About this file
This document is a Requirements/Specification Document for Type N Thermoelectric Microcalorimeter Standards. The Communications Technology Laboratory (CTL) at the National Institute of Standards and Technology (NIST) is requesting the following items:
Item 1: Impedance-Matched Power Transfer Standard (Quantity: 1) with specifications including a 50Ω Type N coaxial connector, operating frequency range from DC to 18 GHz, maximum input power of at least 20 dBm, and thermopiles to sense heating from RF and DC power dissipation.
Item 2: Short-Circuit Power Transfer Standard (Quantity: 1) with the same design as Item 1 but with a short-circuit termination.
Items 3 and 4: Open-Circuit and Mismatch-Circuit Power Transfer Standards (Quantities: 1 each) with the same design as Item 1 but with different terminations.
The document also outlines requirements for shipping, delivery, installation, training, warranty, calibration, maintenance, and any government-furnished material. This is in support of Solicitation NB6720102402087 for Type N Thermoelectrics Microcalorimeter Standards, issued by the Department of Commerce's National Institute of Standards and Technology.

Requirements / Specification Document
TITLE: Type N Thermoelectric Microcalorimeter Standards
Requesting Laboratory / Division / Group:
Communications Technology Laboratory
RF Technology Division Guided Wave Electromagnetics Group (672.01)
General Statement of Need:
The Communications Technology Laboratory (CTL) at the National Institute of Standards and Technology (NIST) enables science and industry by providing essential measurement methods, instrumentation, and standards to support all phases of communications technology development, from fundamental characterization and discovery to production.
To support research and measurement services in radio frequency and microwave power, the Radio Frequency Technology Division in CTL requires Type N power transfer standards that are compatible with microcalorimeters. This instrumentation is needed for CTL to advance the state‐of‐the‐art in microwave power measurements and to support 5G communication, spectrum sensing, and modulated‐wave metrology.
Item Specifications and Quantities:
Item 1: Impedance‐Matched Power Transfer Standard
Quantity: 1
Specifications: 1.1 1.2
1.3

1.5
1.6 1.7
Shall have a 50 Ω Type N coaxial connector.
Shall have a radio‐frequency (RF) termination with an operating frequency range from DC to 18 GHz.
The RF termination shall have a reflection coefficient magnitude of less than 0.1 across the operating frequency range when referenced to a 50 Ω impedance.
The RF termination shall have a maximum input power of at least 20 dBm.
Shall have a DC heater with a maximum input power of at least 20 dBm.
The DC heater shall have a four‐wire lead configuration.
The DC heater shall have a DC resistance in the range of 50 Ω to 2 kΩ.

1.9
1.10
1.11
1.12 1.13
Shall have a first thermopile to sense heating from RF power dissipation with a sensitivity of at least 800 mV/W and a second thermopile to sense heating from DC power dissipation with a sensitivity of at least 800 mV/W. The thermopiles shall be wired such that the voltage generated by the RF thermocouple, the voltage generated by the DC thermocouple, and the series combination of both voltages can be measured simultaneously.
For the series combination, the voltages from the two thermocouples shall have opposite polarities, resulting in approximate cancelation of the net voltage when equal amounts of DC and RF power are applied to the DC and RF connectors.
Shall have a DC connector that allows direct electrical connections to the DC heater and the thermopiles.
If the transfer standard contains active readout or data storage electronics, it shall be possible to operate the transfer standard without supplying power to these electronics. The RF termination, DC heater, and thermopiles shall be operable without supplying power to active readout or data storage electronics.
Shall have dimensions of less than 100 mm × 50 mm × 50 mm (length × width × height).
Shall have a total mass of less than 130 g.
Shall include a 1.5 m cable that is mechanically and electrically compatible with the DC connector of the sensor.
Item 2: Short‐Circuit Power Transfer Standard
Specifications: 2.1 Shall have the same design as the impedance‐matched power transfer standard, with the exception that the element that dissipates RF power is replaced with a short‐circuit termination designed to reflect RF power.
Separately Priced Options to Purchase at a Later Date
Item 3: Open‐Circuit Power Transfer Standard
Specifications: 3.1 Shall have the same design as the impedance‐matched power transfer standard, with the exception that the element that dissipates RF power is replaced with an open‐circuit termination designed to reflect RF power.
Item 4: Mismatch‐Circuit Power Transfer Standard
Specifications: 4.1 Shall have the same design as the impedance‐matched power transfer standard, with the exception that the element that dissipates RF power is replaced with a termination designed to partially reflect RF power, and partially dissipate RF power.
