Installation of Partial ECPs is authorized in accordance with Depot Instructions per the Photonics Mast Subsystem Sensor Unit Depot Maintenance Technical Manual, ER 2000.88, see applicable documents section 3.1. The contractor shall have a plan in place to manage an increase in repair activity as to minimize the impact to the repair period defined in the performance standards. The plan shall address increased capacity in facilities, personnel, equipment and any other identifiable factors.
The contractor shall use available GFM to repair Photonics Masts. The initial GFM list is found in appendix 1. The contractor shall maintain a list and quantity of GFM used to support Photonics Mast repairs and shall revise and submit updates monthly, in accordance with section 4.9. The contractor may use parts of a Photonics Mast inducted for repair under this contract to be used as GFM to repair another Photonics Mast. The contractor shall notify the Government 24 hours prior to removal of the part(s) and provide the part number(s) being removed from a Photonics Masts for repairs to another Photonics Mast. The Contract shall identify as part of the notification the source and destination Photonics Masts by serial number. The contractor shall include the removed part number and serial number in the certification of repair report for the destination Photonics Mast. The contractor shall notify the Government 24 hours in advance of replacing parts in Photonics Masts used as a source of repair parts.
The contractor shall prepare an overhaul plan that identifies all parts being replaced, upgrade and evaluated as part of the Class of overhaul to be performed.
The contractor shall perform acceptance testing on each Photonics Mast using ER 2000.88 and test specifications as listed in applicable documents section 3.1 as applicable to the configuration of Photonics Mast upgraded, repaired or overhauled. The contractor shall provide a certification of repair report for each completed Photonics Mast that shall include:
a. A copy of the Photonics Mast Sensor Unit or Sensor Assembly test data with reference to the Photonics Mast repair standard or test specification used and reference to separately provided classified test data.
b. Any included deviations or waivers approved for the associated Photonics Mast.
c. A list of the failures and corrective actions.
d. A list of all components replaced with part number and the serial number.
e. A list of ECP installed and any previously accomplished ECP.
f. The national stock number (NSN), Photonics Mast part number and serial number.
g. Outgoing Photonics Mast inspection form in accordance with ER 2000.88.
h. Any upgrades incorporated including revised subassembly part numbers and serial numbers.
i. The recorded operating hours and other system recorded maintenance data at TI&E start and at completion of acceptance testing.
j. An estimate of the number of hours the Photonics Mast was in-service prior to being pulled from service based on available information.
The contractor shall archive tests reports not required as part of the certification of repair report. The contractor shall make test reports available to the government.
The contractor shall perform acceptance testing to ER 2000.88 requirements, except that the structure borne noise level will be no more than the mean plus 3 standard deviations of the results of 28 previously structure borne noise tested Sensor Units as documented in the Analysis Document AD001908 Structure Borne Noise Mast Lists, see applicable documents section 3.1.
The contractor shall provide failure data for repaired Photonics Masts via the Imaging Failure Tracking and Asset Management System (IFTAMS); a Government owned database available via the internet.
