SPECIFICATIONS
Generator & Automatic Transfer Switch (ATS) Upgrade
BACKGROUND:
The National Institute of Standards and Technology (NIST) maintains the standards for time and frequency for most users in the United States. NIST provides a variety of services designed to deliver time and frequency signals to the people who need them. The signals are broadcast via several mediums, including high and low frequency radio, the Internet, and telephones lines. These signals are used to synchronize millions of clocks every day, throughout the United States and around the world.
PURPOSE:
NIST Time and Frequency Radio Station WWV requires a new Emergency back-up Generator and Automatic Transfer Switch. The current generator and transfer switch has become unreliable. In case of loss of commercial power the new units will supply standby power to the building and equipment. Our group depends on the standby emergency power to fulfill our mission.
DELIVERABLES:
250 Kw diesel generator and a 1000 Amp automatic transfer switch.
One 250 Kw commercial standby generator set and installation:
a. Diesel powered
b. 120 / 208 Volt, 60 Hz, 3 phase, 3 wire
c. Meet size requirements 119”L X 50”W X 74”H
d. Remove existing generator and install new generator
One 1000 AMP commercial power Transfer Switch and installation:
e. 120 / 208 Volt, 60 Hz, 3 phase, 3 wire
f. Meet size requirements 67”H X 30”W X 19”D
g. Remove existing switch and install new transfer switch
TECHNICAL SPECIFICATIONS:
Generator and Transfer Switch purchase only:
A. Generator 250 Kw commercial standby gen set:
o Alternator-60 Hz, 12 Lead, Extended Range, 80C/IMS o Relays-Genset Status, User Configured o Terminal Box-Low Voltage o Coolant Heater-120 Volt AC, Single Phase o Exhaust Connector-Slip On o Test Record-Certified o Vibration Isolator, Seismic-2000LB Rated Load o Critical Muffler-Side Inlet End Outlet-6” ASA Flang o Annunciator – (RS485) o Pipe Pkg-4” NPT to 6” ASA Conversion
B. Transfer Switch 1000 AMP:
o Poles-3 o Auxiliary Relay-Switch In Emergency Postion-24VDC o Auxiliary Relay-Switch In Normal Position-24VDC o Clock-Exercise, External o Cabinet-Type 1
TECHNICAL SPECIFICATIONS
Generator and Transfer Switch Installation o Coordinate complete job with Daniel Sokolowski and Radio Station Staff o Off load the generator and transfer switch at job site located at: 5701 N HWY 1 Fort Collins
Col. 80524 o Remove old Generator and Transfer Switch o Concrete saw larger hole for new generator exit cooling o Run new electrical cable from electrical panels to Transfer Switch and back o Run new control wire o Install new Generator and Transfer Switch o Secure Generator and Transfer Switch to Concrete floor, Core drill concrete o Wire in the Generator, Transfer Switch and control wiring o Connect Diesel fuel lines and exhaust pipe o Confirm proper operation with Daniel Sokolowski and Radio Station Staff o Due to space availability the new units will need to occupy the same foot print as the old units being removed. Therefore, the new units will need to be physically close to the same size as the old unit. Sizes noted under Deliverables
GOVERNMENT FURNISHED PROPERTY OR INFORMATION: NIST requires the contractor to remove existing Caterpillar Generator and Transfer Switch. Contractor will then install new 250kW Generator and new OTEC1000 Transfer Switch.
DELIVERABLE SCHEDULE:
8 weeks after receipt of the order (ARO) for equipment delivery and 60 – 90 days for installation.
INSPECTION AND ACCEPTANCE:
The acceptable equipment shall meet all technical specifications. Installation shall meet all required electrical, building, and Government Codes. Final inspection will be conducted by the NIST EMSS Department within two weeks after project is complete.
