STATEMENT OF WORK

TITLE: Data Capture Services Scientist

LAB REQUESTING SERVICE: Applied Chemicals & Materials Division.

Material Measurement Laboratory, National Institute of Standards and Technology, Boulder, CO

I. BACKGROUND INFORMATION

The National Institute of Standards and Technology (NIST), Material Measurement Laboratory, Applied Chemicals and Materials Division applies a variety of state-of-the-art technologies to advance fundamental and applied measurement science and technology for thermophysical and thermochemical properties. Areas of work include abstraction and assessment of published properties data in this field (archived in NIST’s internal SOURCE database), value-added data products, assessments of data quality, and predictive technologies, which are broadly applicable in various areas of basic research, product and process design and system development. This contract provides scientific services that support the Thermodynamics Research Center Group of the Applied Chemicals and Materials Division utilizing Government furnished computer equipment and facilities.

II. SCOPE OF WORK

a. OBJECTIVES/PURPOSE Scientific service support for implementation and enhancement of data capture procedures (with Guided Data Capture (GDC) software developed at NIST) for thermophysical and thermochemical properties of pure compounds, binary and ternary mixtures, alloys and intermetallic compounds derived primarily from original sources published in the scientific literature.

b. GENERAL:

The contractor shall provide all support for project oversight, administration and technical execution.

c. SPECIFIC REQUIREMENTS:

The Contractor shall complete the following tasks:

1. Implementation of data capture procedures with Guided Data Capture (GDC) software for thermophysical and thermochemical properties of pure compounds, binary and ternary mixtures for 800 selected articles as received from the Technical Point of Contact (TPOC), published in one of: the Journal of Molecular Liquids; the Journal of Physical Chemistry - A, B, C and Letters; the Journal of Solution Chemistry; the journal Industrial and Engineering Chemistry; the journal Physical Chemistry Chemical Physics.

III. PERIOD OF PERFORMANCE

The period of performance shall be:

Base Year: 10 October 2019 - 09 October 2020 Option Year 1: 10 October 2020 - 09 October 2021 Option Year 2: 10 October 2021 - 09 October 2022 Option Year 3: 10 October 2022 - 09 October 2023 Option Year 4: 10 October 2023 - 09 October 2024

IV. PLACE OF PERFORMANCE

All work shall be accomplished at a remote site furnished by the contractor. No access to government facilities will be granted. No government property will be furnished.

V. DELIVERABLES

Number/ Reference Description Format Quantity Due Date All Progress reports, approximately quarterly, that document the following for the previous month: Activities accomplished, deliverables completed, outstanding deliverables, any delays, reasons for delays, and recommendations that were brought to the attention of the NIST Technical Point of Contact

(TPOC).

MS

Word via email

4 No later than the 30 days after the end of a quarter

All Output files from the Guided Data Capture (GDC) software (1 per selected article)

GDC file format via email

800 As completed;

150-250 delivered in each quarter

Standards for Acceptance of Deliverables:

The NIST TPOC will provide comments on each deliverable within 14 calendar days from receipt of a given deliverable. The Contractor shall make any needed changes to the reports within 14 calendar days from receipt of electronic or written comments from the NIST TPOC or COR. The NIST TPOC or COR will provide written notification when a deliverable is accepted.

VI. CONTRACTOR SUPPLIED MATERIALS

The contractor shall be responsible for furnishing all office equipment needed in the performance of this requirement, including items such as a desk, chair, computer and telephone.

VII. CONTRACTOR’S MINIMUM QUALIFICATIONS

Scientist or engineer able to perform, document, and improve difficult science and engineering tasks. At a minimum meets the following qualifications:

1. PhD in discipline related to task, or applicable combination of education, training, or experience to perform technical work at a senior scientific and technical level (highest degree in chemistry, chemical engineering, mechanical engineering, physics, or equivalent, is desired).

2. Recognition of competence through a track record of technical contributions (primary authorship of published papers that cover experimental measurements of thermodynamic or thermochemical properties and critical evaluation of properties data, is desired).

3. Experience with solving complex technical problems.

4. Effective written and oral English communications.

5. Experience with Guided Data Capture software program.

6. Minimum 2 years of applicable education, training, or experience; or documented expertise of specialized technical skills (or combination of skills) demonstrating equivalence to years of experience.
