1.0 Background

The Naval Undersea Warfare Center Division Newport (NUWCDIVNPT) Electromagnetic

Department, Code 34, is tasked by the Naval Sea Systems Command (NAVSEA), Office of

Naval Intelligence (ONI), Naval Supply (NAVSUP), and other Government activities to perform a wide range of engineering and technical/program management functions in support of Submarine Imaging. Code 34 is responsible for the comprehensive technical, financial, and program management of Submarine Imaging and other undersea imaging projects for

NUWCDIVNPT. The scope of technical functions that Code 34 performs include:

engineering design studies, application studies, acquisition documentation development, technical specification development, development activity monitoring, system integration and testing, system certification testing, technical documentation development, in-service engineering, functional specifications, Fleet support services, technology refreshes and

Advanced Processor Builds (APB) of system electronics, Commercial Off the Shelf (COTS) adaptation to military application, life-cycle management functions, and material acquisition.

NUWCDIVNPT has a requirement for two (2) Mission Configurable Mast (MCM) Electrical

Hull Penetrators (EHP) for Virginia Class submarines. The required units will penetrate through the submarine’s hull and therefore require SUBSAFE/LEVEL-I certification and documentation for each MCM EHP. The MCM EHP was designed by NUWCDIVNPT. This effort develops, fabricates, tests and qualifies the EHP design and supplier as detailed herein and in Appendix A to this Statement of Work (SOW).

2.0 Scope

This Statement of Work (SOW) sets forth Contractor task requirements for the fabrication, inspection, testing, documentation, and delivery of two (2) Mission Configurable Mast

(MCM) Electrical Hull Penetrators (EHP). This Statement of Work (SOW) sets forth

Contractor task requirements for the production and logistics of the SUBSAFE/LEVEL-I

Material. The material utilized in this contract will be fabricated for use in a critical shipboard application. The Contractor shall follow the SUBSAFE/LEVEL-I process for the fabrication of the EHP units. See SOW Appendix A for specific SUBSAFE/Level I Program requirements.

2.1 Sponsors: The Sponsor of this effort is Naval Sea Systems Command (NAVSEA)

Commander Submarine Force Atlantic (COMSUBLANT).

2.2 Type of Funding: Operations & Maintenance, Navy (O&MN) funds will be provided for this contract.
