DEPARTMENT OF THE NAVY

NAVAL AIR WARFARE CENTER AIRCRAFT DIVISION

IN REPLY REFER TO:

JUSTIFICATION AND APPROVAL

FOR USE OF OTHER THAN FULL AND OPEN COMPETITION

1. Contracting Activity.

Naval Air Warfare Center Aircraft Division (NAWC-AD) Lakehurst, NJ

2. Description of the Action Being Approved.

This Justification and Approval (J&A) authorizes and approves the issuance of an Indefinite Delivery

Indefinite Quantity contract on a sole source basis to Calzoni SRL, Via Alcide De Gasperi 7, Calderrara Di

Reno, Bologna, Italy for the procurement of up to thirty-five (35) each Advanced Stabilized Glide Slope

Indicator (ASGSI) units for new ship construction to support the Aircraft Launch and Recovery Visual

Landing Aids program. This procurement will also include contractor system verification; travel for system verification and spare parts.

3. Description of Supplies/Services.

The ASGSI is a stabilized optical landing aid which the helicopter pilot uses to visually establish and maintain the proper glide slope for approach and landing during day and night operations. Each ASGSI unit consists of the following: an optical assembly, a Glide Slope Indicator (GSI) assembly which generates

3 colored light beams (green, amber, and red) mounted inside a watertight enclosure on a rotating platform, a GSI Control Cabinet with pushbutton display that controls maintenance functions and houses the electronics needed to control the GSI Assembly and work with the naval vessel network, and 2-

Alignment Reference Pins and assorted connectors, back shells and tubing.

See Appendix A for Estimated Dollar Value

4. Statutory Authority Permitting Other Than Full and Open Competition.

10 U.S.C. 2304(c)(1), Only one responsible source and no other supplies or services will satisfy agency requirements.

5. Rationale Justifying Use of Cited Statutory Authority.

Calzoni, is the original designer, developer, and manufacturer of a Commercial-Off-The-Shelf ASGSI, to which they have made modifications to meet the US Navy’s requirements. This is a fielded system that is currently installed on LCS Class Ships. Award to any other source would require extensive rework for the logistics and integrations. Replacing them with a new contractor would necessitate the development of an entirely new ASGSI. The production lead time for manufacture of the ASGSI unit is ten (10) months.

Procurement delays will negatively impact the ASGSI ship delivery schedule and disrupt planned ship deployments. Additionally, the Government has limited rights for the ship interfaces, but does not own the rights to the commercial portion of the ASGSI. These limited rights do not allow the Government to provide the technical data to another source or to be utilized for competition.

6. Description of Efforts Made to Solicit Offers from as Many Offerors as Practicable.

Market research was conducted; however, no market capability was found other than Calzoni, Srl as they hold the proprietary data and software rights. Market Research was conducted via engine search, industry and subject matter experts. Calzoni was found to be the only source capable of meeting this requirement.

The synopsis required by FAR 5.201 was published on the Federal Business Opportunities on 05 June

2013. The primary synopsis period has elapsed with no inquiries received; however the Contracting

Officer will evaluate any responses received prior to award.

7. Determination of Fair and Reasonable Cost.

In accordance with FAR 15.402, the Contracting Officer shall ensure that all supplies and services provided under this contract are procured at a fair and reasonable price. The contractor will provide a formal price proposal with certified cost and pricing data and sufficient information to support the accuracy and reliability of the estimate. The proposal and cost estimate will be reviewed by experienced technical analysts, cost analysts and contract specialists, with the aid of necessary field pricing support. The

Contracting Officer will utilize cost and price analysis as the basis for negotiating a fair and reasonable price. A Certificate of Current Cost or Pricing Data will be obtained upon the conclusion of negotiations.

8. Actions to Remove Barriers to Future Competition.

For the reasons set forth in Paragraph 5, NAVAIR has no plans at this time to compete future contracts beyond the limited competition for the types of supplies covered by this document. If another potential source emerges, NAVAIR will assess whether competition for future requirements is feasible.
