Brand Name Specification:

The Avaya Communication Manager System maintenance renewal is only provided through Avaya and its approved partners, no other brand is capable of providing the required maintenance and continued support of NUWCDIVNT’s telephony system. This must be procured through Avaya or its Diamond partners to provide NUWCDIVNPT direct access to Avaya, which is essential to rectify emergent system outages that jeopardize NUWCDIVNPT operations, security, and safety.

NUWDIVNPT utilizes a two-wire copper infrastructure that supports all stations on base. Procuring a new phone system would have to be a Voice Over IP (VOIP) based system with IP phones. This would result in the re-engineering of all cabling to the stations for an 8-wire Ethernet infrastructure, as well as the deployment of countless network switches to replace the current Media Gateways and Carrier cabinets at all buildings. Ethernet cabling has a distance limitation of 300 feet and many larger buildings at

NUWCDIVNPT surpass this limit.

In addition, NUWCDIVNPT uses a large number of Avaya digital phones that provide enhanced telephony features. These phones are proprietary to Avaya systems and will not work with other vendor systems or vendor support. This is a large investment that NUWCDIVNPT has amassed and would have to be replaced entirely if a new system is installed from a different vendor. All BCO engineers and technicians have been trained and certified on the Avaya Communication Manager platform. Changing to a system from a different vendor would require all personnel to be retrained and certified to maintain the system. The estimated cost of an upgrade to a new VOIP system from a different vendor could exceed $5 million in non-reoccurring costs and an additional estimated cost of $500K per year to maintain. Such an endeavor would take over two years to implement due to the re-engineering and re-cabling of the base infrastructure.

This requirement must be provided by Avaya or its Diamond partners to ensure that the proper support is given and that they have the expertise in applying the Military Unique Deployment Guide (MUDG) after installation. The MUDG is critical to ensure that the system is Joint (JITC) certified to support the DoN

Accreditation process.

RESELLERS:
