SUMMARY OF CHANGES
SECTION A - SOLICITATION/CONTRACT FORM
The following have been added by full text:
AMENDMENT 0004
1. The purpose of this amendment is to provide answers to vendor questions as follows:
Question 1: Is Defense Base Act (DBA) insurance required for this contract? If so, we would like to incorporate this cost in our bid, what CLIN should we use?
Answer 1: The work under this contract is not being performed on a United States Military installation; therefore, DBA insurance is not required.
Question 2: The RFP references travel is to follow JTR. This work is being performed outside of the US. Will travel guidelines fall under the Department of State (DoS) for foreign travel?
Answer 2: JTR governs the travel under this contract. DoS guidelines for foreign travel apply for any travel overseas. Clause 5252.232-9509 provides instructions for travel approval and reimbursement procedures.
Question 3: Per Department of State there are compensation allowances reflected for Taiwan - Cost of living and Post Hardship Differential. Does the contract require this additional compensation for the work performed in Taiwan?
Answer 3: Cost of Living and Post Hardship Differential compensation is at the contractor's discretion. While there are no specific regulations governing payment of overseas allowances to contractor employees, the Department of State, Office of Allowances in the Bureau of Administration, develops and coordinates policies, regulations, standards, and procedures to administer the government-wide allowances and benefits program abroad under the Department of State Standardized Regulations (DSSR) and these typically apply to government civilian employees.
Question 4: The RFP has provided an allowance for relocation/housing. What is included in housing - is it just rent and utilities?
Answer 4: This allowance is used for housing at the discretion of the contractor.
Question 5: The RFP has provided an allowance for Travel. Does this include car rental, gas, and per diem for each day in Taiwan?
Answer 5: The travel CLIN will be utilized for travel to and from the Permanent Duty Station (Pingtung). However, in accordance with RFP clause 5252.232-9509 (5) Car Rental for a team on temporary duty (TDY) at one site will be allowed provided that only one car is rented for every four (4) members of the TDY team. In the event that less than four (4) persons comprise the TDY team, car rental will be allowed if necessary to complete the mission required. A rental car per four team members and gas is budgeted in the cost proposal. Per Diem is not. It is expressed in the RFP that Pingtung is the PDS. Per Diem will be authorized for travel to and from the PDS as described in Performance Work Statement paragraph 3.2.4.2.13. These costs have been included when developing the Governments estimate.
2. Except as provided herein, all terms and conditions remain unchanged.
