Statement of Work for

Vibration System 4 August 2022

1.0 SCOPE

This statement of work (SOW) is for the Firm Fixed Price procurement of a Vibration System, for the Environmental Test Laboratory (ETL) in the Prototype, Manufacturing, and Test Division (PMTD), in accordance with (IAW) the Requirements listed below.

2.0 REQUIREMENTS

2.1 Vibration System

1. One vibration machine capable of performing (at the minimum) MIL-STD-810H, methods 514.8, 516.8, and 528.1, and MIL-PRF-28800F with specific requirements listed:

a. MIL-STD-810 Rev H Method 514.8 – Vibration

i. Procedure I

b. MIL-STD-810 Rev H Method 516.8 – Shock

i. Procedures I and II

c. MIL-STD-810 Rev H Method 528.1 – Mechanical Vibrations of Shipboard Equipment

i. Procedure I

d. MIL-PRF-28800 Rev F

i. 3.8.4 Vibration, Classes 1 – 4

ii. 3.8.5.1 Shock, functional, Classes 1 – 4

2. Minimum 1500mm x 1500mm (5’ x 5’) slip table.

3. Minimum 1500mm x 1500mm (5’ x 5’) vertical head expander.

4. Minimum 18,000 Lbf Peak force.

5. Variable power output for economy savings preferred.

6. Full machine performance from 4 – 2,5000 Hz frequency range in 3-axis (x, y, and z).

a. Performance up to 3000 Hz preferred or as an optional upgrade.

7. Full machine performance with up to 1250lbs of test equipment (does not include vibration table accessory weights; ie head expander, slip table, etc).

a. Capable of supporting up to 1500lbs of test equipment at reduced performance.

8. Vibrator and slip table shall fit on preexisting isolated concrete pad, dimensions 168” x 216”

9. Total vertical dimension cannot exceed 205”.

10. Machine can be air or water-cooled.

a. If air cooled, variable speed / sound dampening is preferred.

11. Modular amplifiers capable of future vibration power expansion.

12. Inductive armature recentering – non-optical, non-contacting that requires no readjustment.

13. Head expander plate continuously supported, even when not in use.

14. Vibrator can be rotated 90 degrees (vertical to horizontal or vis versa) without the use of additional heavy equipment (ie forklift / crane / etc).

15. Machine able to be controllable via Vibration Research VR9500 vibration controllers using +/- 10V BNC connection.

16. Power available for machine is 60 Hz 480V - 3 phase and 60 Hz 120V – 1 phase.

17. Compressed air available for machine up to 120 PSI.

18. Any additional software for operation is included with purchase and must be compatible with Windows 10 Operating System.

19. First fluids filling, if applicable, must be included with overall machine cost.

20. On-Site training for equipment operation and maintenance for four people.

21. Warranty covering parts and labor for a minimum of 2 years.

22. Hard/printed copies of user / maintenance manuals, detailed parts list with suppliers, and electrical / mechanical schematic for machine, 2 copies of each.

23. Digital copies of user / maintenance manuals, detailed parts list with suppliers, and electrical / mechanical schematic for machine.

a. CAD files for electrical / mechanical schematic

24. Delivery, rigging, and installation and setup of machine must be included using contractor tools and labor. This includes any crane support, forklift support, leveling / shimming, packaging storage, dunnage, and final connection to utilities that we will provide within 20 ft of the installation location.

a. Machine must fit through a 138” Wide x 136” Tall roll up door (can be disassembled / reassembled if required).

b. If modification to the foundation is required for the machine, specs for the required modifications need to be provided to us so we may construct foundation appropriately ahead of time

25. Equipment must be in compliance with DFARS 225.7

2.2 Contract Options

1. Preventative maintenance service on equipment for length of warranty

2.3 Government Inspection and Acceptance

Government personnel shall complete inspection and acceptance of the unit at the destination after machine start up and training have been completed.

3.0 PACKAGING, PRESERVATION AND SHIPPING

Shipments shall be packaged and transported (FOB Destination) via safe, secure, reliable, and traceable means of transportation and provide protection from normal climatic/weather conditions and incidental mishandling during shipping to prevent any damage or loss during shipment. All shipments under this contract shall be addressed to the NAVAIR Lakehurst Staging Facility as indicated below. Shipping costs need to be incurred by the contractor who is doing the shipping.
