C-27J Draft SOO For Data and Engineering Services

Introduction The USCG Search and Rescue (SAR) and Maritime Interdiction (MI) operations planned for the C-27J require the installation of a Maritime Patrol Mission Suite. The USCG Project Office is seeking a rough order of magnitude (ROM) pricing estimate to provide engineering services, and data to support the USCG in establishing an Airworthiness Certification and Flight Clearance (AWC/FC) for 1) the C-27J baseline aircraft and 2) the C-27J baseline aircraft modified with the Mission Suite.

1.2 Background

This Draft Statement of Objectives defines the tasks needed to support the AWC/FC requirement to integrate the Maritime Patrol HC-27J Mission Suite into the C-27J aircraft. USCG intends to use the Naval Air Warfare Center, Aircraft Division (NAWCAD) to prototype the aircraft installation and conduct the required verification and validation effort to certify the Minotaur Mission Suite into the USCG C-27J aircraft. This effort builds upon the previous Navy development and integration of the Minotaur Mission Suite into the USCG HC-144B and the HC-130J aircraft. NAWCAD will prepare and deliver a Technical Data Package (TDP) that will be used by the USCG to compete the remaining production installations. In order to conduct this evaluation NAWCAD requires the technical data and support to understand the baseline aircraft and the effect of the modifications.

Definitions The following definitions apply:

1. Customer - United States Coast Guard (USCG)

2. COR – Contracting Officer’s Representative (COR)

3. LSI – Lead System Integrator (LSI)

4. NAWCAD– Naval Air Warfare Center, Aircraft Division

5. Lead Engineer – Naval Air Systems Command (NAVAIR) References

3.0 Requirements

The C-27J is being integrated into the USCG Medium Range Surveillance Aircraft fleet. The aircraft will continue to advance the USCG in fulfilling its maritime patrol, drug and migrant interdiction, disaster response, and search and rescue missions more effectively. In order for the USCG to missionize the C-27J in its intended mission environment, the USCG must establish an engineering baseline for the aircraft that provides information to formulate an initial AWC/FC position for the current/unmodified aircraft configuration. Once an engineering baseline is established, the USCG will require a Vendor to conduct an engineering analysis for implementing USCG defined changes to this initial aircraft baseline.

3.1 Initial Baseline Airworthiness Certification / Flight Clearance Data The USCG requires assistance in preparing the data elements and engineering analysis necessary to support the establishment of an aircraft airworthiness baseline for the C-27J in its current configuration. The information required to establish this airworthiness baseline will need to be of sufficient detail to support establishing the C-27J AWC/FC position. Vendors shall use their knowledge of the Navy Flight Clearance Process, reference (a), the United States Federal Aviation Administration (FAA) Type Clearance (TC) or the European Flight Clearance process as a guide for the amount, type and detail of the information required to support this effort. Vendors shall estimate the cost to provide this information / data to the USCG. It is not the USCG’s intent to modify the baseline aircraft to meet military standards, but to fully document the engineering baseline from which to evaluate aircraft modifications.

Because NAVAIR is providing engineering support to the USCG, which includes an AWC/FC recommendation, personnel form the NAVAIR, USCG and their Support Contractors will need to confirm the engineering analysis and data is sufficient to support the needed recommendation. NAVAIR engineers will review provided data, request technical assistance and interpret said data, and may conduct flight testing to verify provided data. To support this effort, prospective Vendors shall identify the level of detail in the engineering analysis, information and data, which will be provided or available for review/release to support the AWC/FC requirement. The level of detail of data required may be characterized, as an example, by the providing of data resulting from an instrumented flight test report that is of such granularity that it can be compared to and evaluated against an appropriate analytical model. In the event that a Vendor cannot release certain data to the USCG, the Vendor shall propose a method for providing access to the needed information, data, engineering analysis, and technical support for establishing the USCG HC-27J AWC/FC. Vendors shall identify the access or release position of all available data, to include: delivery of data directly to the NAVAIR Technical Area Experts (TAEs), granting NAVAIR TAEs read only electronic access to the data, or by providing NAVAIR TAEs with escorted /supervised access to this data at a Vendor facility or other designated facility. Any combination of these alternatives shall be considered and recommend by Vendors in order to support establishment of the baseline USCG AWC/FC. For any data that requires escorted / supervised access, Vendors shall identify provisions that establish access at its facility.

3.2 Modification Baseline Airworthiness Certification / Flight Clearance Data In addition to the engineering and data required to support the development of an aircraft airworthiness baseline, the USCG requires assistance in preparing the data elements and engineering analysis necessary to support the establishment of an AWC/FC for a missionized version/configuration of the C-27J. Vendors shall also estimate the cost of providing the necessary engineering analysis, information and data to support the AWC/FC associated with the incorporation of the mission suite modification. The C-27J Mission Suite items listed below will be used as a starting point for the C-27J Mission suite layout. Vendors shall provide analysis and data to support the completion of modification. Data must be of sufficient detail to support issuance of an AWC/FC for the modified aircraft configuration. Vendors shall price the effort to include the cost of providing those engineering services needed for the entire Mission Suite approval. The planned USCG Mission Suite will consist of the following subsystem requirements:

1. Multi-Mode RADAR

2. Electro-Optical/Infrared sensor (EO/IR)

3. Automatic Identification System (AIS)

4. Automatic Dependent Surveillance – Broadcast (ADS-B)

5. Identification Friend or Foe (IFF)

6. Mission System Operators and Observers Stations

7. Internal and External Communications Suites

a. Internal Communication System (ICS)

b. UHF/VHF

c. MILSATCOM

d. COMSATCOM

e. APCO 25 Radios

f. Line of Site Data Link

8. Direction Finding

9. Auto Asset Tracker

10. Laptops and Network Infrastructure

11. USN MINOTAUR mission sensor fusion system Vendors shall estimate the cost to support the AWC/FC baseline and modification efforts, including formulating the required reports or assembling the information and data necessary from all analytical models to support the following engineering approvals:

1. Aerodynamics load analysis

2. Flight dynamics analysis

3. Aircraft pressurization and depressurization analysis

4. Flutter analysis

5. Internal structural finite element model correlation & analysis

6. Prepare an updated aerodynamic performance correlation and analysis

7. Updated thermal analysis

8. Updated electrical, wiring, and electromagnetic interference (EMI) analysis

9. Mechanical design analysis

10. Fatigue spectrum profile analysis

12. Software and avionics interfaces

13. Weight and balance calculations

14. Human factors analysis

3.3 Prototyping and Production

The USCG will be using NAWCAD to integrate the HC-27J Mission Suite into the aircraft because of the classification of the Maritime Patrol Mission Suite. NAWCAD will use the engineering analysis, information and data provided by Vendors as the basis for their approval. NAWCAD will prototype the installation, perform a validation and verification and assemble four (4) aircraft for the USCG. The last ten (10) aircraft are going to be assembled via a competitive contract award using the technical data package (TDP) organized by NAWCAD. Vendors shall estimate the cost to provide the USCG the data rights necessary to support the prototyping and production efforts needed to integrate and install the Maritime Patrol Mission Suite modification into the C-27J aircraft.
