SECTION SF 30 BLOCK 14 CONTINUATION PAGE
SUMMARY OF CHANGES
SECTION SF 30 - BLOCK 14 CONTINUATION PAGE
The following have been added by full text:
AMENDMENT 03
The purpose of modification 03 is to provide responses to provide the following:
A) To advise Offerors to provide a capability statement for any and all areas of this BOA that you are capable of performing. BOAs may be isued for all CLINs or a subset of CLINs based upon a vendors capability;
B) To revise SOW paragraph 1.2 SCOPE to include Attachment 0002 and 0003. Attachment 002 and 003; sample drawings for metalwork and cable assembly, are hereby incorporated into this BOA;
C) To provide response to industry questions received regarding Solicitation N68335-13-R-0041. The following is provided:
1. QUESTION: In reference to the paragraph ONE of the synopsis dated 09 December 2012, clarification is requested on “…capable of performing a minimum of 51% of each order”.
ANSWER:
The wording in the synopsis is incorrect. A vendor must be in compliance with clause 52.219-14, Limitations on Subcontracting. This clause states:
"(c) By submission of an offer and execution of a contract, the Offeror/Contractor agrees that in performance of the contract in the case of a contract for --
(1) Services (except construction). At least 50 percent of the cost of contract performance incurred for personnel shall be expended for employees of the concern.
(2) Supplies (other than procurement from a nonmanufacturer of such supplies). The concern shall perform work for at least 50 percent of the cost of manufacturing the supplies, not including the cost of materials..."
If the offeror doesn't meet this requirement, they would be considered a nonmanufacturer and would be subject to the rules/regulations for a nonmanufacturer. For further explanation on whether or not a business qualifies please see 13 CFR 121.406 (http://www.ecfr.gov/cgi-bin/text-idx?c=ecfr&SID=d5c315f0e0adce0b681525edbcf10595&rgn=div8&view=text&node=13:1.0.1.1.17.1.270.22&idno=13)
In addition to certifying at time of Capability Statement submissions, Offerors will be required to certify that they are a small business for each order in which a proposal is provided against an RFQ for this BOA, as well as, provide documentation to show that they are in fact performing the minimum work as described in 52.219-14.
The synopsis has been amended accordingly to reflect the above and is provided at Attachment 004 for reference.
2. QUESTION: As a TDP does not accompany this BOA, can the Government provide more detail on the expected breakdown of likely requirements – i.e. metal work vs. cable and kitting?
ANSWER: Orders placed against this BOA may be a combination of metal work and cable fabrication, 100% cable fabrication, or 100% metal work. The Government does not intend to issue orders against this BOA for 100% kitting; as kitting will always be a subset to either metal work or cable fabrication.
3. QUESTION: Does the Government expect variations on individual orders and will offerors need to certify that they can in fact perform 51% of the individual task order at time of bid submittal?
ANSWER: See response to Q1 and Q2.
4. QUESTION: Will Small Business need to recertify Size Standard and or/re-qualify for the BOA on an annual (or when subsequent BOA notices are posted) basis?
ANSWER: See response to Q1.
5. QUESTION: Can the Government provide any additional information on the scope of the anticipated metalwork? This type of information is needed to adequately answer the Evaluation Criteria (B) “information which demonstrates an experienced machining facility capable of meeting requirements as specified in the SOW.” Paragraph 3.4 of the SOW does not define requirements beyond “fabricate custom metalwork.”
ANSWER: Metal work fabrication may range from modifying Aluminum and/or Steel material by cutting, bending, welding, riveting, punching and drilling holes to construct simple or complex assemblies. These assemblies will include the associated hardware necessary to assemble each item in accordance with their respective drawings. Attachment 003 has been added to the solicitation to provide a sample drawing that is representative of the scope of metal work that may be requested under this BOA.
6. QUESTION: Can the Government further clarify what is meant by the Evaluation Criteria for “certification requirements for routing”?
ANSWER: Offerors are required to utilize commercial best practices for certification requirements for routing, solder, and fiber as listed in SOW paragraph 2.0. A narrative explanation reflecting/documenting the use of these commercial practices would be one means of responding to this requirement.
In addition, the following is provided:
Routing would be in reference to routing of cables in vehicles, transit cases, equipment chassis’, buildings and other enclosures depending on the task. This covers, but is not limited to, bend radius, cable separation, weather proofing, bundling and securing of cables.
Soldering would be in reference to soldering wires to connector pins, terminals or any other electrical connection. Most of the FOSOV cables use solder to terminate the connectors on each end.
7. QUESTION: Can the Government further clarify what is meant by the Evaluation Criteria for “certification requirements for fiber”? Does this refer to fiber optic cable assemblies?
ANSWER: Offerors are required to utilize commercial best practices for certification requirements for routing, solder, and fiber as listed in SOW paragraph 2.0. A narrative explanation reflecting/documenting the use of these commercial practices would be one means of responding to this requirement.
For this requirement, fiber is synonymous with fiber optics. Fiber optic cable is another way to transfer data other than the typical copper cable however; it is faster and can handle more data
8. QUESTION: After a review of the solicitation it is still unclear what these assemblies will entail. Do you have a separate SOW that's different from or in addition to Section C? And, can you provide examples (drawings) representative of the assemblies to be provided?
ANSWER: See response to Q5. Individual delivery orders may contain a separate SOW as applicable.
9. QUESTION: After a review of the solicitation, it is unclear exactly what items are to be quoted under this blanket agreement. As a machine shop we would be interested in quoting any metal work/machining that would be within our scope. I opened a few attachments on the website but could not find a list of drawings or any specific items to be quoted; the solicitation seemed to be pretty general. Do you have more information that you could send me to show me where the actual machined item drawings are to be found?
ANSWER: See response to Q5.
10. QUESTION: I am writing in reference to solicitation number N68335-13-R-0041 (Kit and Cable Assemblies). Is there a restriction to being a BOA prime holder and sub holder? Depending on the opportunities and unique requirements, there may be some that are perfectly aligned solely for our company or for the team. Please confirm.
ANSWER: No.
11. QUESTION: The BOA synopsis does not allow for the use of photographs or pictures in our solicitation response - limiting ability to show the complexity of work and previous deliverables produced for the Government. Would you please consider the limited use of embedded photos in the Experience section of the response to allow for the ease of illustration of previous projects?
ANSWER: Limited use of embedded photographs and pictures is allowable in response to this request; however, offerors are still limited to a total of 12 pages as stated in the announcement (Reference Attachement 004 for revised synopsis posting).
12. QUESTION: Please clarify the term “routing” as stated in section 1), Technical (posted on page two of the synopsis). Can the Government please provide a more specific definition of the word “routing”?
ANSWER: See response to Q6.
13. QUESTION: Please provide clarification regarding the language used in the FBO posting: “...commercial certification requirements for routing, solder, and fiber...” a) Is routing referring to the routing of wires or machine routing? b) Is solder referring to if we can provide solder as a material or perform soldering services, and c) Is fiber referring to if we can provide fiber as a material or perform the building of fiber optic cables?
ANSWER: a) Routing would be in reference to routing of cables in vehicles, transit cases, equipment chassis’, buildings and other enclosures depending on the task. This covers many different things such as bend radius, cable separation, weather proofing, bundling and securing of cables. b) Soldering would be in reference to soldering wires to connector pins, terminals or any other electrical connection. Most of the FOSOV cables use solder to terminate the connectors on each end. c) Fiber is referring to fiber optic cable.
The Capability Statement submission date remains unchanged and is due by 4PM EST 07 February 2013.
