Brand Name Justification Title: B990 4TH Audiovisual Physics Based Modeling (PBM) Collaborative Spaces

PR: 1300630881

BACKGROUND:

The NUWCDIVNPT Chief Technology Officer (CTO) is responsible for the division’s mission of building and maintaining Physics Based Modeling (PBM) technical competency. To meet that mission, there is a need to be able to display ultrahigh definition graphics and animations supporting the PBM group that will be using four new collaborative spaces located on the B990 4th floor. The PBM Lab, Collaboration Space, War Room and Conference room, are shared multi-department resources. Previously the PBM made use of the 4K display capability in the IDC to display ultrahigh definition PBM animations to support presentations and development efforts. The new spaces centralize the PBM development capability and by locating the display capabilities in the same workspace it will be very efficient. The 4K/8K/UHD display technologies also support collaboration activities taking place in the adjacent collaboration spaces. With the relocation of the War Room to the 4th floor, the virtual worlds development group can take advantage of PBM and other models to use this advanced display capability to support future concepts development. This justification is to procure the necessary audiovisual equipment as a system to support the CTO PBM mission. There is a desire to have the PBM audio visualization system fully operational by early May 2017 for a division event.

The anticipated total value of this requirement is $94,000.00

Sole Source Justification/Brand Name Specification:

The specified brands for the audio-visual equipment are part of an integrated design solution that meets the audiovisual requirements for the PBM spaces and users. The design incorporates the latest state of the art display technologies. The system design includes using high quality video switching technologies with high performance video extension systems to ensure minimal visual quality signal loss from the source computing devices to the destination displays. The commercial grade display technologies have been sized and specified to provide acute detail of displayed images while meeting the high utilization uptime that is required. Premium cabling is built in throughout the design to ensure end to end optimal visualization integrity. High fidelity audio playback is integral in the design and it is achieved through the use of the aforementioned high quality audiovisual switching system. The system is scalable to support a CIP project to provide the best audio/visualization to interconnect the PBM with the B1320 USWAL Conference Room and B1346 Chafee Auditorium as directed by the DIVNPT TDB and CTO.

The Physics Based Modeling collaborative spaces audiovisual capability is a system solution that meets the high quality audiovisual system requirements identified by the DIVNPT TDB and CTO. As being an integrated system, a substitution of any piece of pieces of equipment would require a thorough analysis to determine its compatibility and impact on overall optimal system operation. The time to determine the impact of a substitute component on the system could delay system from being fully operational by the operational deadline early May 2017 for a division event.

The specified brand name, no substitution components included in this procurement, and as shown in the table above, are vital to ensure NUWCDIVNPT, Code 1041, is successful in building and maintaining the physics based modeling technical competency. The cost to the Government to consider other manufacturers for these components will be significant and compromise the integrity of the already approved system configuration and design. The many labor hours spent testing and certifying the approved configuration, re-procurement costs, design retesting and certifying time delays will negatively impact the mission success.

1. SHARP DISPLAYS AND MONITOR

The display size is compatible with the system design. It is critical that the Wi-Fi modules can be physically extracted from the displays and meet compliance with NUWCDIVNPT Information Assurance (IA) guidance; Sharp’s product solution has that capability and the Media Center Staff has been trained to remove the modules. Sharp has the required 3.5 mm space between video walls monitors. Sharp is certified as 24x7 reliability and has 3-year onsite parts and labor warranty.

2. EXTRON

The Extron audiovisual switching and extension system are compatible to the design. In addition there will be future integration with IDC and Chafee which already has government owned audio and visual Extron switches which are compatible with Sharp Displays. The Media Center staff has extensive vendor training in Extron switching and control systems, regarding design, installation, configuration, operation, and maintenance.

3. CHIEF MOUNTS AND ACCESSORIES

The existing facilities Support wall was installed based on the design criteria for the use of the Chief Video Wall Mounting System for power and cable management.

4. TASCAM BLUE RAY PLAYER

The Tascam Blue Ray player has integrated RS-232 control interface which meets the system design criteria. NUWCDIVNPT Information Assurance (IA) guidance prohibits Wi-Fi and Bluetooth modules being incorporated into the player; the Tascam player is compliant.

5. ESPON PROJECTOR

Epson projectors are currently in use throughout NUWCDIVNPT. This will enable the procurement of bulk parts and consumable support (i.e. bulbs) which provides a great discount than ordering parts of varied brands. It will significantly reduce the cost of maintaining the projectors and reduce downtime due to lack of parts support as well. The Media Center staff has extensive in house training with Epson projectors for installation, configuration, operation, and maintenance.

RESELLERS:

As part of Code 1041’s initial market research, the aforementioned list was presented to several potential sources. This brand name requirement will be synopsized/solicited on the Federal Business Opportunities (FEDBIZOPS) website and all authorized resellers of the specified brand name components will be considered for award.

CONCLUSION:

Under the authority of the NUWCDIVNPT Chief Technology Officer (CTO) and by direction of the DIVNPT TBD, the physics based modeling (PBM) group has a need to be able to display ultrahigh definition graphics and animations to meet the division’s technical competency mission. The PBM will encompass four new collaborative spaces located on the B990 4th floor. This SMMJ is to procure the components listed that are part of an entire system that incorporates state of the art technologies to provide the highest audiovisual quality available.

Requiring Department:

Based on the above, I recommend this acquisition be conducted on a Sole Source/Brand Name Specification basis. I certify the technical data which form the basis of this justification are complete and accurate.
