PERFORMANCE WORK STATEMENT
ECO PBX UPGRADE Supplies and Services
1.0 SCOPE
This Performance Work Statement (PWS) describes services required to award a Firm-Fixed- Price (FFP) contract for a Voice-over-IP (VoIP) system for the External Cooperation Office (ECO), located at RSS Singapura – Changi Naval Base, Singapore.
1.1 BACKGROUND
1.1.1 The PBX system currently installed in the External Cooperation Office (ECO) is an Avaya Communications Manager running version 4.0 software. The ECO requires a new Private Branch Exchange (PBX) system that has been Joint Interoperability Test Command (JITC) certified, configured, and hardened to meet Information Assurance (IA) requirements as directed by the Defense Information Systems Agency (DISA) by following DoD’s Risk Management Framework (RMF) standards and DISA’s Security Technical Implementation Guide (STIG). The contractor will configure a hardened Cisco Unified Communications Manager (CUCM) and Cisco Unity Connection (CUC) voice mail IP-PBX system. The configured system will be shipped from SPAWARSYSCEN Pacific to the ECO for installation by SPAWARSYSCEN Pacific.
1.1.2 The system supports approximately sixty (60) unclassified Voice over IP (VoIP), twelve
(12) analog phones and one (1) Cisco Video Teleconferencing (VTC) system. The PBX has two
(2) Integrated Services Digital Network (ISDN) Primary Rate Interface (PRI) trunk connections to the Defense Switched Network (DSN) Sensitive But Unclassified (SBU) Voice network for Department of Defense (DoD) communications, one (1) ISDN T1 PRI for VTC calls, and one ISDN E30 PRI trunk connection to the SingTel commercial central office for local calls in Singapore.
1.1.3 The current Avaya PBX system consists of two Communication Manager servers, two Media Gateways, and two Power over Ethernet (PoE) network switches. The system is duplicated such that if one primary piece of equipment should fail, the secondary equipment will take over as primary.
1.1.4 A new system is required as the current system has reached its end-of life and is no longer compliant with the Joint Interoperability Test Command standards.
2.0 EQUIPMENT AND MATERIAL PROCUREMENT (BRAND NAME OR EQUAL)
2.1 The Private Branch Exchange (PBX) provides access to unclassified switched voice networks, including the Defense Switched Network (DSN) and the local Singapore Public Switched Telephone Network (PSTN).
The new Private Branch Exchange (PBX) shall meet the following key Government requirements. Design details of the telephone system are outlined below.
A. A Voice over Internet Protocol (VoIP) PBX (IP-PBX) will be installed in the ECO server room. It shall consist of software, servers and gateways for the delivery of voice over an internal IP data network that interoperates with traditional public switched telephone networks (PSTN). Integrated Services Digital Network (ISDN) Primary Rate Interface (PRI) trunks will allow the ECO to make unclassified calls via the Defense Switch Network (DSN). Local PSTN service will be provided by a separate ISDN E30 trunk connected to the Singapore PSTN network.
B. The PBX shall conform to Joint Interoperability Test Command (JITC) certification policy for the phone system to ensure that the PBX meets the DSN interoperability, reliability, and Information Assurance (IA) requirements.
C. The PBX must be listed on the Defense Information Systems Agency (DISA) Approved
Products List (APL) ensuring that it meets all DoD certification and accreditation requirements to connect to the DSN.
D. Hardware and software redundancy will be required to maintain phone service in the event of a single failure. The PBX servers, gateways and supporting network equipment will be able to withstand failure of a single network entity by having redundant power supplies, equipment and software switchovers available. Network architecture must be provided for approval.
E. The phone system must provide Multi-Level Precedence and Preemption (MLPP) services to allow high priority calls to preempt lower-priority calls. MLPP is needed during emergency or degraded network situations.
F. End-user devices in the operational rooms of the ECO will utilize the ECO’s cable plant and floor outlet boxes to connect the individual phones to the VoIP network cable infrastructure. This allows for maximum flexibility in the placement and patching of these devices. The following user devices will be provided:
• Support sixty (60) VoIP telephones.
• Support twelve (12) Secure Telephone Equipment (STE) telephones for classified calls. Analog ports will be used to support STE’s.
• The Video Teleconferencing System (VTC) will require an ISDN PRI to connect.
• Facsimile devices and any Plain Old Telephone Service (POTS) phones will use analog ports.
G. Additional features of the PBX:
• Voice Mail system that will provide messaging transmission, reception, and voice message storage and allow users to:
o Set a custom greeting o Check messages remotely o Save and delete messages
• Record conversations while talking on the phone.
• Multiline phones that have features such as:
o Call forward o Call park o Ad hoc conference calling (6-way) o Directory listing of users independent of phone numbers o Call transfer o Hold, mute and release o Power over Ethernet o Caller ID o Speed dial o Call history o Encrypted communications
2.2 SYSTEM EQUIPMENT
The primary hardware and software for the system will consist of the following.
• Cisco Unified Communications Manager (CUCM) JITC certified version 11.5 or later will be the software platform for the PBX.
• Cisco Unity Connection (CUC) JITC certified version 11.5 or later will be the voice mail software system.
• Two (2) Cisco BE6000M servers will host the virtual machines for Cisco Unified Communications Managers, Cisco Unity Connection, and SFTP/syslog server.
• One of the Cisco servers will also host a Microsoft Windows Server virtual machine to perform ancillary functions as needed, such as Secure File Transfer Protocol (SFTP) for CUCM and CUC backups and System Logging (syslog) services.
• Two (2) Cisco ISR4431 Routers with two (2) 2-Port MultiFlex Trunk Cards in each ISR4431 Router to support two (2) Voice ISDN T1 PRI trunks and one (1) VTC ISDN T1 PRI trunk from the DSN POP; one (1) ISDN E30 PRI trunk from SingTel central office; one (1) VTC ISDN T1 PRI trunk to the Cisco VTC system; and one (1) Voice ISDN T1 PRI for a contingency backside connection.
• One (1) Cisco VG310 analog gateway to support up to 24 analog endpoints.
• Two (2) Cisco 48-Port C3850 Power over Ethernet (PoE) witches to provide network connectivity and power for approximately 60 Cisco VoIP phones. The Cisco switches also provide network backbone connectivity for the Cisco servers and routers.
• One (1) Windows 10 laptop to act as management station for configuration of the servers and network equipment.
The contractor shall provide the following equipment and components for a Cisco Unified Communications Manager IP-PBX system with required ancillary devices or equipment for a system that is functionally equivalent to the Cisco Unified Communications Manager IP-PBX system that meets the salient characteristics as described in paragraph 2.1.
