DEPARTMENT OF THE NAVY
SPACE AND NAVAL WARFARE SYSTEMS CENTER PACIFIC

J&A No. 18-0438
PR #: 1300736748
JUSTIFICATION AND APPROVAL
TO PROCURE USING OTHER THAN FULL AND OPEN COMPETITION
1. Agency and Contracting Activity.
Department of the Navy, Space and Naval Warfare System Center Pacific (SSC Pacific).
2. Description of the Action Being Approved.
The SSC Pacific Afloat Networks Engineering Integrated Product Team (ANE IPT) support the
Consolidated Afloat Networks Enterprise Services (CANES) Program of Record (POR) with engineering services, lab infrastructure, arid procurements. In this capacity, the ANE IPT submitted a procurement proposal for CANES hardware and software components to add a ship representative cyber security test bed in accordance with the currently fielded and established CANES baseline as a formal testing environment of the cybersecurity posture of fielded systems. The relevant server component manufacturer for this currently fielded baseline is Cisco Systems. The proposed action is to award a firm-fixed price purchase order using Simplified Acquisition Procedures under FAR subpart 13.5 based on a Brand name procurement of Cisco Systems. The procurement's total is approximately $_______________
3. Description of Supplies/Services.
This proposal will procure additional currently fielded hardware components including several configured switches, routers, firewalls and connection/transceiver modules with the purpose and function of replicating the existing CANES baselines shipboard environment for in-house SSC
Pacific troubleshooting, analysis, test and ce1iification. The CANES lab will be located at SSC
Pacific and will replicate the fielded CANES baseline. Requested delivery is by 30 Nov, 2018.

4. Identification of Statutory Authority.
41 U.S.C. 1901 as implemented by FAR 13.5.
5. Rationale Justifying Use of Cited Statutory Authority.
This procurement supports the existing CANES cybersecurity development and test lab environment which replicates the currently fielded and deployed CANES baseline. The test lab is located at SSC Pacific. The key Navy requirement is for the lab environment to exactly and identically replicate the CANES baseline for validity of the cybersecurity testing. It is imperative that such a lab test bed exactly replicate Fleet deployed systems down to the component level in order to fully represent the cybersecurity posture of the CANES baseline from the software level down to the hardware level. Because Cisco components are part of the current fielded CANES baseline, Cisco is the only acceptable product for this purpose and capability.
The use of any other components will lead to unnecessary variances and compatibility issues that will impede the capability to expeditiously and predictably carry out required actions including but not limited to the following:
a. Executing the primary mission of cybersecurity testing
b. Enhance our cybersecurity posture
c. Test software manufactures patches to operating systems (Microsoft, Linux for example) to verify system functionality and reduction of cybersecurity risks.
The negative impact of not having the same equipment in the test lab environment and the CANES baseline would be the inability to perforn1the primary mission of the test deck and would downgrade the cybersecurity posture and understanding of cybersecurity risk across the fleet.
6. Description of Efforts Made to Solicit Offers from as Many Offerors as Practicable.
This effort will be synopsized in accordance with the provisions of FAR Part 5 and competed amongst all CISCO authorized vendors.
7. Determination of Fair and Reasonable Cost.
The Contracting Officer has determined the anticipated cost to the Government of the supplies covered by this J&A will be fair and reasonable.
8. Actions to Remove Barriers to Future Competition.
For future new baselines and procurement actions, the responsible technical code will continue to monitor the market and inform the POR activity of any perceived options for these services and supplies. The CANES program conducts RFI's, Industry Days, Analysis of Alternatives and new technology pilot projects to leverage industry innovation and provide opportunities to industry.
Future changes will be based on market research and Analysis of Alternatives and will be incorporated during major refresh cycles per the CANES program office acquisition strategy.
