PERFORMANCE WORK STATEMENT

Performance Work Statement

1 Scope. The scope of this project involves the testing for endotoxins, coliform with E-coli, Heterotrophic Plate Count (HPC) and Ionic Contaminates for Chloride, Iron, Copper and Manganese in the critical water. AAMI TIR34 recommendations require levels to be below 10eu/mL. There will be monthly tests for Endotoxins, Coliform with E-coli, and Heterotrophic Plate Count (HPC) collected in 4 areas (one EvoTech located in NH100 room C216, a second EvoTech located in NHR 165, Steris Tap DI and Steris RO water both located in NHR 163(Steris trailer). Results must be received within 96-hours.

2 Background. On January 4, 2020, the Command received water test analysis for endotoxins from the in-house laboratory, taken on December 28, 2020. Due to the abnormal water results, all surgical procedure were cancelled. As well as all processed instrumentation since the last water testing (6 months prior) was pulled from shelves to be reprocessed. The command has been utilizing a contract with Steris and Onslow for sterilization of clinic and surgical sets. Without this testing, sterilization cannot be performed in-house. Thus exhausting the budget and limiting our surgical proficiency. Setting the turnaround time to 96-hours and the testing frequency to monthly, these issues can be addressed more efficiently.

3 Requirements. This project requires of the company to:

· Provide collection services of samples (using correct collection containers and handling procedures) and pick-up samples once per month on the 3rd Monday (collection services and pick-up on 3rd Tuesday if Monday falls on Federal Holiday).

· Ship samples to be analyzed or analyze in their facility.

· Email results within the 96-hour period for Endotoxins, 24 hours for E-Coli, 48 hours for Heterotrophic Plate Count (if bacteria is detected, an individual breakdown of specific bacteria is required with results received within 7 calendar days) and 120 hours for Ionic Contaminates.

· In this system, we would be testing in 3 different locations (NHR 165, NHR 163, and NH100) at a minimum of 4 samples at the same interval. The 4 samples will come from one EvoTech located in NH100 room C216, a second EvoTech located in NHR 165, Steris Tap DI and Steris RO water both located in NHR163 (Steris trailer).

· Testing requirements must be able show readings less than 10 EU/mL.

· The Sterile Processing Department is open 24 hours a day and approval of working hours can be coordinated with the Department Head. The location of Sterile Processing Department is in the back hallway headed to Family Medicine. The Vendors should contact Ronald Gidrey, SPD Supervisor at 910-449-4958 or ronald.r.gidrey.civ@mail.mil for instruction on this project.
