About this file
This document contains responses to requests for information (RFIs) regarding solicitation number N6660423Q0581 from the Department of the Navy Naval Sea Systems Command for construction work on building 1319's rooftop cable tray. The RFI responses provide details on the existing roofing system, lifting capabilities and load limits, parking lot access, applicable environmental control specifications, and clarification that the grounding system test requirement specifying a maximum resistance of 25 ohms is correct. Specific questions addressed include the material and weight of initial lifts, availability of structural drawings, securing the front parking lot, relevance of environmental control sections, provision of existing ground protection, and clarification of grounding system test requirements.

RFIs 0001: B1319 Rooftop Cable Tray N6660423Q0581
1. Is there any product information available for the existing EPDM Roof? The existing roof is comprised of 60 mil EPDM, ½” OSB coverboard, and rigid insulation over 20 ga.
metal decking. Typical roofing system thickness is 2 ¾".
2. Will the Navy provide lifting capabilities to place material and equipment on the roof?
Or will contractor be responsible for provide a crane, L&H plan, etc? The contractor will be responsible for bringing the material and equipment to the roof. The contractor may use a crane or may use the freight elevator to the third floor and then carry the material to the roof.
3. Two initial lifts will be required. The cable tray material lift will be approximately
2000lbs and 4ft x 12ft. The equipment lift will be approximately 100lbs and 4ft x 8ft. Are there any structural drawings available for the roof of B1319 to ensure that it can take the loads? See attached B1319 Roof Design Drawing. The roof was designed for a 25 psf live load.
4. Will the government allow for the entire front parking lot to be secured for as long as needed to bring up/down material? The front parking lot may be secured for a limited amount of time to bring material up and down. It must be re-opened as soon as the lift is complete. The lot cannot remain secured when not actively preparing for or performing a lift.
5. What is the relevance these requested items have with this project?
REF: Section 01 57 19 Temporary Environmental Controls- This contract states numerous items through the specifications that are not applicable to this project. Example below.
“Preconstruction Survey, Employee Training Records Environmental Protection Plan, Solid
Waste Management Permit Spill Prevention Control And Countermeasure (SPCC) Plan, Test
Reports, Monthly Solid Waste Disposal Report, Certificates, ECATTS Certificate Of Completion
Employee, Training Records, Assembled Employee Training Records, Solid Waste Management
Permit, Waste Determination Documentation, Project Solid Waste Disposal Documentation
Report, Sales Documentation, Contractor Certification, Hazardous Waste/Debris Management, Contractor Hazardous Material Inventory Log, fencing requirement, used oil management, identification of waste streams, construction waste management plan, training content, validation of training completion, cleaning recommendations, operation and data packages…”
There are multiple means and methods for performing the project and depending on the contractor’s methods some sections may not be applicable. For example, if a crane will be used, fencing must be set up around the crane and crane staging area to prevent unauthorized access and depending on the crane’s location protection of vegetation may be required. If a crane will not be used, fencing will likely not be required. At least one person must be the designated environmental manager and must complete ECATTS training.

6. Will the government provide existing ground protection on the steel grid. (This will effect
OHMS testing). The government will be responsible for grounding of existing building steel.
7. Which is the correct requirement the government is expecting of the contractor? See below.
“3.1.2.1 Resistance Maximum resistance-to-ground of grounding system: do not exceed 5 ohms under dry conditions. Where resistance obtained exceeds 5 ohms, contact
Contracting Officer for further instructions.”
Then below the specification states in a separate section further down the page the following:
“3.2.1 Grounding System Test the grounding system to ensure continuity is not in excess of 1 ohm and that resistance to ground is not in excess of 25 ohms. Provide documentation for the measured values at each test point. Test the ground rod for resistance to ground before making connections to the rod. Tie the grounding system together and test for resistance to ground. Make resistance measurements in dry weather, not earlier than 48 hours after rainfall. Include in the written report: locations of test points, measured values for continuity and ground resistances at the time that measurements were made. Submit results of each test to the Contracting Officer.”
The requirement of section 3.2.1 is correct. Ensure continuity is not in excess of 1 ohm and that resistance to ground is not in excess of 25 ohms.
