About this file

This Statement of Work (SOW) details the requirements for two Optical Particle Counters (OPCs) for the Applied Chemicals and Materials Division (ACMD) at the National Institute of Standards and Technology (NIST). The OPCs are needed to support breathalyzer development for detecting drug molecules like tetrahydrocannabinol (THC), with a focus on measuring sub-micrometer breath aerosol particles at extremely low concentrations.

The specific requirements include a benchtop instrument with a diode laser for measuring particle sizes between 0.3-10 µm, capable of providing particle counts in at least 16 size bins, with a built-in pump delivering at least 1 L/min sample flow. The contractor must provide ISO 21501 calibration certification, software with data export capabilities, and both paper and electronic operations manuals. Delivery is required within 3 months after receipt of order (ARO) to NIST's Boulder, CO facility, with a one-year warranty covering all parts, labor, and shipping. The total quantity is two OPCs, and no installation or training is required.

STATEMENT OF WORK

Title: Optical Particle Counters

NB647070-25-02130

I. BACKGROUND INFORMATION

The Applied Chemicals and Materials Division (ACMD) is building the infrastructure to advance breathalyzers for public safety and healthcare. Analytes of interest include drug molecules like tetrahydrocannabinol (THC), the psychoactive compound in cannabis, which could be used to establish recent cannabis use, similar to the familiar alcohol breathalyzer. One key difficulty in breathalyzer development for drug molecules is that the molecules of interest are expected to have very low concentrations in exhaled breath (parts per billion to parts per trillion levels). THC, like many drug molecules, also has a low vapor pressure and therefore, THC is predominantly present in breath aerosols, instead of being in the vapor phase like ethanol. Breath aerosols are sub-micrometer fluid particles that are formed from the lining of the lung by the mechanical action of breathing. Most prototype breathalyzers have been designed to collect this particle phase for later analysis. There is currently no standard method to test the efficacy of such devices.

II. PURPOSE

ACMD is developing a breath aerosol delivery system to provide a new measurement service for drugs and toxicology applications. This system will generate (1) a narrow, reproducible size distribution of particles, (2) a known particle number density at flow rates that match exhaled breath, and (3) a known concentration of drug molecule in the particle. Two optical particle counters are required within the aerosol delivery system.

III. SPECIFIC REQUIREMENTS

The Contractor shall provide two (2) Optical Particle Counters (OPC) that meet or exceed the following requirements:

System:

1) OPC shall be a benchtop instrument with one inlet.

2) OPC shall measure light scattering of single particles with diode laser.

3) OPC shall be configured to measure particles that consist of airborne solids and non-volatile liquids created in a laboratory setting.

4) OPC shall have an inlet with a barb for connecting polymer tubing or a compression fitting for connecting metal tubing. Inlets designed for ambient monitoring are not acceptable.

5) OPC shall measure particle sizes ≥ 0.3 µm and ≤ 10 µm.

6) OPC shall provide particle counts in at least 16 bins that are equidistant or user selectable within the size range from 0.3 µm to 10 µm.

7) OPC shall have a built-in pump capable of providing sample flow of at least 1 L/min with at least

± 5% accuracy.

8) Contractor shall provide a calibration certification that shows calibration in compliance with ISO

21501 Determination of Particle Size Distribution (ISO 21501-1 or ISO 21501-4).

9) Software:

i.The instrument must include a front panel for ease of use and data display.

ii.The instrument shall have the capability to export selected data to an Excel spreadsheet.

10) Manual:

i.Contractor shall provide paper and electronic versions of the operations and maintenance manuals, which cover installation, proper operation, routine maintenance, and troubleshooting for all instrument components and controlling software.

IV. GENERAL REQUIREMENTS

Installation:

Installation is not required.

Training:

Training is not required.

Warranty:

Contractor shall provide a one-year warranty for the equipment. The warranty shall cover all parts, labor, and shipping. The warranty shall commence upon acceptance by the Government.

Inspection & Acceptance:

In addition to the inspection and acceptance terms articulated in the specific FAR clause, the Government reserves the right to perform such performance tests and evaluations as defined below to verify specified system performance. Such tests and evaluations, if performed, shall be conducted within the environment that the system is to be operated. The Contractor has the right to be present during the tests and evaluations, if performed, at the Contractor’s expense.

NIST may choose at its discretion to forego this part of acceptance testing.

A visual inspection of the equipment will be performed by the NIST POC to identify surface defects or any form of indication that any equipment was damaged during transport to NIST. The Government shall have sole discretion to require repair or replacement of damaged and/or nonconforming supplies at no cost to the Government. The Government at any time prior to acceptance shall reject the equipment due to defects and/or nonconformance. The vendor is responsible for latent defects discovered any time during warranty period. However, the extent of its liability shall be prorated over the useful life of the equipment.

Ownership of the equipment shall transfer to NIST upon acceptance by the Government.

The Government will test, inspect, and accept or reject the equipment within seven (7) business days of the receipt of the equipment unless otherwise indicated above. The Government reserves the right to conduct quality assurance testing to confirm that a given instrument(s) meets the manufacturer’s and/or the Government’s performance specifications. It is anticipated that the equipment will meet all manufacturer’s specifications and/or the Government’s performance specifications identified in the most recent operations and maintenance manual for each piece of equipment and/or in this document.

Safety: The Contractor employee must be responsible for knowing and complying with all installation safety prevention regulations. Such regulations include, but are not limited to, general safety, fire prevention, and waste disposal.

Security: NIST is a restricted campus. An identification badge is required for access for entry into buildings and is shown to the armed Security Police when entering the campus.

Identification Badges: Contractor employees must comply with NIST identification and access requirements. Each Contractor employee must wear a visible identification badge provided by the NIST Security Office.

Vehicle Registration: All Contractor employees must register their vehicles with the NIST Security Office to gain access to the campus. A valid driver’s license, Government-furnished civilian ID, proof of insurance and current registration must be presented to the NIST Security Office, at which time a NIST vehicle pass will be issued. The pass shall be displayed on the vehicle’s rear view mirror in accordance with instructions. The Contractor employee shall follow NIST procedures for removal and turn-in of the vehicle pass upon termination of services under this contract.

Media Inquiries: The Contractor employee shall not respond to any media inquiries. Any inquiries from the media shall be immediately relayed to the COR and/or CO. There shall be no interviews, comments, or any other response without the knowledge and approval of the NIST Director.
