About this file
This document is a Justification and Approval (J&A) for the use of other than full and open competition to award a sole source, firm fixed price Indefinite Delivery-Requirements contract to PAS Technologies, Inc. for the modification and rework of the 2nd and 3rd Stage Low Pressure Compressor (LPC) Vanes for the Rolls Royce Pegasus F402-RR-408A/B engine. The key requirement is the inspection, application of a hard coating, and repair of the inner platform side faces on the LPC 2nd and 3rd Stage Vanes. PAS Technologies, Inc. is the only company approved and authorized by Rolls Royce, the engine manufacturer, to perform this proprietary coating process and modification. The total estimated contract value is $3.9 million over a 5-year period from FY2024 to FY2028. The government determined PAS Technologies, Inc. is the sole responsible source and no other supplier can satisfy the agency's requirements.
The related Federal contract opportunity is a Special Notice announcing the government's intent to award a sole source purchase order to PAS Technologies, Inc. for this requirement. The government is publishing this notice to provide an opportunity for any responsible sources to submit capability statements within 5 calendar days, which will be considered to determine if the requirement should be competed.

JUSTIFICATION AND APPROVAL
FOR USE OF OTHER THAN FULL AND OPEN COMPETITION
1. Contracting Activity.
Commander, Fleet Readiness Center Patuxent River, MD
2. Description of the Action Being Approved.
This Justification and Approval (J&A) authorizes and approves the award of a sole source, firm fixed price Indefinite Delivery-Requirements contract to PAS Technologies, Inc. (Cage 4GMJ6), located at 1234 Atlantic Street, North Kansas City MO 64116-4142, for the modification and rework of the 2nd and 3rd Stage Low Pressure Compressor (LPC) Vanes that are a key component of the Rolls Royce Pegasus F402-RR-408A/B engine. This requirement is for Fleet Readiness Center East (FRCE).
3. Description of Supplies/Services.
This requirement includes the modification and rework of the 2nd and 3rd Stage LPC Vanes.
Modification of these Vanes eliminates a wear mechanism of the vane inner platform side-faces.
This process includes inspection, application of hard coating (LW-1N40) and repair of both sides of the inner platform side faces on the F402-RR-408A/B LPC 2nd Stage Vanes, P/Ns B507174, B513675, and B510177, and LPC 3rd Stage Vanes, P/Ns B508399 and B510171. The modification and rework of the LPC 2nd and 3rd Stage Vanes shall be completed in accordance with Proposed Accessory Change No. 1378-A2, Engine Original Equipment Manufacturer (OEM) Rolls-Royce F402 ECP 3852-R1 and Performance Work Statement, F402-RR-408A/B LPC 2nd and 3rd Stage Vanes. Adverse wear of the vane inner platform side-faces will affect vane damping during operation, which can drive vane failures. In addition, a large percentage of fleet LPC2 and 3 Vanes have been previously modified to the AYC-1378 standard. Since pre and post AYC 1378 standard vanes are not interchangeable, failure to modify LPC2 and 3 vanes going forward would render them unusable with current fleet inventory.
Anticipated Period of Performance: 01 August 2024 – 31 July 2029
Estimated Dollar Value in Millions
FY 24 FY25 FY26 FY27 FY28 Total
NWCF $1.3 $.7 $.7 $.5 $.5 $3.9

IN REPLY REFER TO
J&A NUMBER F2552, 23-049
10 U.S.C. 2304(c)(1), Only one responsible source and no other supplies or services will satisfy agency requirements.
5. Rationale Justifying Use of Cited Statutory Authority.
PAS Technologies, Inc. is the only company approved and authorized by Rolls Royce, the engine manufacturer, to perform the LPC 2nd and 3rd stage vane modification and rework process. This includes utilizing a proprietary coating process, LW-1N40 flame spray, which must be performed in accordance with the AYC 1378-A2, ECP 3852-R1 and the Performance Work Statement. PAS Technologies, Inc. has proprietary rights to this coating and all procedures relating to this process. For this reason, PAS Technologies, Inc., is the only company approved and authorized by Rolls Royce and NAVAIRSYSCOM to perform the hard coating (LW-1N40).
This will be a follow on contract under the authority of FAR 6.302-1(a)(2)( iii). Current contract M6700123D1005 is a SAP stop-gap measure which was not competed. The former contract N00244-18- D-0013 was not competed as PAS Technologies, Inc., maintains all proprietary data for the coating process and is the only vendor authorized by Rolls Royce to perform the LPC 2nd and 3rd stage vane modification and rework process. Such an effort’s cost to certify another company in the LW-1N40 flame spray process would exceed $3,900,000. This figure came from a previous Independent Government Cost Estimate (IGCE) and inflation was added to meet what it would cost now. Additionally, it would take at least two to three years to get another vendor certified to do this process for these Vanes. This delay would be unacceptable due to the workload and ongoing need for these modified vanes. This effort directly supports FRCE production.
6. Description of Efforts Made to Solicit Offers from as Many Offerors as Practicable.
Market research was conducted in accordance with FAR Part 10 utilizing various methods to obtain current information in regards to availability and price. After extensive research through SAM.gov, FPDS, Google, and online searches, PAS Technologies was found to be the only entity that can provide all necessary actions to complete this requirement. On 4/26/2023, the Government issued a sources sought request for information synopsis as required by DFARS 206.302-1 (d), with no responses received. The Government will publicize an intent through SAM.gov to solicit and award a contract on a sole source basis to PAS Technologies, Inc., pursuant to FAR 5.201(b). If any responses are received, they will be reviewed prior to award.
7. Determination of Fair and Reasonable Cost.
The Contracting Officer has determined the anticipated cost to the Government of the supplies/services covered by this J&A will be fair and reasonable.
8. Actions to Remove Barriers to Future Competition.
For the reasons set forth in paragraph 5, COMFRC has no plans at this time to compete future contracts for the services covered by this document. If another potential source emerges, COMFRC will assess whether competition for future requirements is feasible. As this is a follow-on for services previously awarded on a non-competitive basis, in accordance with DFARS PGI 206.304(a)(S-70)(i), the prior J&A was provided to the approval authority for review. Approval of this J&A signifies the approval authority has made the determination required by DFARS PGI 206.304(a)(S-70)(ii).
