ADDITIONAL SITE VISIT QUESTIONS:
Please see below RFI Questions for the Navair, Security System, Solicitation #: N6893617T0042 as listed on www.fbo.gov.
Note from the Contracting Officer:
The following work is viewed as construction and will not be part of this requirement:
1. New doors
2. Metal over the windows
3. Security bars (man bars) over the air conditioning ducts and other openings.
These items will be installed by Naval Facilities (NAVFAC).
Please quote each building separately as each building will have a separate line item funding it.
Information about building 20212:
We are hoping to have the doors installed prior to installation of the alarm system in this building. Please specify in your quote how long your pricing is valid for this building alone, and if you would be willing to wait to install the system in that building.
We will evaluate at the time of award whether we will issue the contract for building 20212 based on what we know about the schedule of installation from NAVFAC.
Questions from the Site Visit:
1) What is the KC-2 Power Supply used for?
A. This is power the network devices on the IDS system.
2) Is there a central Hirsch Server that the Access Control Panel for each building/room will connect to or is each Hirsch Workstation inside each secure room/building to act as the Server/Workstation as a stand-alone system?
A. Each building will be set-up as a standalone system.
3) For Building 20279, Room 218 and for Building 20291, Room103 where the SOW lists a Hirsch NMCI Velocity Server Owned, should we assume that the government will provide a suitable workstation, monitor, keyboard and mouse to accept the new ACS Software?
A. Government will provide this.
4) Is there an acceptable clearance level (S or TS) that would allow our team to work unescorted in certain areas? If not, how many escorts will be available and what working hours will they be available?
A. No, you will be under escort the entire time. Hours are negotiable.
5) The glass doors in building 20212 will not support the installation of the LKM-7003 per the Manufacturer, Lockmasters Inc. Does the site intend to have the doors replaced or should we include a door contractor in our proposal?
A. The LKM would be located on solid doors. These solid doors will be installed by NAVFAC prior to the alarms being installed.
6) Is there a brand or model number that Navair prefers for the 5 Port Switch?
A. To maintain commonalty between the systems, it will be a Milan Brand.
7) Is the LED alarm status indicator a single LED (Red/Green) recessed into a single gang wall plate or is the LED status indicator mentioned the LEDs on the IDS Arm/Disarm Keypads?
A. The red LED identifies when the system is alarmed.
8) What is the purpose of the Patton 3241 Network Device?
A. It translates the IDS language on the standard IDS system.
9) Will the IDS Panel connect to an existing DMP Alarm receiver in San Diego via LAN or POTS Telephone or another method?
A. The LAN.
10) Will Navair provide any required phone lines, LAN, PS-NET connections as required for this project?
A. Yes.
11) What is the security level required for the four buildings mentioned in the solicitation?
A. You don’t need a clearance; you will be under escort the entire time you are inside the compound.
12) The site requires man bars or crawl space bars to be installed to meet the hardening requirements in the HVAC duct work of Building 20279 Room 218. This should be done by a mechanical contractor which has coordinated the efforts with base facilities. Because the installation or modification of the ducting can affect the air flow, controls and or damage the HVAC system which is managed by facilities or an outside contractor, it is highly recommended that a mechanical contractor be allowed to look at the recommended changes.
A. This work will not be part of the alarm system installation and will be installed by NAVFAC.
13) In areas where the enclosures cannot be installed above the ceiling they will be installed on a wall within the secure space. Will they need to be installed on a plywood backboard?
A. No

| A: | Man bars will be installed by NAVFAC. |

| A: | Any penetration of walls must be caulked. |
Building 20279, Room 218
| Q: | Upgrade existing system or install new? |
| A: | Install new system, but must be integrated with existing system. |
| Q: | Are rooms connected or stand-alone systems? |
| A: | Each room (main and all attached rooms) is a stand-alone system. |
| Q: | Ducting in ceiling? |
| A: | There is ducting in ceiling. |
Building 20303, Room 209

Building 20291, Room 103
| Q: | Since there isn’t enough space in the ceiling of the room, where should the control panels go? |
| A: | Control panels can go in false ceiling just outside of room. |
Building 20212
Q: Do you require certain manufacturer for the Patton devices and Mini Switches?
A: We currently have Radionics throughout and would like to maintain commonality.
