AMENDMENT #0002

RESPONSE TO INQUIRIES

1. QUESTION: We are currently evaluating if the acoustic measurement capability at our subcontractor is sufficient to evaluate a pass/fail criteria for the new radiated noise level test that was added to the CIPS per 2714NE018. As a potential alternative could you please tell us if NUWCDIVNPT has this capability/procedures established to perform this test.

RESPONSE: NUWCDIVNPT believes that the concern or question is overcome with clarification to the

PRODUCTION RATIATED NOISE TEST paragraph 4.2.1.6 as stated below.

4.2.1.6 Production Radiated Noise Test is meant to be the AMBIENT CONDITION compliance to the requirement

3.2.1.5 Radiated Noise. The anticipated contractor test setup summary is simply to submerge the DT-705 under test in open water with a low noise hydrophone set one (1) meter away and outputting into a spectrum analyzer with sufficiently low noise floor to measure below Sea State 1 (SS-1) (see Critical Item Performance Specification

(CIPS) figure 2).

Satisfactory "open water" conditions are any combination of temperature and pressure that are within the in-water operating temperature (requirements paragraph 3.2.3.2.1) and operating hydrostatic pressure (requirements paragraph 3.2.3.2.2) range. For example, 18°C/2 psig would be satisfactory.

To clarify the above, NUWCDIVNPT will update the CIPS by adding the words "ambient condition" as shown below in [ ] , and adding the statement "@1m" to the y-axis label in CIPS figure 2.

Section 4.2.1.6 of the DT-705 CIPS will read as follows:

Each DT-705A sensor shall be submerged in water and powered ON. A hydrophone shall be mounted such that it faces the sensing element of the DT-705A sensor and the acoustic output shall be measured for [ambient condition] compliance to paragraph 3.2.1.5. The contractor shall submit a test plan that provides the specific equipment and test setup to be used to demonstrate compliance.

2. QUESTION: Could we please have an extension to the bid due date to June 24'th to allow us to prepare the bid for N66604-14-R-0039?

RESPONSE: As contained herein, the solicitation closing date is extended from 23 May 2014 to 06 June 2014.

SECTION A - SOLICITATION/CONTRACT FORM

The required response date/time has changed from 23-May-2014 02:00 PM to 06-Jun-2014 02:00 PM.
