THIS IS A REQUEST FOR INFORMATION (RFI) ONLY. This RFI is issued solely for information and planning purposes - it does not constitute a Request for Proposal (RFP) or a promise to issue an RFP in the future. This is a sources sought market survey. This request for information does not commit the Government to contract for any supply or service whatsoever. Further, the Government is not seeking proposals at this time and will not accept unsolicited proposals. There is no RFP available at this time. Any information submitted by respondents to this RFI is strictly voluntary. Responders are advised that the United States Government will not pay for any information or administrative costs incurred in response to this RFI; all costs associated with responding to this RFI will be solely at the interested party's expense. Not responding to this RFI does not preclude participation in any future RFP, if any is issued. If a RFP is released, it will be synopsized on the Federal Business Opportunities (FedBizOpps) website. It is the responsibility of the potential offerors to monitor these sites for additional information pertaining to this requirement.
a) The Combat Integration & Identification Systems Division, AIR 4.11.2, of the Naval Air Warfare Center Aircraft Division (NAWCAD) Patuxent River requires a 360W Power Supply Unit (PSU) specifically used in the AN/UPX-24(V) Interrogator Set. This RFI requests information from potential offerors able to provide PSUs that are built to existing NAWCAD drawing 56769 (please see instructions below to request the drawing) and are form, fit, and function replacements to units already fielded. This PSU is specifically designed for shipboard IFF system applications and meets internally developed signal routing IFF Mode 5 design requirements. Physical requirements include: AC active power factor correction input, input: 115VAC L-L 1Ø 60Hz, output: +3.3v, +5v, ±12v, power: 360W, 0.85W/in3, size: 9.9" X 11.9" X 3.6".
The five outputs shall have the following performance characteristics:
1. All outputs shall be VME standard compatible, with remote sensing compensation for up to 0.5V.
2. +3.3VDC @ 1-30 Amperes Direct Current (ADC), ±0.066V, includes regulation, ripple and noise below 20MHz
3. +5.06VDC @ 3-60 ADC, ±0.100V, no more than 50 mv (millivolts) peak-to-peak ripple and noise below 10MHz
4. +12.1VDC @ 0.01-8.3 ADC, ±0.240V, no more than 50 mv peak-to-peak ripple and noise below 10MHz
5. -12.1VDC @ 0.01-8.3 ADC, ±0.240V, no more than 50 mv peak-to-peak ripple and noise below 10MHz
6. +5V ±5% @0.3ADC (Minimum), no more than 100 mv peak-to-peak ripple and noise minimum load of 0A. Note: No remote sensing is required for this output.
7. Overvoltage Protection: 125% of Maximum
8. Output Current Limits:
| For +3.3 VDC | 38 ADC MAX |
| For +5.06 VDC | 65 ADC MAX |
| For +12.1 VDC | 10.5 ADC MAX |
| For -12.1 VDC | 10.5 ADC MAX |
b) NAWCAD contemplates requiring, with proposal submittal, the vendor to provide test reports from an independent, US Government approved, test facility indicating that the PSUs provided has passed the following:
1. MIL-S-901D: Shock Tests. H.I. (High-Impact) Shipboard Machinery, Equipment, And Systems, Requirements For (17 MAR 1989)
2. MIL-STD-167/1A: Mechanical Vibrations Of Shipboard Equipment (Type I-Environmental AND Type II-Internally (02 NOV 2005)
3. MIL-STD-461F: Requirements For The Control Of Electromagnetic Interference Characteristics Of Subsystems And Equipment (10 DEC 2007)
4. MIL-STD-810G: Environmental Engineering Considerations And Laboratory Tests (31 OCT 2008)
| Method |
| Procedure |
| Temperature |
| 501.5 High Temp |
| Procedure I - Storage |
| up to +70 degrees Celsius |
| 501.5 High Temp |
| Procedure II - Operation |
| up to +65 degrees Celsius |
| 502.5 Low Temp |
| Procedure I - Storage |
| down to -40 degrees Celsius |
| 502.5 Low Temp |
| Procedure II - Operation |
| down to zero degrees Celsius |
At the time of proposal submittal if the vendor does not have any or all of these certs the Government intends on on seeking a plan from the vendor on how they will receive these certifications by approximately May 2018.
c) Upon award PSUs shall also be in compliance with the following MIL-STDs:
1. MIL-STD-130N Chgl Identification Marking Of Us Military Property
2. MIL-STD-1399-301A Interface Standard for Shipboard System
3. MIL-DTL-5541F Chemical Conversion Coatings on Aluminum and Aluminum Alloys. Compliance certification testing would be the responsibility of the offeror, not the Government.
Please answer the following questions/provide the following feedback in your response to this RFI:
1. Do you have a PSU already built that meets the requirements in paragraph a above? If the answer is yes does the PSU meet all or any of the requirements in paragraphs b and c above?
2. If a PSU is not already built to meet the requirements in paragraph a above then how long will it take for you to build a PSU that does? Additionally, how long would it then take for that PSU to meet the requirements in paragraphs b and c above?
3. Based on the above would you be able to build twenty five (25) PSUs meeting paragraphs a,b, and c and have them delivered approximately May 2018?
4. Please provide the names of the independent, US Government approved, test facility/agency where the test report is/will be from as it pertains to the items under paragraph b above.
5. Please provide the following point of contact information for your company:
Company Name:
Address:
Point of Contact Name:
Point of Contact Title:
Phone Number:
Email Address:
6. Please identify your company's small business size standard based on the primary NAICS code of 335999. The small business size standard for this NAICS code is 500 employees. For more information refer to http://www.sba.gov/content/table-smallbusiness- size-standards.
Please identify, if your business is categorized as a small business by the SBA, or any of the following subcategories:
Small Business (SB) Concern, 8(a), Small Disadvantaged Business (SDB), Woman-Owned Small Business, Historically Underutilized Business Zone (HUBZone), Veteran-Owned Small Business, or a Service-Disabled Veteran-Owned Small Business.
7. Under the current SB recertification regulations, do you anticipate your company remaining a small business, under the primary NAICS code? If you are a SB please answer questions 7a & b.
(a) What percentage of this requirement do you plan to perform in house (not sub-contract out)? Also indicate (with supporting rationale) if/how your company would be compliant given the restrictions identified in the Defense Authorization Bill 2013, which states that at least 50 percent of the total contract cost will be performed by the small business prime contractor or small business similar situated entities.
(b) If you are a small business, does your company have adequate resources, financial or otherwise, to perform the requirement?
8. Please provide any other pertinent information.
Only parties who would be interested on proposing against an RFP if and when one is released may request the NAWCAD drawing 56769. The NAWCAD drawing 56769 is export controlled. Therefore, requests for the drawing must be accompanied with a valid and approved DD Form 2345 within five business days from posting date of this RFI. Non-US citizens will not be granted access to the drawings. These requests shall be made to Jason.ucci@navy.mil . Distribution of the drawings will be handled via AMRDEC. Upon request and approval of the DD Form 2345 by the Government, Jason will turn around the AMRDEC information to the requestor as soon as possible so the requestor can access the drawings. The AMRDEC information will only be sent to the email address of the requestor.
Interested parties shall respond to questions 1-8 by 10:00 AM ET on 03 April 2017 in email to Jason. Verbal responses are not acceptable and will not be considered.
