3) Q. We read this to be IDIQ with a maximum of 102. However, there are only 97 CLINS. Could you provide an explanation?’
A. This was just an administrative mistake. The MAXIMUM Quantity of CLIN 5001 (Production Year 5 Units) has been increased from a QTY of 5 to 10 to reflect the MAXIMUM 102 CSS Tanks for this IDIQ Contract. Please propose in accordance with the modified solicitation. If a proposal is submitted that still reflects the QTY 5 Production Year 5 Units on CLIN 5001 the price for each unit will be adjusted to reflect 10. The changes to CLIN 5001 will be reflected on Pages 15, 23 & 78 of the RFP.
4) Q. Is this 5-year effort fully funded for the term or is this only funded for one / two years with additional extensions?
A. This effort will be an Indefinite Delivery Indefinite Quantity (IDIQ) type contract. The minimum order will consist of 2 CSS pre-production units and supporting CLINs, (0001,0003,0005, 0006, 0007, 0008, 0009, 0010, 0011 & 0012) and funded as such. This is all that is guaranteed. All production units as planned for will be funded as ordered within their respective yearly ordering periods.
5) Q. When testing the first-article at the manufacturer’s facility, what is the Government’s acceptance criteria? How is performance measured?
A. First article acceptance is per the requirements of the test drawing.
6) Q. There is no buffer tank show after the pump – this must be included to stop pulsations?
A. Buffer Tank –believed that this is what the “Surge Chamber” is for. 1598AS275-1
7) Q. There is a check valve and strainer at the pump – not shown.
A. Check valve/strainer - Strainer is ST-1. Not sure what check valve is being referred to.
8) Q. There are two check valves in series as CV-1 and CV2. What is the function of double check valves? Is this incorrect?
A. CV-1/CV-2 –The line that comes in between CV-1/2 is the return from the ambient vaporizer (C-6) so that if the return pressure doesn’t hit the electric vaporizer circuit.
9) Q. There is no final filter or block valve at the end of high-pressure delivery by C-7. Is that an oversight?
A. Filter or Valve at C-7 – confirmed, there is no filter or valve at C-7.
* We cannot allow for any extensions on proposals.
