PERFORMANCE WORK STATEMENT
I. BACKGROUND INFORMATION
This contract provides consulting services to the materials reliability projects of NIST's Applied Chemicals and Materials Division utilizing Government furnished laboratory equipment and facilities.
II. SCOPE OF WORK
a. OBJECTIVES/PURPOSE
The contractor shall provide consultant services to team members in durability testing of steels, other structural materials, and medical devices. The contractor shall also consult on the startup and operation of a corrosion testing facility. The contractor shall conduct corrosion tests of pipeline steels in a supercritical carbon dioxide environment.
The contractor shall provide training on mechanical and corrosion testing. The contractor shall also provide technical support for the testing of and coordination with industry of cardiac device leads reliability. The contractor shall consult on and be responsible for coordinating round robin tests of preliminary standards and conduct mechanical testing intermittently over the period of the contract. The objective of the work will be to develop and demonstrate materials reliability testing methods that if implemented will increase the safety of products and structures used by US citizens and industry.
III. SPECIFIC TASKS:
The Contractor shall provide all support for project oversight, administration and technical execution of this contract. The Contractor is responsible for maintaining accurate records of maintenance and repair activities.
Task 1: The contractor shall organize round robin testing performed by up to 6 other laboratories to include cardiac device manufacturers and the FDA, for a series of up to 5 testing methodologies. Samples will be sent to NIST in Boulder as well as the resulting data and shared with the contractor. The contractor shall record the data sent by the other laboratories as part of the round robin, inspect the leads, ship the leads to the next laboratory and compile a written report of the accumulated data according to written protocols found in the AAMI TG1 minutes and documents at https://standards.aami.org/kws/groups/PC-WG01. Travel is required to present the results at up to three face-to-face meetings of the AAMI TG1 meetings.
Task 2: The contractor shall lead the conduction of mechanical reliability tests including the design of fixtures for, set-up of, and conduction of mechanical reliability tests on up to 150 cardiac device leads according to the test protocols at https://standards.aami.org/kws/groups/PC-WG01. The contractor shall train NIST staff on the required procedures for conducting additional tests. The contractor shall abide by the safety practices and standard operating procedures found in the MML Hazard Review Database.

Task 3: The contractor shall lead in the design, fabrication, and implementation of corrosion test facility, and contribute technical expertise in the development of methods to characterize materials degradation during exposure to supercritical carbon dioxide environments. Maximum number of methods is five.
Task 4: The contractor shall develop hazard assessments and standard operating procedures for corrosion test facility. Maximum number of hazard assessments and standard operating procedures is five.
Task 5: The contractor shall develop a text matrix consisting of approximately 50 corrosion tests that will be used to determine corrosion rate and stress-corrosion crack susceptibility of pipeline materials in baseline supercritical carbon dioxide environment. Task 6: The contractor shall develop training and assist in the training of staff or associates, for five hours per month, in the operation and maintenance of the servo-hydraulic mechanical test equipment and corrosion test equipment.
Task 7: The contractor shall consult on and assist in the performance of routine maintenance of the corrosion test facility as required in manufacturer specifications.
Task 8: The contractor shall represent and present on NIST’s behalf at various professional meetings and conferences outlined in Section XI and be responsible for preparing any necessary documentation or presentation materials.
IV. PERIOD OF PERFORMANCE
The performance period of this contract is from the effective date of this contract and continuing for one year, with two one-year options to renew. The estimated periods of performance are as follows, which shall be updated upon award:
Base Period: April 6, 2015 through April 5, 2016 Option Period 1: April 6, 2016 through April 5, 2017 Option Period 2: April 6, 2017 through April 5, 2018
V. PLACE OF PERFORMANCE
Work shall be accomplished at NIST, Boulder, Colorado 80305, between the hours of 6:00 a.m. to 6:00 p.m.
Monday through Friday with the exception of Federal holidays and when the NIST Boulder campus is closed due to weather or other unforeseen circumstances. The Federal Holidays are listed below. Lab access during non-NIST duty hours must be coordinated with the Technical Point of Contact, or the Structural Materials Group Leader.
In accordance with FAR 7.108, work may also be accomplished at the Contractor’s facilities if the Contractor has an approved telecommuting policy in place prior to any authorized telecommuting.
Government observed holidays are listed below and shall be considered for scheduling purposes.

VI. GOVERNMENT FURNISHED PROPERTY
All property, data and information provided by the Government in the performance of this task remains the property of the Government and shall be surrendered to the government upon completion or termination of this requirement.
Likewise, all deliverables generated under this contract, by the contractor remain the property of the Government.
Within five days after award of this contract, the Government will provide the Contractor with all equipment needed in the performance of this requirement. The Government will furnish the Contractor with one individual work space, furnished with a desk, chair, computer and a telephone for one contractor employee.
VII. DELIVERABLES
The Contractor shall submit a monthly report summarizing their work no later than the last day of the month which consulting services were rendered. The monthly report shall be submitted to the COR and TPOC in electronic format or at the request of the COR in hard copy format. The monthly report shall at a minimum, include the following:
a. Description of services performed.
b. Narrative summary demonstrating the results of work performed on tasks 1 through 8 including any explanation of where quality standards were not met or were exceeded.
c. Copies of reports or presentations related to tasks 1 through 8.
d. Any comments and/or recommendations.
e. Signature of Contractor.
f. Signature block for NIST personnel accepting the services rendered.

IX. PERFORMANCE REQUIREMENT SUMMARY

Quality Standard Monitoring Method Consulting Services in laboratory tasks and support of scientific research
Tasks 1-7 Research is of high scientific quality and conducted consistent with NIST, government and industry protocols, standards, and policies.
Professionalism, quality, timeliness, and customer service are consistent with industry standards for the services provided. Services are timely, appropriate and responsive to Task Order requirements. Less than 2 deficiencies per period are observed.
Periodic inspection via TPOC monitoring or customer feedback
Scientific data entry, log entries, and other technical written work
Tasks 1-7 Documents require less than 1 major revision. Government requests for clarification or correction are responded to within five business days. No incidences where responses are outside of 5 business days.
Documentation will be reviewed monthly by the TPOC or COR.
Safety Tasks 1-7 Requires 100% compliance with all safety requirements governed by Federal/State/Local law & regulation, NIST/unit policies, and lab procedures.

Tasks 1-8 Clear and accurate and made in a professional manner. Draft presentations and reports submitted for approval in a timely manner100% of the time. Less than 2 major revisions necessary per contract period. 100% of travel reports are submitted within 3 weeks after the conclusion of the trip.
Documentation will be reviewed monthly by the TPOC or COR.
Training Task 6 Contractor provides 5 hours of clear and accurate training to NIST staff monthly. Less than 2 incidences of deficiency per contract period.
Staff who receive training are periodically surveyed on training they receive.
X. QUALITY ASSURANCE
The Government intends to utilize a Quality Assurance Surveillance Plan (QASP) to monitor the quality of the contractor’s performance. The oversight provided for in the order and in the QASP will help to ensure that service levels reach and maintain the required levels throughout the contract term. Further, the QASP provides the COR with a proactive way to avoid unacceptable or deficient performance, and provides verifiable input for the required Past Performance Information Assessments. The QASP will be finalized immediately following award and a copy provided to the Contractor after award. The QASP is a living document and may be updated by the Government as necessary.
XI. TRAVEL
Arrangements for and costs of all travel, transportation, meals, lodging, and incidentals are the responsibility of the contractor. Travel costs, including lodging and meals, shall be incurred and billed in accordance with FAR Part 31.
Costs for these expenses will be reviewed, certified, and approved by the Contracting Officer’s Representative (COR). All travel and transportation shall utilize commercial sources and carriers. The government will not pay for business class or first-class travel. Travel shall be funded on a Not to Exceed contract line item which the contractor exceeds at its own risk. The contractor shall not be reimbursed for any travel costs incurred in excess of the not to exceed funded amount. The Contractor shall make reasonable effort to book known travel as early as possible to secure the most advantageous rate possible.
• Upon completion of each trip listed below, a summary report discussing key personnel, highlights, and conference outcomes is required within three weeks of travel completion.
• Known travel for the base period of performance is identified below.
• Approximately the same amount of travel will be required in all option years.

XII. GENERAL INFORMATION
This work does not involve confidential or proprietary data. The certification and accreditation requirements of
Clause 1352.239-73 do not apply and a security accreditation package is not required.
Estimate level of effort: The estimated level of effort to complete the tasks described herein is one contractor employee working a full time work schedule.
Safety: The Contractor employee shall be responsible for knowing and complying with all installation safety prevention regulations. Such regulations include, but are not limited to, general safety, fire prevention, and waste disposal.
Security: NIST is a restricted campus. An identification badge is required for access for entry into buildings and also is shown to the armed Security Police when entering the campus.
Identification Badges: Contractor employees shall comply with NIST Boulder identification and access requirements. Each Contractor employee shall wear a visible identification badge provided by the NIST Security Office. Vehicle Registration: All Contractor employees must register their vehicles with the NIST Security Office to gain access to the campus. A valid driver’s license, Government-furnished civilian ID, proof of insurance and current registration must be presented to the NIST Security Office, at which time a NIST vehicle pass will be issued. The pass shall be displayed on the vehicle in accordance with NIST Security Office instructions.

XIV. ADDITIONAL INVOICING INSTRUCTIONS
In addition to the task order clause NIST LOCAL-04 Billing Instructions, the following invoicing requirements shall also be required.
Each invoice shall include the project title. Invoices shall be submitted on a monthly basis and shall be submitted in a timely manner. Invoices shall be in accordance with the price schedule of the contract. Any invoices including travel expenses shall include a detailed breakdown of the travel costs and shall be accompanied with sufficient supporting documentation to easily verify all costs incurred are in accordance with the Federal Travel Regulations (FTR) and FAR Part 31. Invoices that do not meet the minimum requirements shall be rejected.
