v1.2_JUNE2016
SOLE SOURCE JUSTIFICATION
LRCS Inner Mast Unit
PR 1300734129
BACKGROUND:
The Naval Undersea Warfare Center, Division Newport, is being tasked to test and install Electronic Warfare (EW) systems on boats. The program needs to acquire Low Radar Cross Section (LRCS) Inner Masts, being used for . Prior procurement of this material was to also acquire the technical data package (TDP), which would enable subsequent competitive procurements for other companies. Although the Government has initiated the process of validating the TDP, the process is still in a preliminary stage. Unfortunately, the Government cannot wait until the TDP is validated, Until the TDP can be fully validated, approved, and incorporated into the Government technical drawings and specifications, the LRCS Inner Masts cannot be procured competitively.
REQUIREMENT:
Material Requirement: LRCS Inner Mast Unit Source/Vendor: GSE Dynamics (CAGE: 29183)
SOLE SOURCE JUSTIFICATION:
Based on the below, the Government has determined there is currently only one responsible source that can meet our requirements.
A full and open competitive procurement cannot occur at this time because the current NUWC TDP does not fully define the requirements of the LRCS Inner Mast. GSE Dynamics developed the TDP and has been the only manufacturer to date.
NUWC procured the TDP from GSE Dynamics in a previous SAP contract. The TDP required to support a full and open competitive procurement is currently in the possession of the Government.
Although NUWC is in possession of the TDP, it has not been reviewed or validated. It will also need to be incorporated into the current NUWC TDP.
The time necessary to complete the NUWC TDP which would facilitate a competitive buy would delay
Lead time, quality inspection, integration, and delivery of this unit must occur by this date.
The reason why this procurement needs to be sole source is that the time it would take to finalize v1.2_JUNE2016 the NUWC TDP in addition to lead time, quality inspection, integration, and delivery will cause schedule slippage for the listed platforms.
It is requested that sole source procurement be authorized IAW FAR Part 13.106-1(b)(1).
