About this file
This document is a Justification and Approval (J&A) for a non-competitive procurement by the Department of the Navy's Naval Undersea Warfare Center Division. The procurement is for a base and one option year contract with RLC Electronics to fabricate and repair Periscope and Photonics antenna radio frequency (RF) components for the Electronic Warfare Program. The total contract duration is anticipated to be 60 months, with an estimated total monetary impact across fiscal years 2025 and 2026.
RLC Electronics is identified as the original and sole manufacturer of these specialized RF components, which are critical assemblies integrated into antenna systems designed for undersea environments. The document justifies the sole-source procurement by highlighting RLC Electronics' unique capabilities, including being the only source certified by the PARM (Participating Acquisition Resource Manager) to meet all antenna assembly and imaging mast specification requirements. The procurement will be funded through OPN (Other Procurement, Navy) funds, with the government reserving the right to consider full and open competition in future acquisitions if feasible.

Text version
8. Actions to Remove Barriers to Future Competition.
The Government’s requirement for the supplies and services provided by RLC Electronics or an authorized reseller does not allow for substitution of another contractor’s services, for the reasons set forth in Paragraph 5. In the event that any future acquisition of these services is required, the information contained in Section 5 will be revisited and validated to confirm the brand name specification requirement still exists. Consideration will be given to moving this requirement to full and open competition in the future, if feasible.
