PART A GENERAL INSTRUCTIONS
(a) GENERAL
The Offeror must submit three (3) copies of the cost proposal.
(1) A proposal submitted in response to this solicitation must consist of a Cost Volume.
(2) Any data previously submitted in response to another solicitation will be assumed unavailable to the
Government. Th is data must not be incorporated into any portion of the proposal by reference.
(3) Clarity and completeness of the proposal are of the utmost importance. The proposal must be written in a practical, clear and concise manner. It must use quantitative terms whenever possible and must avoid qualitative adjectives to the maximum extent possible. Proposal volumes must be internally consistent or the proposal will be considered unrealistic and may be considered unacceptable.
(4) Proposals must be legible, double spaced (personnel resumes can be single spaced), typewritten (on one side only), in a font size not smaller than 12, on paper not larger than eight and a half by eleven inches and not to exceed the page limits established herein. Size of the pages must be uniform; however, some fo ld out charts or diagrams may be used. If proposal sections exceed the limitations set forth herein, excess text will be removed from the back of that section and not evaluated.
(5) The Cost volume must be submitted in separately sealed envelopes within a sealed package, and be clearly marked with the solicitation number. Separate proposal packages containing components of the offer, such as separate proposals submitted by proposed subcontracts, will not be accepted. Cost or pricing data, or other informat ion, which may be considered proprietary to subcontractors, shall be submitted with the Prime Contractor’s proposal in a separate sealed envelope. Each volume must have a Table of Contents. Proposals submitted in response to this solicitation must contain the information as outlined below.
(b) COST VOLUME
(1) The Offeror must propose an hourly rate for each labor category proposed. The rate informat ion must consist of specific rates provided each year for the Offeror and all subcontractors. Individual consultants must be proposed as subcontractors. The proposal shall clearly demonstrate the individual cost elements from which the composite rate is developed.
(2) All proposed costs must be consistent and demonstrate a clear understanding as to how both prime and subcontractor hours and rates were derived. Inconsistencies in the proposal between prime and subcontractor hours and rates may be considered a risk to the Government.
(3) All proposed costs must be adequately supported. The proposal must include sufficient background to show derivation. If the cost proposal cannot be understood, it may result in the entire proposal being found to be unacceptable and thus eliminated from award.
(4) Labor Hours: The Offeror shall use the hours outlined in section B, Clause 5252.211-9503 “Level of Effort”. If the Offeror does not agree with the labor hours, the Offeror shall include a detailed exp lanation and supporting documentation regarding labor hours. Subcontractor labor hours shall be included in the Labor Hour Cost Element and specifically identified.
(5) Other Direct Costs. The Government has estimated the following Other Direct Costs (burdened):
Material - $533,048
ODC Subcontract – $0.00 (no subcontracting effort was estimated)
Travel – $70,840
The Offeror shall provide a full basis of estimate for Travel and Material required in support of the PWS. The
Offeror is encouraged to propose realistic amounts for ODCs. If amounts proposed are different than estimated by the Government, the Offeror shall p rovide a written rationale including a break out of costs.
(6) Subcontracting Plan. The Offeror shall submit its subcontracting plan with proposals, as applicable.
(7) DCMA and DCAA. The Offeror shall submit point of contact informat ion for DCMA and DCAA. The Offeror shall also include informat ion as to the status of all system reviews, disclosure statement, forward pricing rate agreements, and/or other admin istrative issues, as applicable.

(c) EXCEPTIONS, DEVIATIONS AND WAIVERS :
In this Volume, the Offeror must certify that it contains all exceptions, deviations, and waivers that the Offeror takes from the provisions of the solicitation and its applicable documents. An “exception” is where an Offeror states it will not comply with a requirement, usually involving contract terms and conditions. A “deviation” is where an
Offeror states it will not comply with a requirement but proposes an alternative to meet the intent of the requirement, usually involving a specification. A “waiver” is where an Offeror requests authorizat ion for the Government to accept an item, which will depart from, specified requirements, but would nevertheless be considered suitable.
Exceptions, deviations, and requests for waivers may cause proposals to be considered deficient. An assumption or condition shall not be considered an exception, deviation, o r request for waiver as defined herein.
Provide a detailed description for each exception, deviat ion, or request for waiver, as applicable. The Offeror shall indicate the Offeror’s difficulty with the applicab le requirement and the Offeror’s proposed solution. The Offeror shall specifically identify the portion of the solicitation and the Offeror’s proposal which are affected. If there are no exceptions, deviations or waivers, the Offeror shall provide a one-page Executive Summary stating so.
