About this file

This is a Contract Award Synopsis for a sole source contract awarded by the Naval Information Warfare Systems Command (NAVWAR) on behalf of the Portfolio Acquisition Executive Undersea and the Maritime Surveillance Systems Program Office (PMS 485). On September 30, 2026, NAVWAR awarded a contract to Lockheed Martin Rotary and Mission Systems (LM RMS) in the amount of approximately $145 million under contract number N0003926CD002. The contract encompasses production, integration, assembly, and testing of towed arrays; delivery of on-board repair parts; and engineering services for repairs and refurbishment of existing towed arrays. Contract line items include firm-fixed-price, cost-plus-fixed-fee, and cost-only provisions covering material, travel, and provisioned spares orders.

The contract was awarded as a sole source procurement under the statutory authority of 10 U.S.C. 3204(a)(1), with LM RMS identified as the only responsible source capable of meeting agency requirements. The justification rests on LM RMS's exclusive possession of specialized production facilities, handling equipment, tools, and test equipment required for towed array production and Full Factory Acceptance and Certification Testing. The contract performance period includes a one-year base period followed by four optional one-year periods. The award is supported by Justification for Other Than Full and Open Competition (J&A) Number 23-423, filed in accordance with FAR Subpart 6.305.
