This contract will procure the Alpha Data FPGA Virtex-6 boards, XRM adapters for Virtex-6, FPGA Virtex-7 boards and XRM adapters for Virtex-7, which will be used in the Advanced Global Navigation Simulator (AGNS)/AGNS Test Station (ATS) System in support of GPS Test and Evaluation (T&E) Integrated System Test (IST) of Modernized GPS User Equipment (MGUE), an ACAT 1 program. SSC Pacific Code 52300 has been tasked by GPS Directorate, US Air Force to add more test stations to the current MGUE Test stations in support of MGUE Test. These Alpha Data boards are required for ATS and AGNS systems contained in each test station for this program.

4. Statutory Authority Permitting Other Than Full and Open Competition. Only One Responsible Source (FAR Subpart 6.302-1), 41 U.S.C. 253.
5. Rationale Justifying Use of Cited Statutory Authority. Alpha Data FPGA Virtex-6 boards, XRM adapters, FPGA Virtex-7 boards and XRM adapters provide the combination of five capabilities: 1) Compatibility with our developer tools for FPGA chips, 2) Sufficient logic gates greater than 508K CLBs (configurable logic blocks) to meet our design requirements, 3) Off the self I/O modules compatible with our frequency range input and output requirements, 4) CameraLink cable compatibility for use with RF front end systems, and 5) works with our current customized software and hardware. These Alpha Data boards are required for ATS and AGNS systems contained in each test station for the IST program.
The GPS security approval for the AGNS/ATS only includes the Alpha Data FPGA boards because they only contain logic gates that can be erased with an unclassified FPGA binary file, thus making the Alpha Data FPGA board unclassified. The Alpha Data boards approved for both systems. It is noted that all systems are designed by SSC Pacific.
Because of the GPS Security approval, our current designs for customized software and hardware were developed for these Alpha Data boards and adapters, and must retain backward compatibility with the systems in our lab and our currently fielded systems to maintain the GPS security approval. Changing to a new FPGA design would require a new security approval and would require a redevelopment of software, hardware, additional testing, and will be incompatible with our currently fielded systems.
The Alpha Data boards and adapters are currently used in the identical test rack systems to generate Satellite Environments representing a stationary and a dynamic MGUE antenna location, Selective Availability/Anti-Spoofing Module (SAAM), the L1 (P(Y), Modernized NAVSTAR Security Algorithm (MNSA)-M, C/A) and L2 (P(Y), MNSA-M, C/A) codes for all 32 PRNs that meet the MGUE Technical Requirements Document (TRD) in support of MGUE ACAT I program. These boards were used to complete the MGUE Phase 0 and 1 Test program. We must continue to use these boards to perform the Phase 2 and Phase 4 testing of MGUE receivers. Swapping in the alternate devices at this stage of testing would necessitate restarting the tests that has been ongoing since 2014. This backwards step in testing will not meet the MGUE Accelerated Test Program as required by the program sponsor at the GPS Directorate at SMC/LAAFB.
6. Description of Efforts Made to Solicit Offers from as Many Offerors as Practicable. This effort will be synopsized in accordance with the provisions of FAR Part 5.
7. Determination of Fair and Reasonable Cost. The Contracting Officer has determined the anticipated cost to the Government of the supplies/services covered by this J&A will be fair and reasonable.
8. Actions to Remove Barriers to Future Competition. Code 52300 will continue to monitor market and provider availability to identify additional options for the above requested parts.
