STATEMENT OF WORK
ORGANIC CHEMICALS
1. BACKGROUND
The Mass Spectrometry Data Center (MSDC) at the National Institute of Standards and Technology (NIST), Material Measurement Laboratory (MML), Biomolecular Measurement Division (BMD), is responsible for the development of the NIST, National Institutes of Health (NIH), and Environmental Protection Agency (EPA) Mass Spectral Library and Tandem Mass Spectral Library. To carry out this responsibility, the MSDC has a requirement for a variety of chemicals. These chemicals are organic compounds of varying types and do not belong to a specific class; they are used for Mass Spectrometry and do not require special approval through
NIST.
2. ATTACHMENTS
Attachment 2 – Chemical List, identified by name, molecular weight, molecular formula and structure/identifier (InChIKey, InChI, SMILES, CNC_ID, Structure_ID). Chemicals have been divided by analysis method/requirements and put into three separate sheets in the spreadsheet.
3. SCOPE
The Contractor shall deliver chemicals listed in Attachment 2. Safety Data Sheets (SDS)/Material Safety Data Sheets (MSDSs) shall be provided for each chemical delivered.
Either SDS or MSDS is acceptable if it provides the necessary information as required by OSHA (https://www.osha.gov/Publications/OSHA3514.html).
4. REQUIREMENTS
4.1. The contractor shall deliver the chemicals set forth in Attachment 2 (Chemical List) in quantities not less than 1 mg. Larger quantities may be provided if sufficiently small quantities are not available, but not more than to 1 g. Split shipments of chemicals are acceptable so long as the total number of shipments does not exceed ten (10) per Contract Line Item.
4.2. Packing and delivery shall be divided into three groups (Liquid Chromatography (LC) and Gas Chromatography (GC), LC only, Pesticides only) for different usages. Each group is a separate sheet in the Chemical List spreadsheet (Attachment 2).
4.3. The contractor shall deliver at least 85% of the chemicals listed, at a minimum to be considered for award.
4.4. The Contractor shall provide an SDS or MSDS for each chemical delivered. Acceptable formats are hyperlink, or other electronic version.
https://www.osha.gov/Publications/OSHA3514.html
4.5. The chemicals shall be of a purity of greater than, or equal to, 90%, except for the
Pesticides only sheet where purity is not considered.
4.6. The Contractor shall supply and deliver each chemical in a clear, sealed glass vial. Vials will have a capacity of approximately 4 ml and shall be packaged in individual boxes containing approximately 100 vials. The Contractor shall provide all vials.
5. DELIVERY AND PACKAGING
All chemicals and SDSs/MSDSs shall be delivered within 60 days from date of award. All chemicals shall be packaged and shipped in a manner that will reduce degrading while in transport (i.e. shipping overnight, provide ice packages for cold storage to maintain chemical temperature).
Chemicals and SDS/MSDS shall be delivered to the NIST campus in Gaithersburg, MD during NIST regular business hours Tuesday through Thursday; deliveries will not be accepted on Friday, Saturday, Sunday, or Monday.
The Contractor shall supply all shipping documents, shipping information, and tracking information, via email, to the NIST Contracting Officer Representative (COR) and Technical Point of Contact (TPOC) (to be identified at the time of award), prior to shipping chemicals.
6. INSPECTION AND ACCEPTANCE
Chemical purity cannot be tested prior to award.
NIST will conduct an analysis of chemicals to inspect the purity of the chemicals, as they are received. The Government will reject any chemical that does not meet the required purity percentage after analysis of chemicals. If chemicals are deemed to be unacceptable, the Government will notify the Contractor of the chemical(s) rejected, and the basis for the rejection.
The Contractor shall replace any/all rejected chemicals, at no additional cost to the Government.
7. Payment Schedule
Advance Payment is not authorized. Payment will be made upon receipt of a proper invoice from the Contractor, and upon receipt and acceptance, by the Government, of chemicals quoted by the Contractor. Partial payments shall be authorized in accordance with the following terms:
- The total number of invoices submitted shall not exceed two (2) invoices per month;
- Chemicals being invoiced have been accepted by NIST.
Should a chemical become unavailable between the time of award and the time of shipment, the Contractor shall notify the NIST TPOC and the Contracting Officer in writing, not later that 3 business days after learning that the chemical has become unavailable. The Contracting Officer will modify the contract accordingly and adjust the price.
