DD Form 254 and associated references.

NOTE: No award will be made to an offeror which does not possess a facility security clearance issued by the Defense Security Service at the level specified in the DD Form 254, Contract

3.1 Technical Factors

3.1.1 Factor 1 – Technical Capability

3.1.1.1 Subfactor A: Technical Approach

The offeror shall provide a complete technical approach to performing the Statement of Work

(SOW) beyond simply restating the SOW requirements. The offeror’s technical approach shall demonstrate the offeror’s clear understanding of the scope and nature of the tasks and subtasks in the SOW, including specific details of how the work will be performed. This approach must cover all aspects of the SOW tasks 4.1 and 4.2.

3.1.1.2 Subfactor B: Hypothetical Task Approach

The offeror shall provide a detailed approach to perform the Hypothetical Task below demonstrating its understanding of the issue(s) presented, the requirements(s) for completion, and the required labor mix which shall include the type of labor category, the experience level, and the number of hours necessary to successfully accomplish the Hypothetical Task. The

Offeror shall identify necessary Applicable Documents (ADs) and Government Furnished

Information (GFI) for the Hypothetical Task and the Offeror’s plan to effectively incorporate these ADs and GFI into the performance of the Hypothetical Task. The Hypothetical Task response shall not exceed the page limits specified in section 1.3(a).

Hypothetical Task #1:

Upon receipt of GFI, the contractor shall analyze the entire Naval Innovative Science &

Engineering (NISE) portfolio (500+ projects), identify which projects are undersea or potentially related to undersea and align those to guidance and strategies (specifically Science &

Technology (S&T) Objective or Chief of Naval Operations Fragmentary Order (CNO FRAGO).

The analysis shall characterize the portfolio and identify gaps in investments. Describe an approach to how the offeror would accomplish this task.

3.1.1.3 Subfactor C: Personnel

The offeror shall identify at least one Key Person and provide a resume for the Key Person. The

Key Person must be a person that shall perform SOW tasking.

Qualifications of Key Personnel shall not be based on the presumption of future education or experience. The qualifications listed in each individual proposed Key Personnel resume, not the specific individual, are the materially relevant aspects of the proposed Key Personnel partially forming the basis of award under C-237-H002, Substitution of Key Personnel. Therefore, even if a proposed Key individual becomes unavailable to the offeror between proposal submission and award, the Government will evaluate and make its award decision based on the qualifications listed on the proposed resume(s). When the Government awards a contract under those circumstances, the Government will require the awardee to use the qualifications listed on the relevant proposed Key Personnel resume as the basis for replacing that individual under C-

237-H002 during contract performance.

The resume shall not exceed two (2) pages. The resume shall include: employee name, number of years of professional experience, current position/title/employer, educational history, chronology of professional experience, current level of security clearance. The resume does not count towards the page total listed in Section 1.3(a).

3.2 Factor 2 - Past Performance

(a) The offeror shall provide three (3) past performance references, if available, that reflect recent and relevant experience performed within the last three (3) years of the closing date of the solicitation. The Offeror shall include a discussion on how the references provided are relevant to the work being proposed.

For each reference, the offeror shall include contract/task order number, contract/task order type, program name, total contract/task order cost, and names and valid telephone numbers for the

Procuring Contract Officer (PCO), Contracting Officer’s Representative (COR), and

Government Program Manager (PM).

For each reference, the offeror shall identify its role as either a prime contractor or a subcontractor on the referenced contract.

If the offeror was a subcontractor on the reference, then the offeror shall provide an explanation of its role in contract performance as well as the dollar value of its subcontract.

For each reference, the offeror shall also provide a written explanation describing the work that was performed and how the work was or is relevant to the work being proposed in this solicitation. The offeror may provide information on problems encountered on the identified contracts and the offeror's corrective actions.

(b) Each past performance reference shall not exceed two (2) pages per reference, for a total of six (6) pages.

(c) Subcontractors proposed to perform more than twenty-five percent (25%) of the total proposed value of the contract shall also submit three (3) past performance references, if available, that reflect recent relevant experience performed within the last three (3) years and demonstrate the ability to handle work performed under this contract. Subcontractor past performance references shall contain the same information as that of the prime as listed in paragraph (a), above. Each past performance reference shall not exceed two (2) pages per reference, for a total of six (6) pages per subcontractor.

4.0 PRICE

The offeror shall include all data and information required for evaluation. The offeror shall complete all CLIN’s by filling in the proposed unit prices on a Firm Fixed Price (FFP) basis for the items listed. The offeror shall extend the unit pricing, multiplying the Unit Price by the quantity shown to produce a total FFP per CLIN. The offeror shall also provide a total price for all CLINs.
