INTEGRATED LOGISTICS SUPPORT
STATEMENT OF WORK
Statement of work (SOW) for the Environmental Control Unit, (ECU), A/E32C-45A, P/N 1559AS400-1
1.0 PURPOSE: This SOW establishes the Logistics Requirements to update and maintain logistics support for the A/E32C-45A ECU. The Technical Manual, Training requirements, Maintenance Plan, and spare parts are already in place with the previously awarded ECU contract and shall be updated accordingly.
2.0 REQUIREMENTS: The requirements listed herein apply to all logistics deliverables to be provided under the contract.
2.1 TECHNICAL MANUAL CHANGES (CDRL L002): The contractor shall provide marked up change pages to the existing Technical Manual NAVAIR 17-1-573 as required, based upon approved Engineering Change Proposals (ECP’s), Design Control Change Notices (DCN’s), and any text changes deemed necessary to keep the manuals current.
2.2 STYLE AND FORMAT: This manual will support the equipment throughout the life of the ECU. Any changes to the manual will be an update in accordance with specifications in the current version of 17-1-573. The Technical Manual should be written to the requirements of MIL-STD-3001-1 for style and format. An acceptable manual should contain but not be limited to the following; Front Matter, Introduction, Preparation for use and Installation Instructions, Principles of Operation, Operating Instructions, Maintenance and Servicing Instructions, Preparation for Storage (Preservation/De-Preservation) and Shipment, Parts List, and Operational Maintenance Illustrations.
2.3 DESIGN CHANGE NOTICES (CDRL L001): Each production unit shall be identical to the pre-production units. The government must be notified of and approve and configuration change at least 30 days before delivery of changed units. Configuration changes are defined as additions, deletions, supersedures, or modification of the unit or any part of the unit during the performance of the contract. This document shall contain the following information: Identification of the change, reason for the change, Supplementary Provisioning Technical Documentation (SPTD) for the new parts, effects on the interim support material list (ISL) if any, effectivity and interchangeability with the earlier configuration. Approval/Disapproval will be given within 14 days after receipt of the DCN,The contractor shall process all DCN’s as required based upon approved ECP’s and other parts changed due to non availability of required part identified in drawing package 1559AS400-1, to document the configuration changes. All DCN’s must have accompanying SPTD to identify new parts.
2.4 MAINTENANCE PLANNING/PROVISIONING DOCUMENTATION: The A/E32C-45A ECU is used and repaired at the Organizational Level Maintenance of Navy and Marine Corps activities. All components within the ECU will be replaced at the I-Level. For any new items, the contractor will provide cataloging data sheets for each item not having a current National Stock Number (NSN) assigned.
3.0 ITEM UNIQUE IDENTIFICATION (IUID) MARKING OF US MILITARY PROPERTY (CDRL L003): In accordance with DFARS Clause 252.211-7003 Item Identification and valuation, the contractor is required to mark and register all end items and their components meeting the requirements called out in MIL-STD-130N. These include components for which the Governments unit acquisition cost is $5,000 or greater, or any component, subassembly or embedded part that is serially managed, mission essential, or a controlled inventory item.
3.1 CONSTRUCT AND METHOD: Details on creating the UID and the marking method are contained in MIL-STD-130N. The UID may be either UID Construct #1 or Construct #2 with Construct #1 being the preferred method.
3.2 UID LOCATION AND MARKING: The location and marking methods selected should bear no impact on the performance of the part and minimal configuration change (s) to the part. The UID (including 2D Matrix) should be incorporated onto the data plate. If the 2D matrix cannot be incorporated onto the data plate, a 2D matrix sticker can be applied onto the main data plate provided it can be done without covering any critical data. When the 2D Data Matrix is placed directly onto the data plate, the Part Number, Serial Number, and CAGE, human readable characters are not required. If the above cannot be accomplished, a separate data plate can be attached which contains the 2D Number and CAGE. This added data plate should be attached in close proximity to the main data plate.
3.3 PERMANENCY AND LEGIBILITY: The UID marking and identification plates, tags, or labels when used on equipment, parts, assemblies, subassemblies, units, sets, or groups shall be permanent during the normal life expectancy of this item and be capable of withstanding the environmental test and cleaning procedures specified for the item. Legibility shall be as required for ready readability as per MIL-STD-130N.
3.4 UID REGISTRATION: The prime Contractor has the responsibility to furnish IUID data to the IUID registry. Data submission of IUID data and acquisition cost should be via Wide Area Work Flow (WAWF), IUID XML file, IUID flat file, or web entry. Additional information regarding data submission as well as the actual marking can be found at <http://www.acq.osd.mil/dpap/UID/>.
3.5 RECORDS: The Contractor shall maintain an accurate, current list of UIDs for all manufactured items on this contract and supply to the government upon request. The list shall include P/N, Serial #, CAGE, UID Location, Construct used, how it was marked, and the registration method used.
4.0 Logistics Point of Contact: The Logistics portion of the Program is managed by the individual listed below. All Logistics-related questions should be addressed accordingly.
