Amendment 001 Questions (Q) and Answer (A):

Q1. Will there be a site visit for this project?

A1. Yes, there is now a scheduled site visit on Tuesday, May 16, 2016 at 10:30 a.m. Located at:

National Institute of Standards and Technology Fort Collins Radio Station 5701 N. Hwy 1, Fort Collins, CO 80504 See “Site Visit Information” for important details at the end of this Amendment.

Q2. Is the proposal due on August 16, 2016 at 8:00 p.m.?

A2. No, it is now due on August 19 at 10 a.m. MT

Q3. Are there drawings available that show distances?

A2. No drawings were created. Refer to specifications for size constraints.

Q4. Is the transfer switch interior or exterior mounted?

A4. The transfer switch is to be mounted interior. It must be a wall mount style switch. The contractor has the option of modifying the existing support structure or installing a new structure.

Q5. Are there any obstacles that will be encountered when removing/installing the transfer switch and generator set?

A5. The units will have to be removed and installed through an 8 foot high by 9 foot wide garage door.

Q6. Will there be inspectors in addition to the NIST inspectors?

A6. No.

Q7. Are there specifications on the new generator and transfer switch in addition to the posted specs?

A7. No.

Q8. Are we replacing equipment with like kind? If so, is there information on the existing transfer switch and generator?

A8. The equipment is being replaced is:

Caterpillar Generator Model D343 Series A, Engine Serial No. 62B845, 6 Cylinder, 5.4 Bore, and 6.5 Stroke.

Caterpillar Transfer Switch – no model or serial number. Switch is 36”deep, 45” wide, and 90” tall and weighs approximately 700 pounds.

Q9. Will permitting be required? If so, what type(s)?

A9. No permitting is required. Work to be coordinated with station personnel and local utility if necessary.

Q10. Is the demolished equipment to be turned over the NIST or to be disposed of by the contractor?

A10. Contractor shall properly dispose of old equipment.

Q11. What size is the "larger hole" for the new generator exit cooling? Is it in the floor? How thick is the existing concrete?

A11. The size of the exit cooling must meet manufacturers recommendations. The cooling hole is in a wall made of eight inch concrete cinder block.

Q12. Is there a control wiring diagram? What is it's function?

A12. The control wiring supports basic functionality of the generator and transfer switch. Examples are to start and stop the generator, monitor critical failures such as over-crank, high temperatures and loss of oil pressure. It is common practice that the manufacture of the equipment would provide a wiring diagram or blueprint that indicates how to wire the generator to the switch gear so that the two pieces of equipment would operate with each other.

Q13. What size/type is the new electrical cable and control wiring?

A13. The contractor shall determine the size /type based on the manufacturers recommendations and applicable NEC codes.

SITE VISIT INFORMATION:

(a) The NIST Acquisition Management Division (AMD), intends to hold a site visit, during which potential contractors may obtain a better understanding of the work required.

(b) In no event shall failure to attend the site visit constitute grounds supporting a protest or contract claim.

(c) The site visit will be held:

(d) It is the responsibility of the quoter to notify Matt Deutch, Technical Representative at matthew.deutch@nist.gov no later than 9 a.m. the day of the site visit that they will be attending.

The entrance to site is on the north side of HWY1 between Mile Markers 5 and 6. The NIST site entrance is the middle driveway of three driveways. Drive in on the gravel road about ½ mile to the security gate.

NIST has a phone box on the left shoulder at the gate. If the vendor lifts that handset, NIST will answer and when the vendor identified themselves, NIST will let them in.
