See SOW Paragraph 3.0.2 addition. The Government anticipates that there will be no water supply or cement work for this requirement.

3. Will it be the vendor's responsibility to re-install both mechanically and electrically the Azimuth Positioner?

No.

4. Will it be the vendor's responsibility to provide the mechanical labor, electrical labor, supervision and equipment required to re-assemble the HEATR Pod Lift?

See SOW Paragraph 3.2.

5. Is it the responsibility of the vendor to provide any wiring and cabling between the HEATR Pod Lift and the central control system?

Questions are no longer accepted.

SECTION C - DESCRIPTIONS AND SPECIFICATIONS

The following have been modified:

STATEMENT OF WORK

STATEMENT OF WORK (SOW)

High-Powered Electronic Attack Technique Radiation (HEATR) Pod Lift 12 January 2015

1.0 SCOPE

The Statement of Work (SOW) defines the requirements for the contractor to deliver, install, and calibrate a pod lift in the HEATR test facility located at NAWCWD Pt. Mugu, CA for the Integrated Products Branch in the Research and Engineering Competency. The device is intended for use as a mechanical means to lift and maneuver Electronic Attack (EA) pods within the HEATR facility. The pod lift will allow the means to accurately position and/or maneuver the EA pods needed to simulate flight scenarios.

3.0 REQUIREMENTS

The Contractor shall provide a pod lift that is compatible with the government upper and lower support assemblies as specified in the 2.0 Applicable Documents and meets the following specifications.

3.0.1 The Contractor shall provide one (1) user manual for the pod lift. (CDRL A001)

3.0.2 The Contractor shall provide the receptacle(s) and plug(s) for the electrical power.

3.0.3 The Government will supply the Ethernet cable which will be used to connect the central control system to the pod lift. All other wiring or cabling needed to operate the pod lift, shall be provided by the Contractor.

3.1 High-Powered Electronic Attack Technique Radiation (HEATR) Pod Lift Requirements The contractor shall provide a Pod Lift system which shall include the following:

3.1.1 A system capable of positioning aircraft Electronic Attack Pods in a test chamber.

3.1.2 The pod lift system shall be capable of lifting and positioning the test pods as specified below, shall mount onto the Lower Support Assembly, and shall permit the Upper Support assembly to mount onto it.

3.1.3 The Lower and Upper Assemblies will be provided by the government at the contractor facility or government facility and shall be integrated in the lower and upper assemblies.

3.1.4 The pod lift shall be capable of lifting an EA pod with a maximum weight of 2,300 pounds.

3.1.5 The pod lift shall be capable of lifting a pod a minimum distance of 16 feet above the test chamber floor to the center point of the test pod’s antenna and travel higher than 16 feet in order to maintain the pod’s antenna height when pod is tilted. The pod lift shall be able to extend up to a minimum height of 210 inches from the ground level to the center of rotation of the tilt axis.

3.1.6 The pod lift shall have the capability of tilting the pod from a nose down position of -15 degrees to a nose up position of 45 degrees.

3.1.7 The pod lift shall have the capability of moving the pod in the fore and aft position at a 40 inch stroke and laterally moving left and right at a 12 inch stroke.

3.1.8 The pod lift shall be capable of positioning the pod within +/- 0.2 inches in lift positioning, +/- 0.2 inches fore and aft positioning, and +/- 0.2 inches in lateral positioning.

3.1.9 The pod lift shall be able to provide tilt positioning to +/- 0.1 degree.

3.1.10 The pod lift shall have a safety factor of 3/1 at yield.

3.1.11 The pod lift shall be capable of simultaneously adjusting the lift, tilt, fore-aft axis, and lateral axis during testing.

3.1.12 The pod lift shall provide a control system with the following features

3.1.12.1.1 Power disconnect switch, fusing, safety relay, servo motor drives, control power transformer, and any other miscellaneous materials required for a complete unit.

3.1.12.1.2 Multi-axis servo controller.

3.1.12.1.3 Cable Pendant with HMI screen and e-stop pushbutton. HMI screen is used for local (manual) motion control, system status messages, and diagnostic information.

3.1.12.1.4 A manual mode which will allow an operator to manually maneuver the pod lift via a wired cable pendant for loading and unloading of the EA pod. The wired cable pendant shall have a key switch which will place the pod lift in the manual operation mode to prevent remote control from moving the pod lift for safety considerations.

3.1.12.1.5 Ability to communicate to central control system using Ethernet LAN standard.

3.1.12.1.6 Development of communications protocol for data exchange and process sequencing.

3.1.12.1.7 Hardwire interlock signals for safety functions e.g. Emergency Stop.

3.1.12.1.8 Ability to receive dynamic commands for the four axes (pod vertical position, pod angle of incline, fore and aft offset, and lateral offset) from the central control system and simultaneously adjust each axes so that a target point within a Pod maintains a given coordinate position within a tolerance defined by a spherical area 2 inches in diameter.

3.1.13 The pod lift shall be able to move in the elevation plane and maintain the spherical area described in 3.1.9.8 at a minimum equivalent rate of 3 degrees per second. This is equivalent for the tilt axis to travel from its limits of -15 to +45 degrees in 20 seconds.

3.1.14 The combined size of the pod lift in its retracted state and when it is mounted on the lower assembly must be able to pass through the existing HEATR chamber door. The chamber door is 12 feet wide and 10 feet high. A safety margin of 6 inches for each side and 6 inches for the top height is required. The intent is to be able to maneuver the lower assembly with the lifting device mounted on it in and out of the chamber for different test configurations.

3.1.15 The top of the pod lift must be open to allow top loading of a pod by the chamber ceiling hoist.

3.1.16 The pod lift in its retracted state must fit within the lower support assembly’s footprint as stated in 2.0 Lower Support Assembly Drawing. The form and compactness of the pod lift shall be minimized to reduce RF interference effects in the chamber.

3.1.17 The pod lift shall not use hydraulic actuators.

3.1.18 The pod lift shall minimize any obstructions in the test pod’s antenna field of view (FOV). A minimum of 6 inches of clearance from any portion of the lifting device to a test pod is required. A solid angle clear of support structure greater than a hemisphere is required.

3.1.19 The axis of tilt rotation of the pod lift must be able to be positioned between 3 and 4 inches below the bottom of the attachment plate of the upper support assembly. Refer to the MAJOR COMPONENTS AND INTERFACE drawing for further details.

3.1.20 The axis of tilt rotation of the lifting device must coincide with the axis of the center of gravity (CG) of the test pod.

3.1.21 The lifting device’s programming commands shall be optimized. The required position command update rate is 10 Hz or faster.

3.2 System Install

3.2.1 The Contractor shall install and integrate the hardware with the software on the pod lift system and coordinate with NAWCWD for scheduling the installation.

3.2.2 The Contractor shall provide and install a pod lift with all software and hardware components and requirements listed in Paragraph 3.1 above.

3.3 Training and Manuals

3.3.1 The Contractor shall provide one (1) Demonstration and Operation Training Class for up to six (6) Government personnel at NAWCWD Point Mugu, CA, of all system capabilities and provide a copy of all presentation/training material. (A003)

3.4 Travel

3.4.1 The Contractor personnel shall travel to the High-Powered Electronic Attack Technique Radiation (HEATR) test facility at NAWCWD Pt. Mugu California for the purpose of pod lift system installation, integration, calibration, and conduct training of personnel.
