v1.1_MAY2016
SOLE SOURCE JUSTIFICATION / LIFEPAK 1000
Purchase of Automated External Defibrillators (AED’s)
1300571827
BACKGROUND:
The OPNAV Instruction 5100.29, NAVY INSTALLATION AUTOMATED EXTERNAL DEFIBRILLATION
PROGRAM and the COMNAVREG MIDLANT INSTRUCTION 5100.1, PUBLIC ACCESS AUTOMATED
EXTERNAL DEFIBRILLATION PROGRAM mandates Naval Undersea Warfare Center, Division
Newport (NUWCDIVNPT) to install AED’s in pre‐determined high risk or hazardous work environments. The Navy Region Mid‐Atlantic (NRMA) Fire & Emergency Services (F&ES)
Operational Medical Director (OMD) is accountable for this program and is authorized to provide written approval of these devices. The Safety Office, Code 1024 is responsible to implement this program.
NUWCDIVNPT has received verbal permission from the OMD to put to purchase AED’s. The decision to procure a specific type of AED is based upon compatibility with the AEDs used by
F&ES. PHYSIO Control has a sole source contract for the LIFEPAK AED’s we are required to use.
In addition, PHYSIO Control will provide all AED accessories including signage used in the buildings with high risk or hazardous environment.
REQUIREMENT:
Provide parts list (must match quotes):
MFGR Part No Description/Title Qty Configs (If applicable)
80403‐000148 LIFEPAK CR Plus 51
11220‐000079 AED Wall Cabinet with alarm 48
11403‐000001 LIFEPAK CR Plus Replacement kit 2
11998‐000332 AED Wall Sign 51
Sole Source Justification/Brand Name Specification:
This effort requires the purchase of LIFEPAK AED’s, accessories and signs for installation in the buildings which have been identified as high risk or a hazardous work environment. The type of AED, LIKEPAK CR Plus, is determined by the NRMA F&ES OMD, which has a sole source contract with PHYSIO Control. PHYSIO Control is the only known company that offers the LIFEPAK Defibrillators required by the NRMA F&ES and this type of AED is the only AED that meets all of the requirements outlined above.
