concord, Ontario, L4K 2K1, Canada – Large Leidos Engineering LLC, 1W 3rd Street, STE 200, Tulsa OK, - Large

4. Supporting rationale. Only one source or brand name is reasonably available as detailed below:

□ Brand Name – This particular brand name is essential to the requirement and market research indicates similar products do not meet or cannot be modified to meet agency needs.

The gPhoneX by Micro-g LaCoste has a metal spring sensor, the required precision, and tilt stability. Further, the entire system uses less than 150 Watts and is highly transportable.

Micro-g LaCoste is the only manufacturer of a light weight, low power, continuous gravity meter. Further, the gPhoneX, when paired with a corresponding leveling platform (that allows for high tilt stability) meets the precision needs of NGS.

5. Market Research.

No other manufacturer makes a low-power, light-weight, continuously operating gravity meter.
