In response to this request for proposal, the complete proposal shall include both the Price Proposal and the Non- Cost/Price Proposal, submitted as follows:
a. Price Proposal and Non-Cost/Price Proposal - The Price Proposal and the Non-Cost/Price Proposal shall be submitted in separate 3-ring binders, in sealed envelopes/boxes. All pages shall be numbered and binders shall be appropriately tabbed, conforming to the proposal submittal requirements’ structure for each evaluation factor.
Submit one original, one copy, and one electronic copy (CD format) of the Price Proposal. Pricing does not need to be included in the electronic copy of the price proposal. Any pages beyond these maximum limits will not be evaluated. This includes all typed pages, catalogue cuts, and brochure or other pre-printed material that may be submitted. This does not include any required drawings or Factor 3 Past Performance submittal requirements.
b. The offeror’s proposal must include all data and information required and must be submitted in accordance with these instructions. The offeror shall be compliant with the requirements as stated herein, for nonconformance may result in an unfavorable proposal evaluation.
c. PROPOSALS SUBMITTED IN RESPONSE TO THIS REQUEST FOR PROPOSAL MUST BE RECEIVED NO LATER THAN THE DATE AND TIME SPECIFIED IN BLOCK 13A OF THE SF1442. Hand Carried Proposals: If you are hand delivering your proposal and do not already have a vehicle pass toaccess the base, you MUST submit an AMAG form for the individual who will be "driving a vehicle" onto the base, and any passengers. Forms must be submitted via email as an attachment no later than three working days prior to the closing date/time and forwarded to:

An AMAG form has been uploaded to NECO under the Additional Documents section.
Submission of an AMAG form is no guarantee that you will be able to get on the base. If for any reason you get to the gate and are not allowed onto the base (even if you have submitted an AMAG form), you will need to find another way to get your proposal delivered. Government personnel will not come to the gate to sponsor you on base to deliver your proposal or pick up the proposal from you. Ultimately, it is the offeror's responsibility to ensure timely proposal submission to the specified location. Due to heightened security, it is recommended that you allow additional, sufficient time to get into the building and turn in your proposal.
Use of a delivery service such as the US Postal Service, FedEx, UPS, etc. is highly encouraged.
The submitted AMAG form is only good for the proposal due date. If the due date is extended, a new AMAG form must be submitted to reflect the new proposal submission date. If any other information listed on a submitted AMAG form changes (name, driver license information, address etc.), a new AMAG form with the updated information must be submitted.
VEHICLES WITHOUT A VEHICLE PASS WILL NOT BE PERMITTED ON THE BASE. VEHICLE
PASS REQUESTS RECEIVED AFTER THE DEADLINE WILL NOT BE ACCEPTED. VEHICLE
DRIVERS MUST STOP AT THE SECURITY AND PASS OFFICE TO OBTAIN THEIR VEHICLE PASS.
You must have a valid picture ID, vehicle registration, and proof of insurance. Please arrive early as it may take some time to get the vehicle pass. All passengers in the vehicle must have picture ID. The Security and Pass Office is located at the Main Gate, Yorktown Gate, 1st building on your right.

2. Section 00202, III EVALUATION, D EVALUATION FACTORS FOR AWARD, (2) Basis of Evaluation (b) (1)(a) Construction Experience:

A. BASIS FOR AWARD
1. The Government reserves the right to eliminate from consideration for award any or all offers at any time prior to award of the contract; to negotiate with offerors in the competitive range; and to award the contract to the offeror submitting the lowest priced, technically acceptable offer.
2. The number of proposals evaluated for technical acceptability may be limited to the three lowest priced offers at the discretion of the Contracting Officer. If the number of proposals to be evaluated is limited, technical proposals shall be provided to the evaluator(s) without any identification of prices or any rank order of prices. If no proposals are found to be technically acceptable within the first group of proposals, then the process described will be conducted again as many times as necessary, until such time as the Government identifies a technically acceptable proposal.
The Government intends to evaluate proposals and award a contract without discussions with offerors (except clarifications as described in FAR 15.306(a)). The Government reserves the right to conduct discussions if the Contracting Officer later determines them to be necessary. In addition, if the Contracting Officer determines that the number of proposals that would otherwise be in the competitive range exceeds the number at which an efficient competition can be conducted, the Contracting Officer may limit the number of proposals in the competitive range to the greatest number that will permit an efficient competition among the most highly rated proposals.
3. The LPTA process is selected as appropriate for this acquisition because the best value is expected to result from selection of the technically acceptable proposal with the lowest evaluated price.
4. An overall non-price factors rating must be at least “ACCEPTABLE” in order to be eligible for award. An “UNACCEPTABLE” rating in any factor results in the overall non-price factors proposal being rated “UNACCEPTABLE” unless corrected through discussions. An overall non-price factors rating of “UNACCEPTABLE” makes a proposal ineligible for award.

D. EVALUATION FACTORS FOR AWARD
1. The solicitation requires the evaluation of price and the following non-price factors:

The distinction between corporate experience and past performance is corporate experience pertains to the types of work and volume of work completed by a contractor that are comparable to the types of work covered by this requirement, in terms of size, scope, and complexity. Past performance pertains to both the relevance of recent efforts and how well a contractor has performed on the contracts.”
2. Basis of Evaluation and Submittal Requirements for Each Factor.
(a) Price:
Provide one original, one copy, and one electronic copy (CD) of the solicitation submittal requirements for pricing identified below.
(1) Solicitation Submittal Requirements:
(i) SMALL BUSINESS SUBCONTRACTING PLAN
(Reference FAR 52.219-9 Alt II and DFARS 252.219-7003)
NAVFAC's command-wide small business subcontracting targets are shown below. These may be higher or lower than percentages that would represent realistic, challenging small business subcontracting goals for this acquisition.
Offerors representing as other than small businesses shall submit Small Business Plans with initial offers and shall establish small business subcontracting plan goals that are consistent with their small business participation and commitment strategies. The subcontracting plans shall establish the basis for all proposed goals.

If the apparently successful offeror fails to negotiate a subcontracting plan acceptable to the contracting officer within the time limit prescribed by the contracting officer, the offeror will be ineligible for award.
(ii) Cover letter containing the following information:

(iii) Executed SF1442. Offeror shall insert its company name and address in Block #14, telephone number in Block #15, acknowledge all amendments in Block #19 (if applicable), name and title of person authorized to sign in Block #20A, signature in Block #20B, and offer date in Block #20C of the SF1442. In addition, offeror shall provide its DUNS Number, CAGE code, and Federal Tax ID number with its proposal.
(iv) The Offeror shall submit their prices using Section 00010 CLIN Pricing.
(iv) Bid bond (SF-24). Offeror shall submit a bid bond (SF-24) in the amount of 20% of total bid price or $3M, whichever amount is less.
(v) SAM registration. Offeror shall ensure current registration on the SAM Website, www.sam.gov, including Annual Representations and Certifications are complete and updated for this procurement.
(vi) VETS-4212 registration. Offeror shall ensure current VETS-4212 report on the
Department of Labor website https://vets4212.dol.gov/vets4212 is complete and updated for this procurement.
Note: The bid bond, SAM and VETS-4212 registrations must be in the name/CAGE/DUNS of the offeror identified on the SF1442.
(2) Basis of Evaluation
The Government will evaluate price based on the total price. Total price consists of CLIN 0001. Analysis will be performed by one or more of the following techniques to ensure a fair and reasonable price.
(i) Comparison of proposed prices received in response to the RFP.
(ii) Comparison of proposed prices with the IGCE.
(iii) Comparison of proposed prices with available historical information.
(iv) Comparison of market survey results.
(3) In accordance with FAR 52.219-4, a price evaluation preference will be given to offerors certified by the Small Business Administration as a HubZone Small Business Concern.
(b) Technical Factors:
(1) Factor 1, Experience:
(i) Solicitation Submittal Requirements:
The Offeror shall submit the following information:
(a) Construction Experience:
Submit a minimum of two (2) and a maximum of four (4) relevant construction projects of which your firm was the prime contractor. These projects shall be similar in size, scope and complexity to the proposed Mission Training Center project. A relevant project is further defined as a secure facility with an open storage capability for DOD classified material and shall consist of single project containing both vertical and horizontal elements valued at approximately $15,000,000 or greater. Projects shall have been completed within the last five years.
A project is defined as a construction project performed under a single task order or contract. For multiple award and indefinite delivery/indefinite quantity type contracts, the contract as a whole shall not be submitted as a project;
rather Offerors should submit the work performed under a single task order as a project.
The attached Construction & Design Experience Project Data Sheet (Attachment A) is MANDATORY and SHALL be used to submit project information. Except as specifically requested, the Government will not consider information submitted in addition to this form. Individual blocks on this form may be expanded; however, total length for each project data sheet shall not exceed one (1) double-sided page or two (2) single-sided pages.
For all submitted projects, the description of the project shall clearly describe the scope of work performed and the relevancy to the project requirements of this RFP (i.e.: unique features, area, construction methods).
If the Offeror is a Joint Venture (JV), relevant project experience should be submitted for projects completed by the Joint Venture entity or the Joint Venture partners. Offerors are still limited a total of four (4) projects combined.
If an Offeror is utilizing experience information of affiliates/subsidiaries/parent/LLC/LTD member companies (name is not exactly as stated on the SF1442), The Offer must provide a letter of commitment and shall clearly demonstrate that the affiliate/subsidiary/parent firm will have meaningful involvement in the performance of the contract.
The Offeror may utilize experience of a subcontractor that will perform major or critical aspects of the requirement to demonstrate construction experience under this evaluation factor. The Offeror must provide a letter of commitment and an explanation of the meaningful involvement that the subcontractor will have in performance of this contract.
(b) Construction Narrative:
Submit a narrative describing the proposed primary construction firm and the primary subcontractors, for this contract and the rationale of proposing this arrangement. Provide the role, responsibilities, and contractual relationships between the various firms. The narrative shall also include a simple organizational chart that clearly identifies the lines of authority between the entities. The technical narrative shall not exceed one (1) double-sided page or two (2) single-sided pages. Chart is not in this page count.
(ii) Basis of Evaluation:
The basis of evaluation will include the Offeror’s demonstrated experience and depth of experience in performing relevant construction projects as defined in the solicitation submittal requirements. The assessment of the Offeror’s relevant experience will be used as a means of evaluating the capability of the Offeror to successfully meet the requirements of the RFP. The Government will only review three (3) projects. Any projects submitted in excess of the three (3) for Construction Experience will not be considered.

(iii) Executed SF1442. Offeror shall insert its company name and address in Block #14, telephone number in Block #15, acknowledge all amendments in Block #19 (if applicable), name and title of person authorized to sign in Block #20A, signature in Block #20B, and offer date in Block #20C of the SF1442. In addition, offeror shall provide its DUNS Number, CAGE code, and Federal Tax ID number with its proposal.
(iv) The Offeror shall submit their prices using Section 00010 CLIN Pricing.
(iv) Bid bond (SF-24). Offeror shall submit a bid bond (SF-24) in the amount of 20% of total bid price or $3M, whichever amount is less.
(v) SAM registration. Offeror shall ensure current registration on the SAM Website, www.sam.gov, including Annual Representations and Certifications are complete and updated for this procurement.
(vi) VETS-4212 registration. Offeror shall ensure current VETS-4212 report on the
Department of Labor website https://vets4212.dol.gov/vets4212 is complete and updated for this procurement.
Note: The bid bond, SAM and VETS-4212 registrations must be in the name/CAGE/DUNS of the offeror identified on the SF1442.
(4) Basis of Evaluation
The Government will evaluate price based on the total price. Total price consists of CLIN 0001. Analysis will be performed by one or more of the following techniques to ensure a fair and reasonable price.
(i) Comparison of proposed prices received in response to the RFP.
(ii) Comparison of proposed prices with the IGCE.
(iii) Comparison of proposed prices with available historical information.
(iv) Comparison of market survey results.
(3) In accordance with FAR 52.219-4, a price evaluation preference will be given to offerors certified by the Small Business Administration as a HubZone Small Business Concern.
(b) Technical Factors:
(1) Factor 1, Experience:
(i) Solicitation Submittal Requirements:
The Offeror shall submit the following information:
(a) Construction Experience:
Submit a minimum of two (2) and a maximum of three (3) relevant construction projects of which your firm was the prime contractor. These projects shall be similar in size, scope and complexity to the proposed Mission Training Center project. A relevant project is further defined as a secure facility with an open storage capability for DOD classified material and shall consist of single project containing both vertical and horizontal elements valued at approximately $15,000,000 or greater. Projects shall have been completed within the last five years.
A project is defined as a construction project performed under a single task order or contract. For multiple award and indefinite delivery/indefinite quantity type contracts, the contract as a whole shall not be submitted as a project;
rather Offerors should submit the work performed under a single task order as a project.
The attached Construction & Design Experience Project Data Sheet (Attachment A) is MANDATORY and SHALL be used to submit project information. Except as specifically requested, the Government will not consider information submitted in addition to this form. Individual blocks on this form may be expanded; however, total length for each project data sheet shall not exceed one (1) double-sided page or two (2) single-sided pages.
For all submitted projects, the description of the project shall clearly describe the scope of work performed and the relevancy to the project requirements of this RFP (i.e.: unique features, area, construction methods).
If the Offeror is a Joint Venture (JV), relevant project experience should be submitted for projects completed by the Joint Venture entity or the Joint Venture partners. Offerors are still limited a total of three (3) projects combined.
If an Offeror is utilizing experience information of affiliates/subsidiaries/parent/LLC/LTD member companies (name is not exactly as stated on the SF1442), The Offer must provide a letter of commitment and shall clearly demonstrate that the affiliate/subsidiary/parent firm will have meaningful involvement in the performance of the contract.
The Offeror may utilize experience of a subcontractor that will perform major or critical aspects of the requirement to demonstrate construction experience under this evaluation factor. The Offeror must provide a letter of commitment and an explanation of the meaningful involvement that the subcontractor will have in performance of this contract.
(d) Construction Narrative:
Submit a narrative describing the proposed primary construction firm and the primary subcontractors, for this contract and the rationale of proposing this arrangement. Provide the role, responsibilities, and contractual relationships between the various firms. The narrative shall also include a simple organizational chart that clearly identifies the lines of authority between the entities. The technical narrative shall not exceed one (1) double-sided page or two (2) single-sided pages. Chart is not in this page count.
(ii) Basis of Evaluation:
The basis of evaluation will include the Offeror’s demonstrated experience and depth of experience in performing relevant construction projects as defined in the solicitation submittal requirements. The assessment of the Offeror’s relevant experience will be used as a means of evaluating the capability of the Offeror to successfully meet the requirements of the RFP. The Government will only review three (3) projects. Any projects submitted in excess of the three (3) for Construction Experience will not be considered
