3. Configuration management requirements.
a. Configuration management shall be in accordance with (IAW) EIA 649 National Consensus Standard for Configuration Management.
b. Internal documentation that records engineering changes to the configuration item is required. NUWC has the option to audit these records at any time and as many times as NUWC sees necessary.
c. NAVSEA drawing numbers are provided to contractor by NUWC. Drawing number assignment is at vendor discretion.
Revision level of drawings shall be numerical prior to Product Configuration Audit (PCA). At PCA/ final determination of First Article Baseline all drawings will have the revision status changed to “-“. Revision “-“(dash) of the drawing package will reflect the First Article Baseline.
4. Drawing Package requirements
a. CAD files are to be AutoCad 2000i compatible (.dwg). If converting different software file types to the AutoCad 2000i file format be aware that this may cause graphics, text and/or dimensions to change. Any converting of files must be done prior to NUWC drawing review (PCA).
b. Product drawings shall consist of engineering drawings that provide the design, engineering, and manufacturing information that permits the duplication of the original design.
c. Engineering drawing format shall be IAW MIL-DTL-31000 and ASME specifications.
1. Parts lists are preferred integral to the drawing versus separate.
2. A Distribution Statement is needed on the lead sheet only for all drawings.
3. CAD generated statement to be on the lead sheet only for all drawings generated by a CAD system.
4. An Application block is needed on the lead sheet only for all drawings. It shall contain the next assembly and used on information.
d. A Drawing tree is required. It shall provide a graphical representation of an indentured list. NUWC will provide a template and/or sample.
e. Any drawing that has imported graphics, shape files, and/or linked files shall have these files included in the delivery of the drawing. Drawings are considered incomplete when such links/files are not included.
f. Multi-page CAD generated drawings shall be delivered as individual files per sheet of drawing.
g. All parts identified in an engineering drawing shall be defined by a NAVSEA detail drawing, Source Control drawing
(SOCD), Vendor Item Control drawing(VICD), Altered Item drawing, military specification, military standard, commercial specification, or commercial standard. A cage code must correspond to each item.
Source Control Drawing (SCD):
Depicts an existing or procurable item commercially or vendor-developed. The drawing provides the performance, installation and interchangeable characteristics of the specific application. This type of drawing is used when it is necessary to limit the source(s) of supply for an item used in a critical application because specific supplier’s item has proved satisfactory in qualification testing or in use on an end item. Critical application refers to those uses where failure of an item would jeopardize its capacity to fulfill its intended function The approved sources of supply shall list the vendors name, address, CAGE Code, and item identification number for the item.
Vendor Item Control Drawing (Formerly Specification control drawing (VICD):
A design activity control drawing which depicts and controls the performance and configurations of a “commercial item” or a “vendor developed item” existing commercially or procurable from a specialized segment of industry. The suggested sources of supply shall list the vendors name, address, CAGE Code, and item identification number for the item.
Altered Item Drawing:
Depicts the details of an alteration to an existing item under the control of another design activity or nationally recognized standard. The drawing shall give reference to the document which completely defines the unaltered item. Such documents are VICD’s, SOCD’s, military and/or commercial standards. Any additional parts needed for altering the item shall be specified in a parts list.
