About this file

This is a Request for Quote (RFQ) Number N6660426Q0311 issued by the Naval Undersea Warfare Center Division, Newport (NUWCDIVNPT) for the procurement of ScioTeq, LLC rugged display units on a sole source, firm fixed price basis with no substitutions allowed. The Government intends to award a purchase order for 10 units of RFD-361/2, 24" Rugged Display, 1920x1200, Multi-Touch PCAP (Part Number K9349312). The justification for sole source procurement cites ScioTeq, LLC as the original equipment manufacturer whose proprietary ruggedization process is essential for compatibility with existing platform infrastructure; alternative hardware would require complete platform redesign, extensive qualification testing, and significant cost and schedule impacts. Shipping charges must be included in unit prices with no separate line item, and delivery is F.O.B. Destination, Naval Station Newport, Rhode Island, with a desired delivery date of 31 December 2026.

Quotes must be submitted electronically to Amy Prisco at amy.k.prisco.civ@us.navy.mil on or before 12 April 2026 at 1400 Eastern Standard Time and must remain valid for 30 days after the solicitation closing date with a recommended validity period of 60 days. The procurement will be awarded to the Lowest Price Technically Acceptable (LPTA) offeror; technical acceptability requires quoting the specified items in required quantities and maintaining acceptable past performance ratings in the Supplier Performance Risk System. Offerors must be registered in the System for Award Management (SAM) prior to award and must provide point of contact information, CAGE Code, UEI number, item prices, shipping costs, and delivery terms. Payment will be made electronically via Wide Area Workflow (WAWF). The requirement is unrestricted with NAICS Code 334111 (Electronic Computer Manufacturing), a small business size standard of 1,250 employees, and PSC 7B22 (IT and Telecom - Computer Servers). This is explicitly not a competitive solicitation; quotes received will be evaluated solely to determine whether to conduct competitive procurement in the future.

WILL BE ISSUED.

Request for Quote (RFQ) Number is N6660426Q0311

This is a combined synopsis and solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6 – Streamlined Procedures for Evaluation and Solicitation for Commercial Items, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested, and a written solicitation will not be issued. In association with FAR 5.203(a)(2) this solicitation ppwill be posted for less than fifteen (15) days.

The Naval Undersea Warfare Center Division, Newport (NUWCDIVNPT) intends to award on a firm fixed price (FFP) purchase order for the following ScioTeq, LLC display on a Sole Source basis, no substitutions allowed.

The Government’s existing platform infrastructure is manufactured by ScioTeq, LLC, the original equipment manufacturer (OEM), which necessitates that the required hardware must also be acquired from ScioTeq, LLC.

Without the essential ruggedization process ScioTeq, LLC provides, the new hardware would not be compatible with existing and would not be compatible with various conditions the platform is subjected to. Utilizing different hardware is not feasible as it would require complete redesign, engineering, and manufacturing of a new platform.

This alternative would also demand extensive qualification testing, leading to significant cost overruns and schedule delays, therefore, ScioTeq, LLC is the only source capable of meeting this requirement.

This requirement is being solicited on an unrestricted basis as concurred with by the NUWCDIVNPT Office of Small Business Programs. The North American Industry Classification System (NAICS) Code is 334111: Electronic Computer Manufacturing. The Small Business Size Standard is 1250 employees. The Product Service Code (PSC) is 7B22: IT and Telecom - Computer: Servers (hardware and perpetual license software).
