QUESTIONS AND ANSWERS

N66604-14-Q-0816 Questions and Answers

Q1: For A001 #3 - What is the Application Wireframe needed for? Please be more specific as this is typically for interactive and what you want is a 30 second PSA so not clear why you need this?

A1: This PSA will include computer animation as necessary to effetely engage the audience and will be decided upon when working on Task 4.1 Creative Development, Pre-Production Phase 1.

The PSA may include filming Navy Energy Leaders as to profile their work and technologies.

Creative direction, scope and limitations for the PSA will be decided during task 4.1 with Navy stakeholders.

Q2: For A002 #4 - Are you simply wanting the PSA to be encoded for web distribution? Please clarify?

A2: N/A

Q3: For A002 #5 - To put the integrated elements into your Digital Information System/Media

Pipeline - can you provide more details on what the Pipeline is and requirements? What software are you using? Are there specific ways in which you log material for archiving/search?

Etc. This is not hard to do just need more information so all settings the same so delivery seamless.

A3: It is expected all media formats should be standard non-proprietary formats. The details of the delivery structure and metadata requirements will be provided as GFI at the beginning of this contract.

Q4: Can you provide more information for the 30 second PSA? Is there filming - how much/location? Is there computer animation - how much/and what? The more information on the creative the better idea we have to provide a cost proposal.

A4: The 30 second PSA will include filming and the location is currently undetermined at this time but will be in the United States. This PSA will include computer animation as necessary to effetely engage the audience and will be decided upon when working on Task 4.1 Creative

Development, Pre-Production Phase 1. The PSA may include filming Navy Energy Leaders as to profile their work and technologies. Creative direction, scope and limitations for the PSA will be decided during task 4.1 with Navy stakeholders.

Q5: Is this a follow-on requirement? If so, could you please provide the incumbent contract number for this opportunity?

If not, is this a new requirement?

A5: This is a new requirement.

Q6: Can you please be more specific with what is required for the "web based framework" for rapid multimedia content prototyping and collaborative production? Are you talking about the ability to have on-line collaborative edit sessions and reviews of content like the PSA or animation?

A6: YES

Q7: The more details on the capability of this "web based framework" the better.

A7: A "WEB BASED FRAMEWORK" IS A VIRTUAL COLLABORATIVE SPACE WHERE

STORY DEVELOPMENT, PRE-PRODUCTION, PRODUCTION (PERHAPS IN CERTAIN

ASPECTS) AND POST-PRODUCTION MAY BE AN INTEGRATED EXPERIENCE USING

THE WEB, AND WEB BASED COLLABORATION SOFTWARE TO REMOVE

GEOGRAPHICAL BOUNDARIES AS MUCH AS POSSIBLE. THIS ALLOWS THE

GOVERNMENT PRODUCER OR DIRECTOR TO SEAMLESSLY WORK WITH

CREATIVE AND TECHNICAL TALENT VIRTUALLY.

Q8: Also it is very hard to provide a bid or cost proposal as it's not clear on what are we creating or the final deliverables? Is there a way to define the final deliverables with more details/information?

A8: DELIVERABLES ARE LISTED IN SECTION 2.0 AND 4.3 OF THE SOW. HARD

MULTIMEDIA DELIVERABLES WILL BE DEFINED WHILE IMPLEMENTING TASK 4.1

CREATIVE DEVELOPMENT, PRE-PRODUCTION PHASE 1. PLEASE SEE TECHNICAL

REQUIREMENTS SECTION 4.0 AND SCOPE SSECTION 2.0. PLAN OF ACTION AND

MILESTONES (POAM) DOCUMENT FOR ONE YEAR OF MULTIMEDIA ENERGY

MESSAGING CONTENT AND DISTRIBUTION DELIVERY PLAN IS REQUIRED UNDER

THE FIRST TASK WHICH WILL DETAIL FINAL DELIVERABLES "WITHIN SCOPE" AS

DEFINED IN TASKS 4.1 AND 4.2 AND APPROVED BY GOVERNMENT

STAKEHOLDERS

Q9: There is a 30 second PSA?

A9: YES

Q10: What other digital media - need specifics to do pricing the SOW notes "contractor shall develop media content that profiles Navy energy leadership" - is this another media piece beyond the 30 second PSA? If so how long is it?

A10: THIS IS A PIECE OF THE PSA. HOWEVER THERE WILL NEED TO BE

ADDITIONAL MEDIA FOR PRINT, WEB, AND MOBIL THAT COVER NAVY ENERGY

RESILANCY AND SECURITY.

Q11: The SOW also states: "web and mobile based multimedia content for distribution across the

Navy.multimedia elements and computer generate imagery (CGI) will be visualized on high definition monitors, exhibition technologies such as 2K and 4K resolution portals, touch panel kiosks, an head mounted displays" - again need very specific information here on exact type of animation - length of animation - exact type of mobile or web content so we can provide cost for each specific item.

A11: THIS CONSTENT IS TO BE DEFINED IN COLLOBARTION WITH GOVERNMENT

STAKEHOLDER/GOVERNMENT ASSIGNED PRODUCER/DIRECTOR WHEN VENDOR

IS CONDUCTIGN TASK 4.1 AND DEVELOPING THE POAM DOCUMENT AND

a. A written notice of award or acceptance of an offer mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer’s specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.

M32 EVALUATION FOR AWARD - BEST VALUE (SEP 2011)

(a) Award will be made to the responsible offeror whose proposal contains the combination of those criteria offering the best overall value to the Government. This will be determined by comparing the difference in value of technical

(non-cost) features of proposals with the difference in the cost to the Government.

(b) Offers will be evaluated on two evaluation factors, Technical Capability and Cost.

(i) Technical Approach/Personnel Management. The Government will evaluate proposals to assess each offeror's understanding of the work and its ability to accomplish the stated tasking and, if applicable, the sample task. The Government will evaluate all proposed personnel teams to determine how well the team is suited to perform the Statement of Work.

(ii) Past Performance. Past performance is a measure of the degree to which the Offeror has satisfied its customers in the past and complied with Federal, State, and local laws and regulations. The Government may contact all or some of each Offeror’s customers to ask whether or not they believe: (1) that the Offeror is capable, efficient and effective; (2) that the Offeror’s performance conformed to the terms and conditions of its contract; (3) that the Offeror was reasonable and cooperative during performance; (4) that the Offeror was committed to customer satisfaction; (5) that the Offeror was able to hire and retain qualified personnel; (6) if given a chance, would they select the same or a different Contractor. The Government may consider past performance information obtained from sources other than those identified by the Offeror, including Federal, State, and local Government agencies, Better Business Bureaus, published media and electronic databases. In the case of an offeror without a record of relevant past performance or for whom information on past performance is not available, the offeror will not be evaluated favorably or unfavorably on past performance.

(iii) Price. The Government will evaluate proposed prices by performing a price analysis.

(d) Relative Importance. The following table indicates all significant factors and significant subfactors that will be considered in awarding the Contract. The relative importance of the evaluation factors and subfactors contained in the RFP reflects the overall requirements of this acquisition as outlined in the SOW.

Factors Subfactors

1. Technical Capability A. Technical Approach

2. Past Performance (None)

3. Price (None)

The evaluation factors are divided into two categories, “Technical Capability/Past Performance” and “Total

Evaluated Cost (TEC)”. Under the “Technical Capability” evaluation area, Technical Capability is more important than Past Performance. “Technical Capability/Past Performance” is significantly more important than Price, however, as competing proposals approach Technical Capability/Past Performance equality, Price will increase in importance.

52.219-28 POST-AWARD SMALL BUSINESS PROGRAM REREPRESENTATION (JULY 2013)

(a) Definitions. As used in this clause--

Long-term contract means a contract of more than five years in duration, including options. However, the term does not include contracts that exceed five years in duration because the period of performance has been extended for a cumulative period not to exceed six months under the clause at 52.217-8, Option to Extend Services, or other appropriate authority.

Small business concern means a concern, including its affiliates, that is independently owned and operated, not dominant in the field of operation in which it is bidding on Government contracts, and qualified as a small business under the criteria in 13 CFR part 121 and the size standard in paragraph (c) of this clause. Such a concern is ``not dominant in its field of operation'' when it does not exercise a controlling or major influence on a national basis in a kind of business activity in which a number of business concerns are primarily engaged. In determining whether dominance exists, consideration shall be given to all appropriate factors, including volume of business, number of employees, financial resources, competitive status or position, ownership or control of materials, processes, patents, license agreements, facilities, sales territory, and nature of business activity.

(b) If the Contractor represented that it was a small business concern prior to award of this contract, the Contractor shall rerepresent its size status according to paragraph (e) of this clause or, if applicable, paragraph (g) of this clause, upon the occurrence of any of the following:

(1) Within 30 days after execution of a novation agreement or within 30 days after modification of the contract to include this clause, if the novation agreement was executed prior to inclusion of this clause in the contract.

(2) Within 30 days after a merger or acquisition that does not require a novation or within 30 days after modification of the contract to include this clause, if the merger or acquisition occurred prior to inclusion of this clause in the contract.

(3) For long-term contracts--

(i) Within 60 to 120 days prior to the end of the fifth year of the contract; and

(ii) Within 60 to 120 days prior to the date specified in the contract for exercising any option thereafter.

(c) The Contractor shall rerepresent its size status in accordance with the size standard in effect at the time of this rerepresentation that corresponds to the North American Industry Classification System (NAICS) code assigned to this contract. The small business size standard corresponding to this NAICS code can be found at http://www.sba.gov/content/table-small-business-size-standards.

(d) The small business size standard for a Contractor providing a product which it does not manufacture itself, for a contract other than a construction or service contract, is 500 employees.

(e) Except as provided in paragraph (g) of this clause, the Contractor shall make the representation required by paragraph (b) of this clause by validating or updating all its representations in the Representations and Certifications section of the System for Award Management (SAM) and its other data in SAM, as necessary, to ensure that they reflect the Contractor's current status. The

Contractor shall notify the contracting office in writing within the timeframes specified in paragraph (b) of this clause that the data have been validated or updated, and provide the date of the validation or update.

(f) If the Contractor represented that it was other than a small business concern prior to award of this contract, the

Contractor may, but is not required to, take the actions required by paragraphs (e) or (g) of this clause.

(g) If the Contractor does not have representations and certifications in SAM, or does not have a representation in

SAM for the NAICS code applicable to this contract, the Contractor is required to complete the following rerepresentation and submit it to the contracting office, along with the contract number and the date on which the rerepresentation was completed:

The Contractor represents that it ( ) is, ( ) is not a small business concern under NAICS Code 512110- assigned to contract number N66604-14-Q-0816.

(Contractor to sign and date and insert authorized signer's name and title).
