4 . Statutory Authority Permitting Other Than Full and Open Competition
10 U. S . C. 2304(c) (1), Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements.
5 . Rationale Justifying Use of Cited Statutory Authority
In accordance with FAR 6. 302-1 (a} (2) (iii} (B} , as a follow-on effort, these DoD services are only available from the original source, SEA CORP, for the continued provis ion of highly specialized services as it is likely that award to any other source would result in unacceptable de l ays in fulfilli ng the agency's requirements. The follow ing information details the highly special ized services that were performed under the previous contract with SEA CORP, N66604-12-D-2130, and the highly specialized services that need to be maintained under the new follow- on contract wi~h SEA CORP.
The Data Processing Subsystem {DPS) TRIDENT Signal Data Converter (TSDC) and its associated firmware, is "mission critical" legacy equipment . The DPS TSDC program provides hardware and software l ife cycle support for the CV-3325B(V}2/0YK, CV- 3325B(V)4 / 0YK , CV- 3325B(V)5/0YK and the Obsolete Equipment Replacement (OER) TSDC to the Ohio Class Submarine program . The CV- 3325B{V)/OYK is an Obsolete Equipment Replacement for the CV- 3325/0YK {C4) and the cv- 3325A/UYK {D5) . The TSDC is a custom built MIL- SPEC signal converter used to interface the UYK-43 computer to the ships analog and digital signals. The CV-3325B{V)/UYK is a deeply embedded control system consisting of a Motorola MC68020 uProcessor as the Main Controller and up to six remote National Semiconductor HPC 16003 Input/Output Controllers . There are two program memory cards that contain the firmwa re that is loaded into each contro ller that defines what operations each will perform. Four variations of firmware were developed under the previous contract (N66604-12-D- 2130) in order to support the Fleet.
The DPS TSDC and its associated firmware is installed onboard the Ohio Class Submari nes SSBN and SSGN c lasses . For SSBN, the DPS TSDC directly supports the United Stat es national security and the strategic deterrent mission of the TRIDENT Program . For SSGN, the DPS TSDC directly supports the Strike capability of the platform .
This effort requires the ability to analyze legacy DPS TSDC hardware and firmware problems and maintain and refurbish legacy DPS TSDC hardware and firmware . It requires an in-depth understanding of the complete DPS TSDC hardware and its related firmware.
The Original Equipment Manufacturer (OEM) for the DPS TSDC was Ocean Technologies Inc (OTI). OTI went out of business in 1992 and the equipment and associated components used in the Ohio Class Submarine Data Processing Subsystem (DPS) TRIDENT Signal Data Converter (TSDC) CV-3325B (V)/UYK equipment and related systems are no longer manufactured . Once OTI went out of business, SEA CORP hi r ed OTI's TSDC Subjec t Matter Experts (SMEs) . These employees have worked for SEA CORP for over 20 years and are tra ining their apprentices on the unique skill set required to repair the DPS TSDC . The experience, skill set required for timely installation, maintenance, and repair of the Ohio Equipment Replacement TSDC rests solely with SEA CORP and their employees. In addition, the Ohio Submarine Class program is the only program using the OER TSDC, thereby further limiting available expertise from sources other t han SEA CORP, for maintaining t hese now unique , obsolete components . There are no other known contractor s at this time that has the capabilities to perform the maintenance and repair o f the DPS TSDC . This capability does not exist at t he Nava l Undersea War fare Center Division , Newport (NUWCDIVNPT) . If an alternative contractor were used, it is estimated that an investment in excess of would be required for the training, facilities, and equipment, in order to handle the maintenance and repair of the
DPS TSDC .
Since the DPS TSDC is mission critical, the Fleet requires that any DPS TSDC high-priority problem be temporarily resolved within a 24-hour per i od to avoid Jeopardy of the strategic deterrent mission of the TRIDENT Program. A temporary resolution can include a TSDC firmware update or a TSDC procedural workaround until a final TSDC firmware or hardware fix can be implemented. All temporary resolutions must allow for full functionality of the DPS TSDC .
Timeliness under the Field engineering support is critical to the Fleet . The Fleet's required response and repair time for resolution of high-priority TSDC problems is 24-hours or less . The s hort turnaround is driven by hull availability schedules . As mentioned above, SEA CORP's SMEs have provided hardware field engineering support for over 20 years and possess the knowledge and expe r ience to provide technical assistance on high priori ty hardware problems
J&A Number : 14062 . 0 reported on SSBN and SSGN platforms . SME's use land-based laboratories to assist i n problem re - creati on which provides reliable troubleshooting directions . Examples of exceptional support by SEA CORP SME's include:
1 . USS Alabama observed the Digital Display Unit (DOU) on the CONN showing erroneous values for heading, speed & depth .
After reproducing the pr oblem i n the lab, SEA CORP SMEs contacted the Bangor NSCC waterfront representatives directly and provided them with the new troubleshooting guidance . NSCC later reported that the troubleshooting guidance was effective and that the issue was resolved. (Aug 2010)
2 . USS Michigan observed a total failure of TSDC B.
Troubleshooting efforts by Northwest Regional Maintenance center (NWRMC) concluded that an internal TSDC flat cable was faulty . DPS ISEA recommended replaci ng the TSDC as the cable replacement was a DEPOT-level effort . SEA CORP gr oomed a TSDC to replace the failed unit and conducted an investigation into the failure of the returned TSDC . Results found the flac cable was not at fault, a shorted wire on t he backplane was the actual fau lt . The unit is now operational . (May 2009)
In addition to the above , Sh i pboard Systems Integration (SSI) Increment 4 (Inc 4) content required conjunctive changes to the TSDC to replace the NAV/SHIP MIL-STD-15538 between Navigation Interface Function (NIF) and DPS TSDCs wi t h Gigabit Ethernet . The changes introduced COTS hardware to the legacy TSDC whi ch required interfacing to the HDLC serial bus within the TSDC. SEA CORP is the only company possessing the level of knowledge of TSDC backplane inte r facing and hardware integration necessary to implement t he SSI INC4 changes and to maintain them.
The TSDC software is software that takes exist i ng code written in ADA, C, Motorola MC68020 uP Assembler programming language, and National Semiconductor HPC 16003 Assembler progr amming language for its Main Controller software program and f ive I nput Output Controllers (IOC), and modifies it to accommodate new Fleet requirements. SEA CORP is the sole developer of the Fleet imposed TSDC software changes, and as such, SEA CORP has a complete understanding of all existing TSDC software components, as well as the associated performance requirements and its relationships to SSGN NPES and SSBN CCS system level requi r ements . The TSDC firmware image is generated using four different End Of Life (EOL) compilers; Telesoft RT- Ada Compiler, MicroTec Research C Compiler V3.3, MicroTec Research C Compiler V4.l, and National Semiconductor C Vl . 3 . Since all compilers are EOL, user training is no longer avai l able .
Part of the implementation of the SSI Inc 4 was the introduction of a new real - time operating system (RTOS), compiler , and programming language . The implantati on introduced COTS software to the legacy TSDC which requires interfacing to the TSDC infrastructure . SEA CORP has 20 years of experience working with the selected RTOS , J&A Number: 14062.0
VxWorks, and integrated that knowledge with the current TSDC software programs to deliver the firmware required for the module.
SEA CORP is the only company with 20 years of experience working with this software, and is the only company capable of maintaining it.
Similar to the hardware support, software problem analysis is required within strict tim.e constraints as dictated by hull availability schedules. The Fleet's response time for resolution of Priority 1 problems is within 24-hours of notificati on, and can range from fly - away, to a hull, to conducting onboard investigation/resolution/repair, to investigation at shore site facilities, including LCSF during local integration/certification evolutions. This timely response capability requires an in-depth knowledge of TSDC software. TSDC domain problem investigation requires specialized debugging skills using Logic Analyzers and system knowledge to analyze Main Controller CPU operations and roe operations at a binary machine code level . SEA CORP is the only company possessing the level of knowledge and expertise of TSDC software necessary to meet the acceptable Priority 1 response time of 24-hours.
The following DPS tasks and programs are under strict requirements that must be met according to schedule. Any delays i n continuation of these efforts will impact delivery of the products to the Fleet and adversely affect Fleet readiness. The Contractor must be able to begin working at a high level immediately at the time of contract award. SEA CORP is the only source that has the level of knowledge and specific tasking and program experience to successfully meet the strict schedule requirements as detailed below:
1 . OER Ship Control (SC): Support integration, certificati on, and shipboard installation activities beginni ng in August 16 to meet Ohio Class Submarine SSBN and SSGN installation availability periods. SSBN installations are highly concentrated events with zero risk tolerance for delays .
2 . SP Shipboard Systems Integration (SST) Increment 4: Support integration and certification activities beginning in October 16 (8.x ) to meet associated Ohio Class Submarine SSBN installation availability periods. The ability to respond to all DPS TSDC floor problems from the TRIDENT Test & Evaluation (T&E) team within 24 hours of notifi cation is required .
6. Description of Efforts made to Solicit Offers from as Many Offerors as Practicable
Due to the requirements and rationale described herein, the only known source that can fulfill this requirement is SEA CORP. This sole - source requirement was synopsized on the Federal Business
J&A Number: 14062 . 0
Opportunities (FedBizOpps) website on 28 July 2015 in accordance with the requirements of FAR 5.2 - Synopses of Proposed Contract Actions. To date , no other potential sources expressed interest in t his requirement . No additional market research was conducted since i t is not practicable , for the reasons discussed in Paragraph (5) above, for any company other than SEA CORP to provide the required supplies and services .
7 . Determination of Fair and Reasonable Costs
The Contracting Officer will make a determination of fair and reasonable pricing for this action using the proposal analysis techniques at FAR 15 .4 04-1 .
8 . Actions to Remove Barriers to Competition
NAVSEA PMS392 has successfully proposed the SSBN CCS/DPS modernization program to start FY16 . This program includes NUWCDIVNPT tasking to design/develop a modernized CCS architecture which enables replacement of the TSDC functions with COTS open architecture equipment . The program is projected to complete replacement of TSDCs on the SSBN fleet by FY22. If another potential source emerges in the future , NUWCDI VNPT will assess whether competition for future requirements is feasible.
