SUMMARY OF CHANGES

SECTION A - SOLICITATION/CONTRACT FORM

The required response date/time has changed from 14-Jan-2016 04:00 PM to 22-Jan-2016 04:00 PM.

The following have been added by full text:

AMENDMENT 0005

1. The purpose of this amendment is to provide answers to vendor questions as follows:

Question 1: Does the government want to receive written proposals (one original and one copy) in two separate binders that each contain all 4 volumes?

Answer 1: As stated in the RFP, the Offeror shall package the proposal volumes in cartons or equivalent packaging containers in the most efficient manner possible grouping like volumes to the maximum extent possible. Each container shall be single person portable. One container shall include all Original Proposal volumes including the original/signed documents submitted as part of Volume 1 Executive Summary.

Question 2: Does the government want two separate CDs - that for the first CD would contain only volumes 1,2 and 4; and for the second CD only contain volume 3?

Answer 2: Yes. As stated in the RFP on page 56, the Offeror will provide one complete copy of the written proposal to the Procuring Contracting Officer (PCO) as electronic files fully compatible with Microsoft Office 2010 and for information not supported by MS Office products, with the latest Adobe Acrobat reader on a CD-ROM. The Offeror will ensure that the Price/Cost Volume is provided on a separate CD-ROM. Each CD-ROM is to be labeled for content and the Offeror’s name.

Question 3: Can all copies plus the original be packaged together or do they need to be separated? If they need to be separated, can you please clarify?

Answer 3: As stated in the RFP, the Offeror shall package the proposal volumes in cartons or equivalent packaging containers in the most efficient manner possible grouping like volumes to the maximum extent possible. Each container shall be single person portable. One container shall include all Original Proposal volumes including the original/signed documents submitted as part of Volume 1 Executive Summary.

Question 4: Regarding Amendment 0004, Question/Answer 1: Respectfully request a review of the requirement for DBA insurance. We believe the contract should contain FAR Clause 52.228–3 Workers’ Compensation Insurance (Defense Base Act) due to U.S. funding of the overseas service contract.

Answer 4: The answer to question 1 on Amendment 4 is hereby corrected. FAR clause 52.228-3 has been added to the solicitation. The cost for DBA coverage is permitted within the cost of CLINS 0001, 0005, 0009, 0013 and 0017.

2. As a result of this amendment, the proposal due date has been extended to 22 January 2016. Except as provided herein, all other terms and conditions remain unchanged.
