Sole Source Justification
Vendor and Requirement:
It is requested at a Sole Source procurement of a suite of Sunair Electronics (Sunair) be made for installation at the new SESEF Facility in Rota, Spain. The Sunair RT-9000 HF/SSB transceiver, LPA-9600 power amplifier and CU-9150 antenna coupler combine to make up the SESEF High Frequency (HF) transmitter system. Presently there are three HF transmitter systems installed at SESEF Norfolk, SESEF Mayport has three systems, and SESEF Yokosuka has one system. Additionally, all SESEF Facilities share spare parts, printed circuit board extenders, test software and associated software and test apparatuses which are solely designed for use with this HF transmitter system. Sunair is the only manufacturer of this proprietary design and is the only vendor that can supply components that are form, fit, and functionally compatible with the existing SESEF equipment suite.
Governments Minimum Requirement/Salient Characteristics:
The Sunair transmitting systems combine all the necessary functions required by all SESEF facilities namely Automatic Link Establishment (ALE), Upper Sideband (USB), Independent Sideband (ISB), Lower Sideband (LSB) Amplitude Modulation (AM) and Continuous Wave (CW) operations coupled with Tactical and Data Information Links (TADIL) functionality at 1kw operational power.
Why No other vendors meet the Government Minimum requirements:
Sunair Electronics manufactures the RT-9000 HF/SSB transceiver, LPA-9600 power amplifier and CU-9150 antenna coupler that combine to make up the SESEF HF transceiver system and is the sole manufacturer of their propriety design. The use of another manufacturer’s HF Transmitter system would require the redesign of the SESEF Installation to support the different mounting requirements, replacement of wiring, cables and connectors. Additionally electronic interfaces to a different HF Transmitter would require extensive testing and certification to ensure proper operation and control. The impact of a different system would be an estimated 6 months delay due to reconfiguration and testing requirements at a cost in excess of $50,000.00; plus the long term cost of maintaining a separate suite of spare parts and components for the different system.
Why only one source:
Sunair Electronics is the original manufacturer of this proprietary item and is the only vendor that can manufacture a new system that matches the existing equipment. .
